Aircraft Latrine Services
1. Where is the closest approved off base waste disposal site?
The Government does not have a list of all approved waste disposal sites.
2. How many miles is the closest approved off base waste disposal site?
See Question 1.
3. Does Mississippi require state approval to transport human waste to the waste disposal location?
Please review the Mississippi Department of Environmental Quality Nonhazardous Solid Waste Management Regulations.
4. If so, is the approval/certification by the state required at the time of the award or will the government continue to perform services until the contractor’s approval is received by the state?
If approval/certification is required by the State of Mississippi, then the Government will allow the contractor to perform services if they provide proof that an application has been made and interim approval has been provided by the State of Mississippi.
5. Will the contractor be allowed to store the lavatory service truck on base?
No, flight operations and current equipment precludes this as an option.
6. If so, will the storage location be in a secured area?
See Question 5.
7. To avoid possible wait times, will the contractor’s employees be allowed to get a flight line pass rather than wait for the government personnel to escort the contractor onto the flight line.
Keesler AFB policy requires the contractor to enter and exit through an Entry Control Point (ECP) and be escorted to the aircraft.
8. Please explain the following mentioned in the note at the bottom of the page of SOW:
“To gain access to Keesler AFB, the provider of the service to the aircraft is required by base security to have a pre-printed service ticket with the current date in the possession of the route driver. If there is no ticket, then the flight operations has to be called and arrange for base access.” Our question is what is a pre-printed service ticket? Does the pre-printed service ticket replace the employee base pass? Are the pre-printed service tickets issued on a daily, monthly, or yearly basis?
No, the preprinted tickets do not replace the base pass requirement. Also the preprinted tickets are generated invoices by the contractor.
9. What is the anticipated start of the contract?
POP 1 October 2019 to 30 September 2020 plus Four One-Year Option Periods
10. Is FAR 52.222.62 Paid Sick Leave to be included in this contract?
Yes – per FAR 22.2110, this clause applies when the Service Contract Act (SCA) and FAR 52.222-41 applies. This clause will be added to the contract award.
11. Will only one contractor be awarded this contract?
Yes, the offeror with the lowest offer technically acceptable will be awarded the contract.
12. Will an office and/or building be provided on base for the contractor to store supplies?
No, the Government does not have space for the contractor to store supplies.
13. Please provide a list of GFE.
There is no GFE for this requirement.
14. Please provide Instructions to Offerors; We did not see it in the solicitation.
Please see clause FAR 52.212-1 on page 44 of the solicitation.
15. Is a technical proposal required as part of the contractors bid proposal?
No, a technical proposal is not part of the evaluation factors. Contractors may provide a technical approach to demonstrate how they will meet the requirement for Technically Acceptability.
16. Was there a site visit for this solicitation?
No, a site visit was not included for this requirement as it has historically not been required.
17. Since the volume of services is low, will the government consider consolidating this requirement with another requirement on base to provide more hours for the employees?
There are no other requirements at Keesler AFB that can be consolidated with this requirement.
Therefore, a consolidated contract will not awarded.
