5 FTE ICU Nurses

FA3010-17-R-0011

Questions & Answers

25 April 2017

1) Q: Is this requirement a follow-on to a previous contract?

A: This contract is not a follow-on. It is a new requirement.

2) Q: Please confirm if the Scrubs/Uniform will be provided by the Government, given that this is ICU it may require changes in case of accidents and that the RN would have to go home to change. Also for sanitary, safety, and hygienic conditions normally the facility provides.

A: Scrubs are provided by the MTF for use within the workplace.

3) Q: Can you provide guidance/specification of what will constitute an acceptable uniform for contracted employees?

A: Scrubs are provided by the MTF for use within the workplace. When not in scrubs attire would be up to the Contractors dress code as long as it meets the requirements of paragraph

1.9.2 of the PWS.

4) Q: Will you accept a blended rate for both night and day shifts in the pricing, to include the 4 hours of

OT per week that is not included in the OT CLIN?

A: All 5 FTE positions will be scheduled in accordance with paragraph 1.8.2.2 of the PWS.

The hourly rate should reflect accordingly.

4) Q: Does the fringe percentage used in our pricing have to be 36.45% as per the solicitation or can we use our own fringe costs?

A: The fringe benefits identified within 52.222-42 show what these personnel would receive if they were employed by the contracting agency. However, as this requirement is performance based it is up to the Contractor to make the determination.

5) Q: Can we submit all documents, including pricing, reps and certs, past performance list, etc. in one

PDF document for our submission?

A: Yes. All required documents can be submitted in a single PDF.

6) Q: Can you please provide a checklist of all that is required for submission?

A: All requirements for proposal submission are listed in the solicitation and attachments.

7) Q: On page 48 of the solicitation, it states that paragraph c applies if the offeror is the Prime and paragraph f applies if a teaming arrangement is proposed. If the past performance references are from a joint venture contract, as the prime, would paragraph c and f still apply?

A: Which paragraphs apply depends on what is being proposed. If the proposal being submitted is as a lone vendor then you would be considered the Prime. If the proposal is being submitted as part of a joint venture then it would be a Joint Venture.

8) Q: Follow on to question number 8. Is that considered a teaming arrangement still?

A: If you are submitting a proposal as part of a teaming arrangement then it would be considered a teaming arrangement. If you are submitting a proposal as an independent company then it would not be a teaming arrangement.

9) Q: On Attachment 3_Past Performance List of References, column two states “Performed by a proposed subcontractor, affiliate, or joint venture? (If yes, please complete Page 2)”. Does this mean that if the work we are illustrating in the past performance reference was performed by a past

JV relationship, then we would illustrate that on page two?

A: Yes. If the past performance reference you are providing was as anything other than an independent company performing all of the work, it would be illustrated on Attachment 3 by entering yes in that column and completing page two of the attachment.

10) Q: Follow on to question number 9. Is this stating only to illustrate it if we are proposing a JV partnership when bidding on this solicitation?

A: Attachment 3 is to provide past performance information. As such all information provided on attachment 3 should reflect past contracts meeting the requirements as listed in the solicitation.

11) Q: Follow on to question number 10. The third column on page two asks what affect the JV would have on this requirement and what percentage they “will perform”. However, if referencing a past contract with a previous JV, they would not perform any work on this contract. Can you please advise what you are looking for in the “3rd Party Affect on Performance” column on page two?

A: That section on page two of Attachment 3 would be used to state how much of a role the

Subcontractor, Affiliate, or Joint Venture will be playing in this requirement.

12) Q: Can you please clarify the instructions on page 47 and 48? Specifically if we feel that numbers 1-5 apply to our past performance reference, where in Attachment 3_Past Performance List of

References are we to put paragraphs c-g, if applicable?

A: Some of the information requested by paragraphs c-g is included on Attachment 3_Past

Performance List of References. The rest of the information would be entered in the appropriate section of Attachment 4_Past Performance Questionnaire.

13) Q: Does the Government have a pricing sheet contractors are required to use?

A: This requirement is for personal services in accordance with the Service Contract Act and any applicable labor laws. As this requirement is performance based it is up to the

Contractor to make any pricing determinations.

14) Q: Would the Government specify what should be included in the technical requirements, as described in 52.212-2 paragraph (b)?

A: The technical requirements are identified as the Solicitation (FA3010-17-R-0011), Attachment 1_PWS ICU RN, Attachment 2_WD 2015-5147; Rev 1, Attachment 3_Past

Performance List of References, and Attachment 4_Past Performance Questionnaire.

15) Q: Will the Government be evaluating Subcontracts and/or Key Personnel past performance equally to the past performance of Prime or Joint Venture contracts?

A: Past performance will be evaluated in accordance with 52.212-2, paragraph (d).

16) Q: Will the ICU RNs be involved in the care of newborns, children, or adolescents on any level?

A: The Keesler AFB MTF serves all military beneficiaries including newborns, infants, children, adolescents, adults, elderly, and disabled persons.

14) Q: Will the Government allow bi-weekly invoicing?

A: Bi-weekly invoicing is not authorized for this requirement. Invoicing will be accomplished at the end of each calendar month.

15) Q: What were the fill rates on the current contract?

A: This is a new requirement and therefore there is not data available to answer this question.

16) Q: Since the solicitation stipulated that Past Performance will be weighed heavier than rate, (see page

12, Section 52.212-2 Evaluation Commercial Items) the language in Sections f & g of page 13 appear to indicate lowest price will still be weighed heavier than past performance. We know from experience that strong past performance on other contracts are not necessarily related to lowest prices. In many cases, competitive rates result in higher fill percentages. Will you take this into consideration during the evaluation phase?

A: Proposals will be evaluated in accordance with 52.212-2 as written in the solicitation beginning with paragraph (b). All proposals in compliance with the solicitation requirements will be ranked according to price, from lowest to highest in accordance with paragraph (c). Once ranked, the proposals will be evaluated from lowest price to highest price until an offeror is judged to have a Substantial Confidence performance confidence assessment or until all offerors are evaluated in accordance with paragraphs (d) through (g).

17) Q: The overage CLIN is defined as hours outside normal duty hours. However, the normal shift schedule may go up to 84 hours in a two week period. Since overtime is paid for hours worked over 40 in a week, would the contractor be able to bill these hours on the overage CLIN or do we need to incorporate this expense in our Regular hour CLIN?

A: The Overage CLIN is for hours contract employees are directed to work beyond the 84 hour work schedule identified in the PWS. All proposals for the regular hour CLIN shall include any premiums required by law in order to meet the work schedule identified in the PWS.

18) Q: Would the Government consider an extension until May 3, 2017 for responses to this solicitation?

A: At this time the Government will not consider an extension for responses.
