Questions and Answers Cyber Technical Education Consultant Services

Q1. What was the cost last year?

A1. This is a new requirement.

Q2. Who was the contractor?

A2. This is a new requirement.

Q3. Where can I get a copy of the contract?

A3. This is a new requirement.

Q4. What was the bid tabulation for last year?

A4. This is a new requirement.

Q5. Is there a local vendor preference?

A5. There is no vendor preference.

Q6. Is there any bonding required?

A6. No, bonding is not required.

Q7. What evaluation criteria will the government use for this solicitation?

A7. Compliance with solicitation requirements will be rated as acceptable or unacceptable. Price and Past Performance will be evaluated, past performance is significantly more important than price. (See provision 52.212.-2)

Q8. Will this be a local contract or a large IDIQ contract?

A8. This will be a local contract.

Q9. Will there be an industry day for this offering?

A9. There will not be an industry day for this requirement.

Q10. PWS Ref 1.5.2 – UCT Bridge course appears to be identical to UCT Phase 3, please clarify.

A10. An updated version of the UCT Bridge course document will be uploaded to FBO.

Q11. PWS Ref 1.7.10.3 - Paragraph states physical performance will start 15 September 2016, however the period of performance in CLIN 001 of the solicitation indicates 26 September. Please clarify the start date.

A11. The PWS will be corrected. The solicitation is correct physical performance must start 26 September 2016.

Q12. PWS Ref 1.12.4.1 – The contract start will not permit the 45 work day requirement to submit requests for contractor personnel hired at the beginning of the contract. Will this be adjusted?

A12. The contractor may submit request for contractor personnel hired at the beginning of the contract at the time of award. This will not prevent personnel from gaining access to base to begin work.

Q13. PWS Ref 1.14 - Is level 1 Anti-Terrorism Awareness training mandatory and if so within how many days of reporting for duty must it be completed in?

A13. A determination will be made upon in processing whether or not this training is mandatory.

Q14. PWS Ref 1.21 – is each contractor employee required to have all qualifications listed in paragraph 1.21?

A14. No, the Government used the list provided in PWS 1.21 to clarify and enhance contractor qualifications and course content listed in the attached course training standards.

Q15. Ref solicitation page 52 – deadline for submission of questions. Questions are due electronically 6 Sep by 1400 CST and a hard copy of the proposal is due 9 Sep by 1300 CST. Can provisions be made to submit proposals electronically to permit time to make any necessary changes as a result of question responses from the government?

A15. A hard copy proposal must be received. The deadline for submissions is now 12 September 2016 by 1400 CST.

Q16. Is there any anticipated travel?

A16. No travel is anticipated.

Q17. When is the anticipated award date? Proposals are due by 9 Sep and work is scheduled to begin on 26 Sept 2016. We’re looking for an indication of how long the awardee has to get staff on task.

A17. The estimated award date is 16 Sep 16.

Q18. Regarding the deliverables schedule, initial drafts of deliverables are due X days after physical performance begins, the government review, followed by another period of X days for the contractor to make revisions after returned from the government. [Example: deliverable 8 is due 120 after start, 30 days for government review, then 150 more days to return the revision] This is more than the 6 months specified in the RFP (26 Sept 16 to 26 Mar 17). Can you confirm whether the contract Period of Performance end date of 26 March 2017 is correct? Can you confirm the end dates included in the deliverable schedule are correct?

A18. The table has been corrected. Please see the new PWS for clarification. (For example: deliverable 8 should have said due 120 after start, 30 days for government review, then 30 days for return of the revision.)

Q19. The amendment mentions a Pricing Schedule that I do not see. Is the referenced Pricing Schedule a government attachment specific to this RFP or, is this a term intended to reference part of a contractor's proposal response.

A19. The Pricing Schedule is page 3 of the solicitation. It is where you will list your unit price and total price for each CLIN.

Q20. On page 4 and 5 of the PWS, there is a chart that shows "Phase 1, Title, Ref Para, Initial Due and Revision Due". In the "Ref Para" the reference paragraphs don't all exist. For example 2.2.21.1.32.2.1.1.5, 2.2.1.1.4, etc. are not in the PWS, need clarification.

A20. The PWS references listed in the table on pages 4 and 5 will be corrected.

Q21. Pages 12 and 13 (last two pages of PWS) "Service Summary" (Performance Objective, PWS Para. And Performance Threshold) that chart also references paragraphs that do not exist. For example, 2.2.1.1.1, 2.2.1.1.2, 2.2.2.2, and 2.2.3. Need clarification on performance requirements.

A21. The PWS references listed in the Services Summary will be corrected.

Q22. Who is the current incumbent?

A22. There is not an incumbent, this is a new requirement.

Q23. Would it be possible to move the due date to Sep 12th as the Evaluation Criteria was just posted yesterday and that only leaves about 9 days before the proposal is due?

A23. The new due date is 12 September.

Q24. Does the work have to be done on site or can some of it be done at remote location?

A24. Work must be accomplished on site.

Q25. Is there a SCIF available for use when developing the 20% of the courses that needs to be classified?

A25. No, because the contractor will not be developing classified content. The contractor only needs to factor 20% into their time estimates for the Government to wedge in classified materials.

Q26. Will all asked and answered questions be posted to FedBizOpps website?

A26. Yes, all questions will be posted to FBO.

Q27. Does the course curriculum need to meet the US Cybercom work role training standards for the Cyber Mission Force.

A27. Only where the two overlap.
