Q1: Is this a new contract or existing one?
A: This requirement is to replace contract number FA3010-15-C-0023, which is soon to expire.
Q2: Who was the current contract awarded to?
A: The current contract was awarded to Godwin Corporation.
Q3: Please provide the option year prices for the current contract?
A: Option year pricing is not available for release. However, the total current value of the contract being replaced is $194,879.00.
Q4: If there is an incumbent, are the positions filled?
A: Yes. The position is currently filled on the current contract.
Q5: The quantity is listed as 2,000 hours. Are we required to cover all 2,000 hours? Our price should be based on support of 2,000 hours?
A: The requirement is for 1 FTE for 2,000 hours. This is a projected amount of 2,000 hours based on 2,080 hours for one FTE minus 80 hours for 10 Observed Federal Holidays. The contractor is expected to provide services for the duty hours provided in the PWS, reference para. 1.8.2. Availability.
Q6: What is the current bill rate?
A: All releasable pricing information is contained in the answer to question 3.
Q7: No more than 3 past performance questionnaires are required?
A: That is correct.
Q8: Why is the government requesting 2,000 hours for this effort?
A: This is a projected amount of 2,000 hours based on 2,080 hours for one FTE minus 80 hours for 10 Observed Federal Holidays. Reference PWS para. 1.8.2.4. Holidays.
Q9: Is there an overage, on call or call back required?
A: No.
Q10: Does the government recognize the executive order 13706 paid sick leave of 56 hours for this effort?
A. This requirement is "NEW" on or after January 1, 2017. The requirements of the EO 13706 apply only to certain categories of contracts with the Federal Government, and ONLY TO CONTRACTS THAT ARE "NEW" ON OR AFTER JANUARY 1, 2017. The categories of covered contracts are identical to those covered by the Final Rule implementing EO 13658, Establishing a Minimum Wage for Contractors (Minimum Wage EO), except that the Final Rule implementing EO 13706 applies to certain contracts with the U.S. Postal Service.
Under the EO and Final Rule, the paid sick leave requirements apply to a new contract that is: (1) a procurement contract for construction covered by the Davis-Bacon Act (DBA); (2) a contract for services covered by the Service Contract Act (SCA); (3) a contract for concessions, including any concessions contract excluded from coverage under the SCA by Department of Labor regulations at 29 CFR 4.133(b); or (4) a contract in connection with Federal property or lands and related to offering services for Federal employees, their dependents, or the general public. If you have any additional questions pertaining to the application of the applicable wage determination, direct your questions to the Department of Labor.
Q11: The employee class for this position is Registered Nurse II, Specialist. Is this correct?
A: It is the Contractors responsibility to classify their personnel based on the PWS in accordance with the Department of Labor. The information contained in Clause 52.222-42 is available for you to reference; however, it is not a wage determination and is used only to identify what classes of service employees would receive if they were employed by the contracting agency. The class position/position code provided in 52.222-42, Statement of Equivalent Rates for Federal Hires is not required to be used.
