I. Contracting Activity.
The Contracting Activity is the Operational Contracting Division, AFTC/PZIOAB Eglin AFB, FL 32542-6862.
II. Nature and/or description of the action being processed.
The proposed contract action is for Jeppesen Mildispatch Services for the 486 Flight Test Squadron (Fl TS). This action will result in a new firm-fixed priced contract with Jeppesen Sanderson, Inc.. The period of performance is a one (1) year base period and four (4) option year periods.
Ill. Description of supplies/services required to meet agency needs.
This is a requirement to purchase Military Flight Dispatch Services. This service works in conjunction with previously procured Jeppesen Milplanner and Jeppesen Flight Deck Pro software. Under the Jeppesen Mildispatch Contract, Jeppesen will provide the 486 Fl TS with an independent planning/coordinating website, secure with 256-bit encryption, to conduct in-depth planning, upload flight packages, build missions, and pass additional information.
Jeppesen Dispatchers will be available for flight planning and dispatching 24/7 /365 within 30 days of request.
The 486 Fl TS Current Operations Planners will provide Jeppesen with a mission request, to include transition airfields, times and date of the mission, fuel requests, cargo upload information, and any additional mission information.
Jeppesen will take this information and compile the required clearances, research, and paperwork required for the aircrews to operate. Jeppesen will also electronically file the mission and flight plans, follow each mission leg to provide weather updates, temporary flight restrictions, answer aircrew requests, etc. Specifically, Jeppesen will provide the following: customer specific website, fuel-efficient computed flight plans (CFPs) and 1801 s for each mission leg, send the flight plan via aircraft communications addressing and reporting systems (ACARS), draft flight plans, filing strips, aerial refueling Tracks/Plans, in-work and completed aircraft and personnel automated clearance system (APACS) messages, prior permissions required (PPRs), Departure, Destination and Alternate Weather, Notice to Airmen (NOTAMs), Airfield Suitability and Restrictions Report (ASRR), GIANT reports, Fixed Base Operator (FBO) coordination, Diplomatic Clearances (DIPs), Terminal Instrument Procedures (TERPS) Reviews, Instrument Flight Rules (IFR) Supplements, Area Planning (AP) Series Publications, Airfield Directories (A/FDs), Slot Times, itineraries, aircrew fuel, transportation and lodging coordination, and any other required dispatching documents not encapsulated above.
Jeppesen will conduct all work from their offices in Denver, CO.
The options included represent anticipated future requirements beyond the basic contract period. As detailed below in Sections V, VI, and VII, Jeppesen is the only company with a commercially available solution that contains the required military capabilities, and the only company that is compatible with the existing software.

IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
Jeppesen is the only company that offers 24/7 /365 secure dispatch service for commercial-off-the-shelf purchase, that provides a dedicated dispatch team of 8 personnel per mission, aerial refueling flight planning, Flight Deck Pro and Jeppesen Mil planner software subscriptions, active flight following and dispatching, and mission planning interface development. Jeppesen is the only company that provides a comprehensive, worldwide, obstacle based takeoff analysis product that is approved for use by the Air Force Flight Standards Agency (AF FSA); no other company is capable of providing the software and support for this requirement. Developing a dispatch package that is compatible with the Jeppesen Mildispatch and FDPro software previously procured by Eglin AFB, testing the dispatch work, and validating the new system would take 12 additional months of effort plus a duplication of costs that have already been expended. It is not in the Government's best interest to develop, design and validate a new system given the lack of AFFSA-approved vendors in the marketplace and the time-critical nature of this requirement.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research was conducted by the 486 Fl TS, AFTC/PZIE, and AFTC/PZIOAB, to include a Sources Sought Synopsis
(555) posted to FedBizOpps.gov (FBO), research of other flight planning tools (Airlnc, Foreflight, Honeywell, Jetplan, FlightAware, and NavTech). 555 FA282319Q0016 for Flight Dispatch Services was posted to FBO on 3/5/2019, along with the draft PWS. The posting sought contractors to provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to remotely perform dispatch services IAW the PWS and 555. Only Jeppesen provided a response to the 555. Market Research also included contact with Joint Base Andrews due to their having a similar requirement. Joint Base Andrews, has been unable to identify viable alternative commercial service providers for past and current military dispatch service requirements.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Price will be determined fair and reasonable IAW FAR 13.106-3(a)(2). Price will be compared to pricing determined fair and reasonable on previous Department of Defense (DoD) contracts for this commercial service, as well as similar commercial applications in the market place.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
As detailed in Section VI, extensive market research was conducted. No responses were received from the Sources Sought Synopsis. The results indicate that Jeppesen is the only company with a commercially available solution that contains the required military capabilities. The majority of companies only offer a software flight planning tool geared towards pilots planning their own missions. These systems cater to the private pilot looking to plan their own trips; the Government's requirements are more complex than that. Market Research revealed that no other company provides the personnel required for 24/7 /365 planning and dispatch support while coordinating aerial refueling requirements, leased aircraft dispatching, and has the required AFFSA certifications.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
Dispatch work is currently being conducted by two full-time GS employees at the unit who were hired to be current operations, plans and exercise planners. These civilians have been performing flight dispatch services as an additional duty, as it is not part of their position descriptions. With the addition of a second aircraft in late 2018 and increased operations tempo, as well as an occasionally leased aircraft, the unit is not properly manned to provide full-time

Sole Source (Including Brand Name) Justification - Simplified Procedures for Certain Commercial Items dispatch support, to keep up with emerging international flight changes and restrictions and conduct normal operational duties, as well as mission plan for such a dynamic mission. To fully dispatch two aircraft on global mission sets requires at least a 6 person, full-time, dispatch team working 3 shifts a day. The current operational demands placed on the Unit is no longer tenable with current manning while trying to meet all other mission needs. Once this contract is in place, the civilians will remain in the location performing their primary duties as described in their position descriptions, not additional duties of flight dispatch services. This contracted work is not considered inherently governmental.

486 Fl TS will continue to review the commercial marketplace and vendors' capabilities, before making subsequent acquisitions for the services required, by conducting thorough market research.
