Section B: Description of the Supplies/Services Required

The 16th Electronic Warfare Squadron (EWS) Advanced Programs(AP) test laboratory has a brand name vital requirement for the following product to satisfy the mission.

KEYSIGHT Technologies N5232B 300 kHz to 20 GHz PNA-L network analyzer:

Return to Keysight Warranty - 1 year.

(1 each) Keysight N5232B-416 4-port, configurable test set, source attenuators.

(1 each) Keysight S93080B Frequency-offset measurements Node-locked perpetual license; KeysightCare software support subscription, node-locked -12 Months.

(1 each) N5232B-1CP Rack mount kit for installation with handles.

(1 each) N5232AU-690 Upgrade N5232A to N5232B.

(1 each) R1286A-HU Keysight hardware upgrade installation services.

The buying agency's minimum requirements include: The Keysight N5232B PNA-L network analyzer designed for S-parameter and simple nonlinear testing of passive components, amplifiers, and frequency converters used on the Combat Electromagnetic Environment Simulator(CEESIM). The Combat Electromagnetic Environment SIMulator (CEESIM) provides RF simulation of multiple, simultaneous emitters and static/dynamic platform attributes required to faithfully simulate true-to-war conditions. Simulations of this quality offer the most cost-effective means of testing and validating effectiveness of sophisticated electronic warfare equipment.

The buying agency's minimum requirements:

The Keysight N9040B MXA is a high-performance signal analyzer with a possible frequency range from 10 Hz to 26.5GHz (50GHz if fully upgraded). The B-52 lab already contains one of this type of analyzer, making this the optimal piece of equipment for purchase (proves compatibility and is upgradeable). It is used on the Combat Electromagnetic Environment Simulator (CEESIM) and will also be used for B-52 ALQ-155 and ALQ-172 validation and verification of electronic countermeasures prior to mission data release. This analyzer is used inside of the lab and frequently in our mobile test facility. Simulations of this quality offer the most cost-effective means of testing and validating effectiveness of sophisticated electronic warfare equipment. One analyzer is not enough to accomplish the mission (breaking and constant movement are risks).

Section C: Justification for Soliciting from a Single Source or Brand Name

Laboratory testing of the defensive systems during Area of Responsibility (AOR) mission data file development enables the process to test, analyze, correct/improve and re-test in a long term organic environment. The cost saving to the Air Force in organic laboratory testing is significant when compared and contrasted against a traveling to contractor facilities to build a mission data file and test at 16 EWS, Eglin AFB AP laboratory.

A key element in the MDF development is a comprehensive understanding of what's tested. The CEESIM provides a dynamic setting in the threat simulation domain, a complete analysis of RF threat signature characteristics is crucial prior to applying these same signatures to the defensive system receivers/transmitters. The majority of the threat signatures are derived from complex multi-mode radar systems operating within an integrated air defense system (IADS). These threat radar systems are intricate in their utilization of frequency, magnitude and phase modulations in the time and/or frequency domain. Thus, verification of the simulation is as important as defensive system testing itself.

Through every available means, 16 EWS will continue to monitor market information and technical publications to determine whether any other source can meet our needs. In addition, minimum requirements for any future requirements as described herein

March 2018 Page 3 of 3 will be shared with industry to encourage other manufacturers to begin producing similar compatible products.

Section D: Efforts to Obtain Competition

The 16th EWS understand the importance of competition and the value to the government and the growth of the industry.

Although we require a specific piece of equipment our market research indicates that numerous companies are found on the open market and offer this brand name equipment. This provides a competitive environment that will provide the best value to the government while assisting the growth of potential companies

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The 16th EWS will continue to survey the market to see if new products come on the market that will meet our needs while maintaining the integrity of the ongoing EW test mission.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
