3 FTE Inpatient Pharmacists Q & A 12/15/2015

Question and Answers – 15 December 2015 Q1) Reference: Past Performance List of References Sheet Question: Please clarify timeframe requested for “annual amount.” Is that to be matched to a contract option period or a calendar period?

A1) The annual amount can be matched to any consecutive 12-month period of performance. Please also provide the start and end date for the 12-month period.

Q2) Reference: Past Performance List of References Sheet-3RD PARTY AFFECT ON PERFORMANCE. Question: When discussing “this solicitation’s requirement”, it is assumed that this refers to the 3 Inpatient Pharmacists. Please verify.

A2) Yes, the phrase “this solicitation’s requirement” refers to the 3 FTE Inpatient Pharmacists Q3) Reference: 52.212-2 EVALUATION--COMMERCIAL ITEMS (Oct 2014). Question: Do Subcontractor, Affiliate, or Joint Venture Past Performances count the same or less than prime past performance?

A3) Subcontractor, affiliate, or joint venture past performances count the same as the prime’s past performance. However, subcontractor, affiliate, or joint venture past performances are considered based on the role subcontractor, affiliate, or joint venture will play for this requirement (3 FTE Inpatient Pharmacists).

Q4) Clarification: Please confirm that this is a Personal Services Contract.

A4) Yes, the Inpatient Pharmacist Service is a Personal Service.

Q5) Can the government tell us if there is an incumbent contract and if so, who is the incumbent contractor, and what is the current contract value and corresponding period of performance?

A5) This is a new requirement. There is no incumbent contract.

Q6) Regarding the instruction to include “all pages requiring fill-in information” (see Pg. 36 of “Solicitation_FA3010-16-R-0004_-_3_FTE_Inpatient_Pharmacists”), please clarify specifically what this means. Which pages of the solicitation, or attachments, does this instruction include?

A6) “All pages requiring fill-in information” is referring to certain clauses and provisions in the solicitation that require “Fill ins.” The offeror is required to submit the “filled –in” clauses as part of their proposal

DFARS 252.209-7999, starting on Page 30 Q7) Please clarify whether all three Personnel will work the same hours within the specific start and end times?

A7) Not necessarily. Scheduling will be determined by the Pharmacy Government Supervisor. Duty hours will start between 0600 – 0900 and end between 1500 and 1800, Monday through Friday (8 hrs. per day and no more than 80 hrs. per two-week period). Please see paragraph 1.8.2.2.-Work Schedule/Duty Hours of the PWS.

Q8) Is it considered overtime if a shift lasts longer than 8-hours? If so, is the option clin “overage hours”, where those hours are accounted for?

A8) Hours in excess of the normal duty hours (8 hours per day or 80 hours per two-week-period) would be billable as Overage Hours. Please see paragraph 1.8.2.7.- Overage of the PWS.

Q9) Will the government attach a Service Contract Labor Standards wage determination to this solicitation?

A9) No, this position is exempt from the Service Contract Act, due to the professional capacity.

Q10) Are there currently incumbent staff working now? Is it the intention of the customer to retain them?

A10) See answer to question 5 Q11) who is the incumbent contractor? what is their contract number and period of performance?

Q13) Would you consider accepting quotes via email in an effort for conservation?

A13) No.

Q14) Can you please tell me if this is a new requirement? If not, who is the incumbent, and what is the contract number?

A14) See answer to question 5 Q15) What type of award, LPTA or Best Value

A15) Basis of award is Performance-Price Trade off without technical factors (Best Value). Please see clause 52.212-2 – Evaluation –Commercial Items.

Q16) Is this a new requirement or is there an incumbent? If this is new, is this solicitation a repeat of a similar one earlier this fall that was to start in 1 Oct 2015.

A16) Yes, this is a new requirement. Yes, previous solicitation FA3010-15-R-0026 was cancelled on 11/10/2015 and is now being re-advertised under Solicitation FA3010-16-R-0004.

Q17) If there is an incumbent are there already three existing pharmacists fulfilling these roles?

A17) See answer to question 5.

Q18) The PWS mentions the pharmacists may have to work some nights and weekends. Approximately how many nights and what shift times are associated with those (i.e. work 1800 - 0600)? What is the ratio of weekends (i.e. every other, every third, every 4th, etc.)?

A18) Unknown, scheduling will be based on Government needs and available total staffing. Please see paragraph 1.8.2.7.1 –Overage in the PWS Q19). The PWS mentions a criminal background check and a NACI. Is it the contractor’s responsibility to pay and conduct one or both of these?

A19) Contract employees must have a NACI to work under the contract. The Government, at its expense, will conduct a FBI background check. It would be at the contractor’s expense, if the contractor chooses to conduct a background check to ascertain the likelihood of the candidate obtaining a NACI.

Q20) The Solicitation mentions automobile insurance for the employee. Will the employee's personal automobile insurance suffice or is the company also required to provide a separate policy for automobile liability for its employees that work on base?

A20) The employee's personal automobile insurance will suffice.

Q21) The solicitation appears to include billable hours for all days except Federal Holidays (i.e. 2080 hours per year minus Fed Holidays (80 hrs.) = 2000 hours for a full year. The question is, are these employees allowed to take PTO or Sick leave in additional to the paid Federal Holidays? Will there be a penalty if they need PTO or is there an acceptable amount of leave allowed for these employees and still fulfill the terms of the contract (i.e. the employee works 1920 hrs. per year and took 80 hours of leave in addition to Fed Holidays)? (it is assumed that the company cannot bill for employee absences).

A21) Yes, absences (beyond Federal Holidays and AETC Family Days) are authorized. Please see Performance Work Statement, paragraph 1.8.2.6. Vacation/Absences. The Government allocated 2000 hours to allow for the fact that an employee might not have any other absences.

Q22) If a company has not completed a Federal contract and therefore cannot supply specific data does that disqualify the company from consideration? Are other sources allowed (i.e. Resume, professional references, etc.)?

A22) Clause 52.212-2 - Evaluation of Commercial Items states that the Government will seek relevant performance information obtained from other government and commercial sources. Attachment 2, Past Performance List of References, is provided for interested offerors to submit any relevant past performance contact information.

Q23) Can the MTF provide historical number of hours worked per FTE per year/two week period?”

A23) This is a new requirement. Please see Performance Work Statement, paragraph 1.8.2.2. Work Schedule/Duty Hours.
