STATEMENT OF WORK

INSTALL CANOPY ADJACENT TO BUILDING 5160

JOINT BASE SAN ANTONIO LACKLAND, TX

PART 1 GENERAL INFORMATION

1.0 GENERAL: This requirement is for installation of one (1) new 50 foot wide by 100 foot long by 20-foot tall turnkey fabric canopy shelter. The installation of the new canopy shelter will be on the existing concrete pad between buildings 5160 and 5162 on the corner of Selfridge Avenue and George Avenue at Joint Base San Antonio (JBSA)-Lackland, TX. The canopy shelter will be utilized to shelter / store wooden crates and boxes too large for storage inside, as a means of mitigating damage from the elements. The location is shown on Attachment 2 and the install will be between building 5160 and 5162 at Joint Base San Antonio (JBSA)-Lackland, TX. Contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. Contractors shall be responsible for ensuring all supplies provided in support of this requirement are in accordance with the specifications provided in the schedule at Attachment 1 and Part 4 and 5 of this SOW.

1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the work described herein. The Contractor shall install one new canopy shelter as defined herein, except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract. The contractor shall submit all request through the contracting office for example digging permits, welding permits, outages, drawings and material submittals. 502d Civil Engineering shall be the POC for any technical support.

1.2. Period of Performance: The period of performance shall be 30 calendar days, exclusive of product ordering lead-time and/or delivery.

1.3. General Information

1.3.1. Contract Surveillance and Inspection/Acceptance.

1.3.1.1. The Government will designate in writing, a 502d Civil Engineer Squadron (CES) representative to oversee the project and assist in administering this contract. The CES representative will be responsible for technical administration of the project and will ensure proper government surveillance of the contractor’s performance until completion of the project.

1.3.1.2. The Government (CES Representative) will inspect each installation location prior to acceptance of work. Payment will be made after all work under this SOW is inspected and accepted.

1.3.2. Recognized Holidays:

1.3.3. Hours of Operation: The primary business hours of the government facility is between the hours of 7:00 am to 4:00 pm, Monday through Friday. The facility does have personnel on shift seven days a week from 0700 am to 2300 pm except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor may request permission to work after hours Monday through Friday and Saturday and Sunday. The Contractor must maintain an adequate workforce at all times for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons.

1.3.4. Place of Performance: The work to be performed under this contract will be performed at building 5160 on the corner of Selfridge Avenue and George Avenue at Joint Base San Antonio (JBSA)-Lackland, TX., within the Installation, identified by Attachment 2 of this SOW.

1.3.5. Security Requirements:

In accordance with DoD 5200.1-R and AFI 31-401, the contractor shall comply with AFI 33-202, Computer Security; AFI 33-203, Emission Security (EMSEC) Program; AFI 33-204, Information Protection Security Awareness, Training, and Education (SATE) Program; applicable AFKAGs, AFIs, and AFSSIs for Communication Security (COMSEC); and AFI 10-701, Operations Security (OPSEC) Instructions. The contractor will comply with DOD Standard 22 – Level 1 AT Awareness training and associated tasking IAW AFL 10-245, Antiterrorism Program standards. Entire publications apply.

1.3.5.1. Physical Security: Areas controlled by contractor employees shall comply with base Operations Plans/instructions for Force Protection Conditions (FPCON) procedures, Random Antiterrorism Measures (RAMS) and local search/identification requirements. The contractor shall safeguard all government property, including controlled forms, provided for contractor use. At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured.

1.3.5.2. Obtaining and Retrieving Identification Media. The Contractor shall comply with AFI 10-245, Air Force Antiterrorism Standards and all installation security policies. The contractor shall comply with all requirements and procedures IAW AFFARS clause 5352.242-9000 “Contractor Access to Air Force Installations.” Contractor employees will be required to obtain and display identification badges. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination by driving designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice. The contractor shall also obtain personnel and vehicle identification and passes as required for entry to the installation. The government will provide all forms and procedures to the contractor to obtain personnel identification and vehicle passes during the pre-performance conference. It is the contractor’s responsibility to renew passes/badges in a timely manner to ensure no interruption of service. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the contractor shall ensure that all base identification passes issued to contractor employees are returned to the issuing office. If a contractor employee has been terminated, the pass will need to be retrieved and returned to Security Forces so that employee does not have base access. If the pass is not retrieved then SF will need to be notified so base access is not allowed. Failure to comply with these requirements may result in withholding of final payment.

1.3.5.3. Installation Access: The Contractor is subject to JBSA Installation access requirements. Some travel on and off JBSA Installations will be limited at times due to JBSA controlled gate openings and closures. Unscheduled gate closures may occur at any time, and the personnel entering or exiting the installation may experience some delays. Privately owned vehicles of contractor personnel are subject to being searched pursuant to applicable regulations. The award of this contract does not create a right to have access to any military installation. Any violation of an installation regulation or of a state or federal statute may result in the termination of the privilege to enter any JBSA Installation, or to provide transportation under the SOW. 1.3.6. Contractor POC: The Contractor shall provide a POC to be responsible for the performance of work under this contract. The POC shall have full authority to act for the contractor on all contract matters relating to any issues that may arise during work performance. The POC shall be available between 7:30 am to 4:00 pm, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The POC shall also be available during any approved weekend work. Request for weekend work must be received within 48 hours in advance of performing the weekend work.

1.3.7. Identification of Contractor Employees: Contractors shall identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials.

2. DEFINITIONS AND ACRONYMS:

2.1. DEFINITIONS:

2.1.1. CONTRACTOR. A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.

2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.

2.1.3. DELIVERABLE. Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.

2.1.4. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.

2.1.5. POINTS OF CONTACT (CONTRACTOR). Those individuals identified, in writing by the contractor, with authority to act on behalf of the contractor with regard to this contract.

2.1.6. SUBCONTRACTOR. One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

3. GOVERNMENT FURNISHED ITEMS AND SERVICES:

3.1. The Government will provide unobstructed access to area where construction is to take place. Traffic in the area is already limited to official business only.

3.2. The Government will provide a staging area for the Contractor materials and equipment. This location will be provided immediately after award.

3.3. The Government will provide access to a restroom for use by the Contractor during the duration of the contract.

3.4. The Government will provide electrical service at existing location.

3.5. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment.

3.6. Miscellaneous If other services are required, the Contractor shall notify the Contracting Office for coordination with the 502d Civil Engineer Squadron to ensure availability of requested service.

CONTRACTOR FURNISHED ITEMS AND SERVICES

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1. General. The Contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract that are not listed under Section 3 of this SOW.

4.2. Materials. The Contractor shall provide the following materials to be installed under the terms of this contract identified by location on JBSA-Lackland. Fabric shall be tensioned over the framework, waterproof, weather tight, fire retardant, neat finished appearance, without defects and free of repairs. Cloth should be able to withstand intense summer heat and block 99% of UV rays. Fabric shall also be no less than 18 ounce flame retardant, pass NFPA 701 and ASTM E84 fire codes and tan in color. Frame shall be 18-inch heavy wall galvanized tubular steel truss on 20-foot centers. The steel frame shall be capable of being erected on concrete, asphalt or compacted earth and of accepting differential settlement up to 2-1/2% between truss positions. Structures shall be a minimum of Class B that can withstand 90 mile-per-hour wind load. Footings shall be installed to support upright post as recommended by the engineered stamped drawings. Underground utilities will be marked prior to installing base plates. A lightning package with grounding kit shall be provided for new canopy shelter. The Contractor shall provide engineered stamped drawings for the fabric structures. Contractor shall provide fixed bollards at each support column of the structure. Fixed bollards shall be 6 inches x 48 inches, galvanized steel, with plastic sleeves (color: “Safety Yellow”). The following dimensions apply:

4.2.1. Building 5160 Outside Storage Canopy: One (1) new turnkey ID Check Canopy shelter, 50’ Wide x 100’ long x 20’ High.

4.2.2. Staging. Government will provide staging area for Contractor.

4.2.3. Warranty. Warranty for the canopy shelter shall be a minimum of 5 years.

5. Specific Tasks:

5.1. Installation Services. The Contractor shall provide all tools, equipment, personnel and materials necessary to install the new turnkey canopy shelters as specified in Section 4 of the SOW at the identified location(s). Installation shall be inclusive of any related components required to meet the specifications of this SOW and result in a turnkey structure.

5.2. Clean-up and Refuse Removal. The Contractor shall ensure that each location be kept in such a manner as to not pose a safety risk or impede traffic while work is being performed. All contractor- generated refuse and waste shall be removed daily by the Contractor to a disposal site located outside the physical boundaries of the Installation.

5.3. Engineered Drawings. The Contractor shall provide engineered stamped drawings that indicate the design intent of the new canopy structures. The drawings must also include structural, wind and snow load calculations that meet the standards in Section 4 of the SOW and latest building code.

5.4. Electrical Services. If required all electrical work shall be done by a qualified and state licensed electrician. Tag out and lock out procedures shall be followed
