Section B: Description of the Supplies/Services Required

The 68th Electronic Warfare Squadron (EWS) has a brand name requirement for the following products to satisfy the mission.

The total estimated dollar value is

(1) FSW43 Signal-and Spectrum Analyzer 2 Hz to 43 Ghz, -153 dBm to 30 dBm Resolution bandwidth 1 Hz to 10 MHz Touch Screen

(1) DCV-2 Documentation of calibration values

(1) FSW-B18 Solid state drive, 128 GB, with analyzer firmware, for instruments with IPC11 CPU board and Windows 10 (hardware option)

(1) ZZA-KN5 19" adapter BW2010, cabinet 5HU 1/1

(1) FSW-K6 Pulse measurement application (software license)

(1) FSW-K60 Transient measurement application (software license)

(1) FSW-K60C Transient measurements, extension chirp analysis, R&S FSW-K60 required (software license)

(1) FSW-K60H Transient measurements, extension hopping analysis, R&S FSW-K60 required (software license)

(1) FSW-K70 Vector signal analysis application, for modulation analysis on digital modulated single carrier signals (software license)

Update 18 July 2019:

Due to an administrative oversight, a key component of this requirement was inadvertently omitted on the purchase request (F1T0AW9107A001). An additional purchase request (F1T0AW9197A001) was submitted to ensure the items would be included in the solicitation. All original information below remains correct and in effect for the additional products required.

Below are the required items added to this purchase:

(1) FSW26 Signal and Spectrum Analyzer 2 Hz to 26.5 GHz, -153 dBm to 30 dBm, resolution bandwith 1 Hz to 10 MHz touchscreen

(1) FSW-K6 Pulse measurement application (software license)

(1) FSW-K60 Transient measurement application (software license)

(1) FSW-K60C Transient measurements, extension chirp analysis, R&S FSW-K60 required (software license)

(1) FSW-K60H Transient measurements, extension hopping analysis, R&S FSW-K60 required (software license)

Section C: Justification for Soliciting from a Single Source or Brand Name

The use of brand name description is essential to the Governments' requirement, thereby precluding consideration of a product manufactured by another company. This hardware/materials/licenses to be purchased are Rohde & Schwarz specific. These items are required to accomplish the enhancement of capabilities of the existing 68 EWS mission to provide routine and emergency reprogramming to our FMS customer/warfighter. If a product other than Rohde & Schwarz equipment is purchased, interoperability cannot be guaranteed with existing solutions and equipment. This particular equipment requested for purchase is compatible with all existing equipment both at our reprogramming center at Eglin and at the customer's OCONUS location, and will ensure there is no loss of mission capability due to equipment interoperability. Like products reduce learning curve and overall training requirements which can impact the mission. In addition, purchasing other products would add significant cost for the Government.

Due to the need for specific compatibility, the Rohde & Schwarz brand name hardware is required for the 68 EWS. The Rohde & Schwarz equipment, integration and compatibility has been extensively tested and is a mandatory requirement to support the required performance and efforts of the 68 EWS.

Section D: Efforts to Obtain Competition

Market research and inquiries to other manufacturers were performed. In order to determine the technically acceptable products to satisfy the requirements, 68EWS evaluated the following manufacturers: Rohde & Schwarz, Keysight, and Tektronix.

Non-Rohde & Schwarz hardware/software is incompatible and unsupportable with the existing infrastructure/equipment in the 68EWS, on Eglin AFB. Market research will continue to be thoroughly and systematically conducted on any future requirements.

A sources sought was posted to FBO from 11 June 2019 to 18 June 2019 to survey available vendors capable of meeting the requirement. There were two (2) responses to the posting. The first was from which offers refurbished units. This is a brand new requirement with warranty and software components, therefore refurbished units will not meet the needs of the Government. The second response was from Rohde & Schwarz USA, Inc. who provided documentation that states Rohde & Schwarz USA, Inc is the only authorized repair and calibration ("service") facility in North America for Rohde & Schwarz products and are the sole provider authorized by the Original Equipment Manufacturer (OEM), Rohde & Schwarz GmbH & Co. KG for service work. The use of other providers may void the manufacturer's warranty, if applicable, and/or possibly damage the equipment. Rohde & Shwarz USA, Inc. also stated they are fully capable of meeting the requirements provided in the sources sought. These two (2) vendors were the only responses from the sources sought. This requirement is for new equipment with software licenses, along with licenses to support currently installed equipment. Warranties are also being requested. While other vendors may be able to provide the brand name equipment and licenses, Rohde & Schwarz USA, Inc is the only capable vendor to respond on FBO. Therefore, it is in the Government's best interest to solicit directly to Rohde & Schwarz, USA, Inc as sole source acquisition.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Our organization will continue to survey the market to see if new products come on the market that will meet our needs while maintaining the integrity of ongoing test mission.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
