BLOOD TESTING SERVICES
QUESTIONS AND ANSWERS
11 August 2014
1. Question: Is the place of performance limited to those areas included in the wage determinations?
Answer: No, the place of performance is not limited to those areas included in the wage determinations. The wage determinations reflect the most likely places of performance based on market research. Contractors may request additional wage determinations be added if they would like to respond to the solicitation. The deadline to request an addition of a wage determination is 12 Aug 14.
The request must be submitted in writing (fax and e-mail OK).
2. Question: Item No. 0001 SUPPLIES and SERVICES, list Single Unit Donor Blood Testing FFP. In the blood banking world the acronym FFP stand for Fresh frozen Plasma which is not tested separately from whole blood units. Therefore, I wonder what FFP stands for in the solicitation?
Answer: The acronym FFP describes the type of contract being solicited; it stands for Firm Fixed-
Price and is included on every line item number of the solicitation.
3. Question: In the PERFORMANCE WORK STATEMENT (PWS), page 3 of 15, Section 1.6.2
AVAILABILTY the hours stated for pick-up, 2000 – 2300 hrs may not be conducive to samples that must be picked up by a courier and transported to airport for commercial flight to a testing facility.
Are these times negotiable? This would also affect page 1 of 15, Section 1.1.2 test results no later than 1300 hrs.
Answer: Pick-up and test result times are not negotiable. Pick-up times are driven by blood drive end time. Test result times are driven by when the blood product needs to be shipped. If results are not received in time then shipments are missed. This could result in units not being usable for Armed Services Blood Program (ASBP) quota.
4. Question: The solicitation for services states: Interested parties may identify their interest and capability by responding to the solicitation by delivering 1 hard copy of a signed proposal with signed amendments (if any) by the posted close date and time. Solicitation and all amendments (if any) shall contain original signature.
Could you please tell me the address the response should be mailed to and to who’s attention? Is it also permissible to send via email a signed proposal to both of you in lieu of hardcopy?
Answer: Please see ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFERORS- COMMERCIAL ITEMS, pages 44-46 of the solicitation document. Send proposals to: 81 st Contracting Squadron, Attn:
Deitre Browne, 310 M St. Bldg 4605, Keesler AFB, MS 39534-2701. A signed proposal sent via email in lieu of a hardcopy is not acceptable.
