Solicitation Number: FA3010-13-R-0007 Attachment 1 – Specifications

Dated: 25 July 2013

Subject: Urinalysis Equipment Lease and Reagents

Specifications:

Urinalysis equipment lease to include reagents, training, equipment maintenance (to include technical support) and other applicable supplies for testing. Estimated usage is 1100 Panels, 540 Microscopics and 0 Body Fluids per month. Required training will be scheduled after start date. No billable/actual patient testing will be performed before 1 Oct 2013. The contractor will be paid monthly on the submission of proper invoices for the services performed or supplies furnished during the preceding month. Invoices shall be submitted on a monthly basis covering the items/services furnished the preceding month.

See Addendum to 52.212-1, Instructions to Offerors, in the clauses section of the solicitation for special instructions to offerors.

Urinalysis analyzers shall meet the following minimum requirements:

1) Analyzers and vendor must supply bidirectional computer interface and have the ability to connect to Composite

Health Care System lab information system by being Platform Information Technology (PIT) approved.

2) Instrument analyzes chemistry assays: Glucose, Protein, Bilirubin, Urobilinogen, pH, Blood, Ketones, Nitrite, and Leukocyte esterase.

3) Instrument analyzes specific gravity, color, and clarity.

4) Instrument must display digital images of red blood cells, white blood cells, white blood cell clumps, epithelial cells, cast, yeast, bacteria, crystals, mucus, sperm and other sediment by way of a selectable touch screen display, thus eliminating the need to do a microscopic.

5) Instrument must be able to distinguish red blood cells from budding yeast without the tech having to do a manual microscopic.

6) Instrument must ensure laboratory has to do a manual review of less than 10% of the time.

7) Instrument must have the capability to store digital images of urine particles for review at a later time.

8) Instrument must identify types of urine particles such as cast, crystals, sperm, yeast and mucus without triggering or flagging to do manual microscopic.

9) Instrument must quantify red blood cells, white blood cells, bacteria, epithelial cells, cast, crystals and other sediment without triggering to do a manual microscopic.

10) Vendor must offer 24hr/day, 7 days/week technical phone support.

11) In the event a repair must be performed, vendor must supply in-person technical support within two weeks.

12) Vendor must train at least 2 personnel during instrument installation and provide training for 1 additional person each option year of the contract.

13) Vendor must provide the personnel to do the validation studies.

14) Instrument must alert the technician if Quality Control (QC) reagents are out of range flagging the instrument report screen and flagging the QC report with a distinguishing marker or highlight.

15) Instrument must alert the technician of abnormal patient values by flagging the instrument report screen and flagging the patient report with a distinguishing marker or highlight.

16) Instrument must be able to perform testing on a single sample, eliminating the need to batch samples.

17) Instrument must use bar codes for the positive identification of patient samples

18) Daily maintenance must take less than 15 minutes to perform.

19) Instrument must have the ability to generate patient and quality control reports for supervisory review.

20) Vendor must supply a back-up urinalysis instrument which can analyze Glucose, Protein, Bilirubin, Urobilinogen, pH, Blood, Ketones, Nitrite, and Leukocyte esterase, specific gravity, color, and clarity.
