Child Health Services

QUESTIONS AND ANSWERS

1. Question: Is this an existing requirement?

Answer: No, this is not an existing requirement. This is a new requirement for Keesler Medical Center; therefore, neither incumbent information nor prior contract information is available.

2. Question: How are these services currently being performed?

Answer: The services for this requirement are not currently being performed at Keesler Medical Center.

3. Question: Is this a personal or non-personal services contract?

Answer: This is a personal services contract. Refer to the sub-header on the performance work statement (PWS).

4. Question: We seek clarification for the following: Page limitations for Technical Volume, Past Performance Volume and Price Volume.

Answer: The child health services requirement is being accomplished using commercial and simplified acquisition procedures under Federal Acquisition Regulations (FAR); therefore, volumes are not required. There are no page limitations specified for proposals.

5. Question: We seek clarification for the following: Proposal volume layout (Margins, Font size, etc.)

for each Volume.

Answer: The child health services requirement is being accomplished using commercial and simplified acquisition procedures under Federal Acquisition Regulations (FAR); therefore, volumes are not required. There is no page layout specified for proposals.

6. Question: We seek clarification for the following: Past Performance Questionnaire and instruction on how to submit, due date, etc.

Answer: In the solicitation, reference clause 52.212-2, Evaluation-Commerical Items, paragraph (c).

7. Question: We seek clarification for the following: How many Past Performances should an offeror submit and if subcontractor/team member past performances are acceptable.

Answer: In the solicitation, reference clause 52.212-2, Evaluation-Commerical Items, paragraph (c).

Concerning your subcontractor, a subcontractor/team member’s past performance information is acceptable.

8. Question: We seek clarification for the following: Evaluation Factors for Technical, Past Performance and Price and how ratings are adjudicated.

Answer: “The following factors shall be used to evaluate offers: (1) Past Performance; and (2) Price.

Answer: The Independent Government Estimate is not releasable (exempt from mandatory public disclosure) in accordance with the Freedom of Information Act. Reference FAR SubPart 24.2.

This requirement does not require a Program Manager; however, the Contracting Officer is Ms.
