I. Contracting Activity.

Purchasing Keysight UXG Radio Frequency (RF) Generator and calibration hardware components to meet Guided Weapons Evaluation Facility (GWEF) Electronic Warfare Improvement (GEWI) test requirement for integration of a US Navy (USN) Next-Generation Electronic Warfare Environment Generator (NEWEG) RF simulator. GEWI is a 3-year funded Improvement and Modernization (I&M) program that will establish and integrate an RF simulation capability into the GWEF's core RF Hardware-In-the-Loop (HITL) capability. GEWI is expected to achieve initial RF test capability in 2020, mandating the ability to produce simulated RF threat environments to stimulate test assets through NEWEG RF simulators and hardware.

This equipment purchase is the second purchase in a phased approach to increase signal density for the RF Generation component of the total NEWEG RF simulator that GEWI is procuring. Other pieces are Naval Air Systems Command (NAVAIR)-produced Simulation Scenario Controller (SSC) v1.0, and Syracuse Research Corporation (SRC Inc.)-produced Digital Generator (DGEN/DGEN+). This purchase will be the second of two phases to complete the simulator acquisition.

NEWEG is a government-owned specification, architecture and hardware simulator; NAVAIR is the Lead Systems Integrator (LSI). Aligning with the NEWEG architecture through the integration of NEWEG simulators and components is a requirement from the GWEF RF Simulation Roadmap. This will align the GWEF RF capabilities with the DoD simulation and intel communities, as NEWEG architecture drives the DoD modeling enterprise to automation, joint interoperability and test capability alignment across TRMC.

The RF Generator and calibration hardware/components being purchased in this action will be accepted at the GWEF and integrated with the NEWEG system initially purchased in FY19 under GSA order GS07F280AA FA282319FA408 for

. The previous purchase was solicited on GSA e-Buy as a brand name requirement. Only Keysight returned a quote.

5 days of Keysight Productivity Support will be purchased along with the equipment for installation/demonstration and integration efforts. This support will encompass the follow on GEWI NEWEG integration on-site (GWEF) integration support.

Total dollar amount of purchase is expected to be approximately Funding used will be FY20 3600 Funds under I&M Program Funds 64256F.

Delivery requirement for all equipment is not later than 6 months after receipt of order (MARO). Term for Productivity Support shall extend until 30 Sep 2021 to account for any potential project slips in the overall NEWEG purchase/ integration.

Warranties are included with Keysight components and extend for 3 year post-delivery.

This action will result in a new firm fixed price contract to the manufacturer, Keysight Technologies, Inc. (large business).

III. Description of supplies/services required to meet agency needs.

GEWI RF test and evaluation requires additional Keysight UXG RF stimulation components (6 port, 5 channel capacity), along with additional equipment meet the 6 port x 5 channel configuration, with additional calibration and test/ measurement equipment to achieve an initial test program capability. 5 days Original Equipment Manufacturer (OEM) support are required as well, to fully integrate the capability with the rest of the GEWI NEWEG components and install/ integrate on-site at the GWEF. Total delivery time-frame estimated for the Keysight delivery of Phase II RF Gen is 44

GEWI technical and program leadership have identified Keysight UXG as the core product required for technical performance, compatibility with GWEF hardware and continuing support provided under agreements with the OEM.

The main part of the purchase is the RF Stimulator Rack 2 channel 6 ports per channel 20GHz, P/N Z2098B-268, This piece consists of 12 signal generators and 2 Analog Local Oscillators (LOs) housed in a rack to consolidate cooling and power requirements, and generates RF signals to stimulate test assets. This RF Stimulator Rack has the capability to receive Keysight PDW inputs as well as direct signal commands via 1 and 10 Gb Ethernet. The GWEF is designing these signals and interfaces now under another fully funded test program and requires compatibility between the programs to achieve full operational capability.

The main part of the Calibration hardware is the Z2098B-268-CAL Calibration System 20GHZ, GFE 12-port Diva w-calpods, couplers, ECal SLC, TAP on embedded controller. This equipment analyzes incoming signals from the RF Stimulator to ensure signals generated match the commanded frequency and phase (are calibrated). It is software and hardware compatible with the RF Stimulator rack, can calibrate all RF stimulator channels, and is able to receive upgrades to expedite calibration efficiency.

The rest of the parts list consists of pieces and parts needed to use the RF output of the signal generators, and parts needed to ensure calibration and communication between the stimulator rack and calibration equipment, including software, cabling and mounting kits.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

NEWEG is a US Navy-led Central Test and Evaluation Investment Program (CTEIP) that has developed a modernized, high-fidelity threat simulator to support installed system and laboratory testing of US DoD weapon systems. The GWEF must leverage the Navy's expertise as Lead Systems Integrator (LSI) of the components of NEWEG, to include the RF Generator. Failure to use NEWEG simulators would cause a misalignment of the GWEF/GEWI RF test capability with the rest of the DoD test community under TRMC purview. Specifically, simulating RF environments for test with NEWEG allows the GWEF/GEWI to leverage the NEWEG capability to automatically ingest validated intel and convert them to scenarios and simulations. This will be true for the life of the program (intel description updates and emerging intel) as NEWEG is DoD led and a required architecture for the intel and reprogramming communities. Use of NEWEG enables the GWEF/GEWI to download a wide library of threat models existing across the DoD in NEWEG format, saving countless man-hours both on initial model builds and updates of Area of Responsibility (AOR) emerging threats.

NEWEG is additionally supported by DoD-owned software called NGTS, which houses behavioral intel models of over 50 (and growing) US and threat based systems, allowing the NEWEG user to create reactive, closed-loop scenarios. This increases fidelity and realism of test for the GWEF/GEWI customer without significant re-investment of time and cost.

Finally, stand-alone emulators are being developed now for both US assets and threat models that the GWEF/GEWI requires for test; these are only compatible with NEWEG format. Using NEWEG provides a best value to AFTC by leveraging Navy design and integration efforts already conducted.

The Navy competitively awarded contracts to Northrop Grumman (NG) and Keysight for production of the RF Gen sub-system. These are the only RF hardware systems that meet NEWEG architecture hardware configuration requirements.

However, market research conducted by GWEF technical experts and program managers has concluded that only the Keysight UXG RF Gen sub-system (not the NG RF Gen) has the ability to ingest NEWEG architecture intel files already published for DoD use, can be commanded by direct signal communication through 1 and 10 Gb Ethernet, will be compatible with GWEF hardware inventory and signal libraries and can leverage support agreements from a larger effort within the GWEF. Therefore, the NG RF Gen product available does not meet GWEF technical requirements for expansion and integration of RF Gen capability.

Procuring the NG RF Gen would require significant re-investment of time and funding to achieve hardware functionality and create 2 separate model libraries. Further, investing in 2 separate support agreements, i.e. an additional support agreement between the GWEF and Northrop Grumman would cause a significant sustainment re-investment for the life of the program.

Last, expected delivery time of the NG product is 2+years, which would not meet initial operational capability (IOC) timeline, which is dependent upon hardware receipt NLT 3rd Quarter CY2021.

For these reasons, Keysight is the only vendor that can meet GWEF requirements.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research was performed to see if any other companies could provide a viable solution to meet all of the required needs (equipment and integration services) and included Internet searches, review of market publications, correspondence with industry, and the posting of a Sources Sought Synopsis (SSS) to BETA-SAM. The SSS was published under Notice ID F1T0EB0120A101 Keysight Equipment and Integration Services on 14 May 2020. The Government did not receive any responses in regards to the SSS posting. A notice of contracting action (NOCA) shall be posted on FBO to advertise the intent of the Government to sole source this action.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted through internet searches, attending threat simulation and intel working groups, gathering multiple experience reports across the DoD simulation Subject Matter Expert (SME) community and technical discussions with Navy NAVAIR NEWEG Program personnel.

NEWEG is the only DoD-owned specification and product that has a DoD LSI (NAVAIR). Because of this, NEWEG and its users have a unique position that has driven many positive developments in the intel and threat simulation communities; i.e. a standard intel format that can be ingested and manipulated to create RF simulations. NEWEG scenario/simulation capabilities are further enhanced by integrating behavioral models of US assets and threat radars/ systems; enabling the GWEF/GEWI to achieve requirements of closed-loop, reactive scenario modeling. NEWEG simulators will be supported by NAVAIR for the future, and developments that drive improvements in the NEWEG community will originate from within the user and intel DoD communities. This is in contrast to other RF simulators, such as Northrop Grumman's Combat Electromagnetic Environment Simulator (CEESIM) or Textron's Advanced Architecture Phase Amplitude and Time Simulator (A2PATS) simulator. While they have made efforts to adopt NEWEG architecture, they do not have the full capability to ingest NEWEG-formatted intel. The NG CEESIM does not have the software ability to ingest NEWEG intel format at this date. The Textron A2PATS solution can only import intel models, not scenarios, and cannot do so without additional hardware. Additionally, neither of these simulators have the ability to direct command a signal output, and require use of proprietary software to program scenario simulations.

Currently there is no product other than a NEWEG simulator that is fully compatible with the intel, models and scenario simulations available for use on the DoD-led NEWEG. Therefore, use of a non-NEWEG simulator would limit the GWEF's ability to leverage developments, intel data and available test assets (models/scenarios) existing across the DoD. In addition, there is a large risk that vendors outside of the NAVAIR NEWEG will not undertake all the developments, capability upgrades and direction of the NEWEG program in the future because it may be unprofitable or unfeasible to change simulators in or post-production.

The NEWEG simulator consists of the NAVAIR-produced SSC 1.0, the Syracuse Research Corporation (SRC) DGEN/DGEN + subsystem (only vendor) and the RFGEN subsystem. Research revealed that both the Northrup Grumman RFGEN subsystem and the Keysight UXG RF solution are NEWEG compatible and supported by the USN NAVAIR NEWEG Integration Laboratory. However, only the Keysight UXG RF solution is capable of receiving directly commanded signals (through either 1 or 10 Gb Ethernet), and is compatible with current GWEF inventory of Keysight UXGs in both hardware and signal model libraries required to run simulations/scenarios. Compatibility is required because significant investment has been made at the GWEF to design a HITL capability using Keysight UXG components using directly-commanded signals. Furthermore, integration of more RF Gen hardware with current investments would cause significant development causing large duplication of costs.

In February 2019, GWEF technical and program management personnel conducted a site visit to SRC to learn functionality and receive a demonstration of the DGEN/DGEN+ transmitting threat scenarios to Keysight UXG hardware (RFGEN). This meeting/demonstration proved that SSC paired with the SRC DGEN/DGEN+ and Keysight UXG RF hardware configuration would meet the GWEF's RF stimulation needs while satisfying technical requirements for NEWEG capability and compatibility with GWEF inventory of existing Keysight UXGs and support agreements.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

In FY19 the GWEF purchased phase I of the RF generation piece of the GEWI simulator and selected Keysight as the vendor. Any future RF phases must also be compatible with phase I and this limits purchases to the Keysight signal generators. To diverge from Keysight at this point would render previous phases inoperable.

This office will continue to monitor industry through perusal of trade journals, technical symposiums and contact with industry representatives. Any future requirements will be researched and if a product meeting the requirements is identified then a competitive acquisition for the requirement will be considered.
