Statement of Work Aircraft Sunshade Maintenance/Repairs (29 each) on DoN Parking Apron

22 May 2019

PART 1 GENERAL

1.1. GENERAL DESCRIPTION:

The project is located at Eglin AFB, 33rd Fighter Wing Area, DoN Aircraft parking apron near building 1412. The Contractor shall be required to furnish all materials, equipment, plant, labor and personnel necessary to design, manage, and accomplish the work described in this document.

The contractor shall perform all investigative and design services necessary to complete this project by all appropriate codes. Design responsibility must be in accordance with (IAW) the manufacturer’s instruction.

Government reviews, coordination, testing, comments, and observation at any stage of contract performance shall not be construed as actual or constructive notice to the government of design and/or workmanship defects. The Contracting Officer is the only person who can obligate the government, direct the contractor or make changes to a contract. Electrical contractor shall field verify all existing conditions prior to beginning any work and shall immediately notify the government inspector of any discrepancies, Failure to do so indicates the contractor accepts the conditions as they exist and shall perform the work shown an specified.

PART 2 SCOPE OF WORK

2.1. SCOPE OF WORK

Provide materials, labor, and equipment to repair 29 Aircraft Sunshades manufactured by Big Top Shelters (29 each 70’ x 70’ x 30.5’ shelters located on the DoN parking apron) as follows:

2.1.1. MAINTENANCE AND REPAIR

1. Apply a zinc-rich coating to all metal sections of the sunshade frame IAW coating manufacturer instructions. Clean and prep corroded areas IAW coating manufacturer instructions prior to application of coating.

2. Properly tension 4 each ¼” x 108’ roof cables with 4 each cable clamps per shelter IAW manufacturer’s instructions.

3. Properly tension 8 each ¼” x 44’ roof cables with 4 each cable clamps per shelter IAW manufacturer’s instructions.

4. Properly tension 2 each ¼” x 112’ cover cables per shelter IAW manufacturer’s instructions.

5. Tension all nuts/bolts at truss connections, x-braces, etc. for each shelter IAW manufacturer’s instructions.

6. Adjust all threaded rod tensioning and tension straps for each shelter IAW manufacturer’s instructions.

7. Repair minor cuts and pin-holes in the shelter fabric for each shelter IAW manufacturer’s instructions.

8. Torque anchor bolts for each shelter IAW manufacturer’s instructions.

9. Perform inspection of each shelter and provide proposed price list of replacement parts above and beyond those called for in the scope of this solicitation.

2.1.2. REMOVE & RE-POSITION AIRCRAFT BLAST DEFLECTORS

1. Remove and reposition the exhaust blast deflectors in each sunshade. Replace the existing tension tubes, all threads, and all associated nuts, washers, and bolts. See attached drawing that shows new blast deflector locations. Coordinate with the users on the parking plan (aircraft orientation) for each sunshade prior to starting this work.

2.1.3. SUNSHADE LIGHTNING PROTECTION SYSTEMS

1. Provide design, materials, and labor that results in a certified lightning protection system (LPS) on each existing sunshade (29 total). The existing sunshade LP systems may not meet current guidance/references listed in paragraph 1.4 below and may require supplemental air terminals and associated components to bring into compliance as individual structures.

2. The lighting protection systems must be inspected by an independent contractor and UL certified meeting current requirements for UL 96A, Installation Requirements for Lightning Protection System.

3. The Independent Contractor shall issue an inspection certificate for each installed lightning protection system (one per sunshade). These certificates shall be turned over to the 33rd FW Facility Representative, Marc Richard.

4. The contractor shall test the grounding electrode resistance to ground for each sunshade. This value must be 25 ohms or less. If the value is above 25 ohms, the contractor shall install an additional grounding electrode, electrically tie it to the existing grounding electrode and re-test the resistance. A record of the test and resistance reading for each sunshade will be provided as a contract deliverable to the 33 FW facility rep, Marc Richard.

5. The contractor shall inspect all components of the LPS on each of the 29 sunshades. Any component that is defective or not approved for use in a certified LPS shall be replaced with the appropriate component certified to meet the UL96A and the other reference requirements listed below in paragraph 1.4. The contractor shall tighten and/or adjust any component of the LPS that is loose or not properly installed and would result in not certifying the LPS IAW UL 96A and the other references listed below in paragraph 1.4.

PART 4 PERIOD OF PERFORMANCE

4.1. PERIOD OF PERFORMANCE:

Maintenance is expected to take 60 days after receipt of award (ARO) to include: submittals, order materials, pre-con/pre-survey, mobilization, demolition, prep install, clean-up and final acceptance.
