All Hanscom AEs – 0001, 0002, & 0003
1. Q: We see multiple solicitations on FBO with identical Statements of Work, are these meant to be multiple new contracts?
A: Yes, there are three new Hanscom A&E contracts to be awarded with different focuses based on the different Evaluation Criteria. These are not duplicates or incumbents.
2. Q: Will you be soliciting for construction management services for Hanscom?
A: No we will not be soliciting Construction Management Services for Hanscom at this time.
3. Q: Can we propose if our NAICS code is different from the one selected in FBO?
A: Absolutely. Your proposal will be evaluated regardless of what NAICS codes you are currently registered under.
4. Q: Regarding the notice for FA2835-14-D-0003, Hanscom A&E Electrical, does the 40-page limit for “text” refer to all sections of the SF 330 Part I? Are SF 330 Part IIs counted against the 40-page limit?
A: Yes, the SF330 counts against the page limit.
0001 – Hanscom Architectural
1. Q: The synopsis for the above referenced solicitation indicates that projects involving the design of fire detection/suppression systems and the design of mass notification systems are anticipated to be part of this contract. Section 3 (Design Criteria) of the attached SOW document indicates that this work should comply with the DOD Unified Facilities Criteria.
Section 1.5 of UFC 3-600-1 (Fire Protection Engineering for Faculties) indicates fire protection systems should be designed by a qualified fire protection engineer.
Should the prime A/E consultant for this solicitation include the qualifications for a registered fire protection engineer in their submittal package?
A: Any staff needed to successfully perform the work should be proposed in accordance with the contract documents. That said a Fire Protection Engineer is not specifically required to be on the Prime Contractor’s staff. However, their presence will be considered during the evaluation and evidence should be provided of successful completion of work that includes fire detection/suppression.
