Section B: Description of the Supplies/Services Required The 59th Clinical Research Division (59 CRD) request the purchase of LGL Custom Made Double Indoor Pig Holding Pens to be located in four rooms in our animal vivarium. The holding pens will be used for housing research animals of various size and species. The requested holding pens will bolster a depleting indoor housing holding capacity needed to support our military readiness training and GME research missions.

Section C: Justification for Soliciting from a Single Source 59 CRD does not have an adequate amount of indoor housing units to support the recent rise in scheduled research projects and military readiness training labs. Expansion of protocol requirements has prompted us to increase our workload almost twofold. With a large amount of labor-intensive protocols on our research schedule now requiring a multitude of post-operative after care; our indoor animal housing capacity cannot keep up with the high demand and a backlog will eventually occur. This conundrum is leading us into forced work stoppage and the inevitable delay and/or cancellation of some vital ongoing high-dollar research projects. Therefore, the installation of the requested LGL Double Indoor Pig Holding Pens in four converted rooms in our animal vivarium will significantly increase our holding capacity and ease our housing burden. A demanding military readiness training and research schedule has made the acquisition of these units a necessity.

Section D: Efforts to Obtain Competition Not only is 59 CRD’s entire existing indoor housing units from LGL Animal Care Products, Inc., but trying to find other companies that build holding pens of aluminum construct, custom build pens to 59 CRD’s specifications, and include Edstrom, Inc. automatic watering system manifolds with their pens became a major obstacle.

Section E: Steps to Preclude Future Single Source Awards 59 CRD is not adverse to any action taken to remove or overcome any barriers to competition before this or any future acquisition.

Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b) (1), that the circumstances of this contract action deem only a single source is reasonably available.
