Single Source Justification (Simplified Acquisition)
Page 1 of 1Updated: 9 Jun 16
Section A: General Contract Information
Contracting Activity: 81 CONS/LGCB
Project/Program Name: Single-Source Justification for Panda Warmers
Purchase Request/Identification Number: FM301092060678
Estimated Contract Cost (including Options): $102,500.00
Section B: Description of the Supplies/Services Required
The 81 Inpatient Squadron (IPTS) requests sole source procurement for five General Electric Iris Baby Warmers. The estimated cost is $102,500.00.
Section C: Justification for Soliciting from a Single Source or Brand Name
General Electric is the only source for new medical grade, with fullwarranty, General Electric Iris Model M-11 Baby warmers. This specific infant warmer combines advanced technologies with innovative features to deliver state-of-the-art thermo regulation and integrated in-bed scale. Integrated resuscitation allows minimal setup for high-risk deliveries, which helps standardize resuscitation protocols across the perinatal care area. Also, this brand has Optional integrated Pulse Oximetry (SP02) and resuscitation systems which allows access to deliver resuscitation therapy to high-risk newborn with low oxygen. Additionally, the Panda warmer can be turned on well in advance so you know the bed will be warm when the baby arrives, without dealing with subsequent alarming responses. The Panda warmer is fully supported with technical support and additional education and upgrade training programs. Furthermore, as part of our new Defense Health Agency standardization program, after the DHA inspections and recertification of this unit, assigned equipment are interconnected to each other, which requires our unit to purchase the Panda Iris M-11 in order to interoperate with the currently owned equipment.
Section D: Efforts to Obtain Competition
Market Research was conducted via the Internet and found that various other vendors such as Phoenix Medical Systems can provide infant radiant warmers. However, General Electric's equipment is the only vendor that is able to meet this requirement. While the other vendor's brand features were close to this requirement in research, only the GE brand meets all requirements of the 81 MDG and DHA as stated above.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The 81 IPTS will continue to review other vendors emerging on the market to determine whether other systems or devices can better meet the Air Force objective for safe, quality patient care. This required equipment is standard use for military treatment facilities throughout the Air Force.
Section F: Contracting Officer's Determination
