STATEMENT OF WORK
FOR
POOL FILTRATION SYSTEM SERVICE
1. Description of Services
1.1 General Description of Work. The contractor shall provide all management, tools, supplies, equipment, and qualified personnel necessary to perform removal and installation services of one (1) pool filtration system located on Eglin AFB, FL. The contractor shall remove all existing plumbing, and install and test a new original manufactured filtration in accordance with (IAW) the specifications listed in this statement of work.
1.1.1 Removal of Current Plumbing. The Government will remove the current filtration tanks only. The contractor shall remove all remaining hardware including but not limited to plumbing that was associated with the current filtration system.
1.1.2 Installation of New Filtration System. The contractor shall provide and install 1 (one) new brand name or equal EPD-S308 filter system at the Eglin AFB main pool. The new filtration system shell meet the following minimum salient characteristics:
· The system shall be name brand or equal to an Environmental Products Division filter system with model number EPD-308.S
· The tanks shall be made of fiberglass with reinforced plastic due to the environmental conditions they will be stored in.
· The system shall have 3 (three) tanks. *NO EXCEPTIONS
· The filter area shall be a minimum of 49.5 square feet.
· The filter shall have a flow rate not less than 740 GPM (Gallons Per Minute) and shall not exceed 1,000 GPM.
· The tanks shall be horizontal tanks. *NO EXCEPTIONS
· The Filter system shall be pre-plumbed and include 3 (three) backwashing valves, and a differential pressure controller.
· The tanks shall have a clear manway on the front of the tank to allow for easy visibility into the tanks to inspect the filter media and ensure optimum water quality in the pool.
· The contractor shall install the system and ensure the manways face the north wall to all for easy viewing and media replacement.
· The system shall utilize #20 silica sand.
· The contractor shall supply all plumbing for the pool pump discharge, all backwash plumbing, and all solar plumbing using approved cleaner and grey glue.
· The contractor shall meet all National Swimming Pool Foundation (NSPF) and Uniform Plumbing Code (UPC) requirements related to removal and installation.
· The contractor shall run power wire from the differential pressure controller to the supplied source in the pump house.
· The contractor shall conduct a factory startup and ensure proper pool and backwash flow is evident.
· The contractor shall provide operator training at the conclusion of the installation.
· The contractor shall provide all warranty information from the manufacturer.
1.2 Inspection of Services. Government representative of the 796 CES shall inspect the quality of work being performed throughout the Period of Performance (PoP). The goal of the inspection process is to ensure remove and installation is being performed as defined in this Statement of Work. The Government representative will not direct the contractor or contractor employees directly, but will report all findings directly to the contracting officer for immediate action.
1.3 Place of Performance. The contractor shall perform the requested services IAW this Statement of Work at Eglin Air Force Base, Florida.

1.5 Government Furnished Services. The government will provide emergency medical services, security, police, and fire protection, and utility services under this contract.
1.5.1 Emergency Medical Services. Eglin AFB will provide emergency medical services for Contractor personnel in performance of services under this contract base IAW Air Force Instruction (AFI) 41-115 Chapter 1. The Contractor shall reimburse the Government for treatment provided at the current reimbursement rate for non-authorized user IAW AFH 41-114, paragraph 42. The Contractor shall provide to the 96th Medical Group, the name of a physician and/or hospital to which injured personnel can be transferred for further treatment and care after receiving initial emergency treatment on base. All mishaps will be promptly reported to the base safety office through the Government Representative.
1.5.2 Security Police and Fire Protection. Phone number for Security Forces Squadron, (850)882-2000;
Fire Protection, 911.
1.5.3 Utilities. The government will provide electricity, water and sewage at no additional cost to the contractor when accessible. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish requirements under this SOW.
1.6. General Information. The Contractor shall perform the services required under this contract during the following hours: 0600 CST – 1530 CST Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor will not be reimbursed when the Government facility is closed for the above reasons.
1.6.1. The following are recognized Federal Holidays (no work will be performed).
New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day *If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on Sunday, it will be observed on the following Monday.
1.6.2. The Contractor shall provide a contract manager who is knowledgeable of pool filtration system removal and installation services and shall be onsite continuously. The contract manager or alternate(s) shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The contract manager shall be available to meet on the installation with Government personnel designated by the CO to discuss problem areas. The contract manager shall be able to read, write, and speak English. The contract manager shall be able to effectively communicate with Contractor employees.
1.6.3. The Contractor shall utilize employees possessing adequate training, skills, and knowledge to perform the requirements of this contract. The Government reserves the right to restrict any Contractor employee who is identified as a potential threat to health, safety, security, general well-being, or the operational mission of the installation and its population. The consumption of alcoholic beverages or illegal drugs by Contractor personnel, while on duty, is strictly forbidden. The Contractor shall immediately remove any employee who is under the influence of alcohol or drugs. Each Contractor employee driving a privately owned vehicle on the installation must carry minimum liability insurance as required by the State. Contractor employees shall adhere to all posted speed limits and shall not use handheld cellular telephones while driving on the installation for phone calls or texting. Use of seatbelts is mandatory. Any Contractor employee cited for driving under the influence will have their driving privileges immediately revoked.
1.6.4. Audit. This contract may be subject to audit by any and all cognizant government agencies. The contractor shall make available all records, which it maintains with respect to these contract, to such agencies.
1.6.5. Freedom of Information Act (FOIA). All official government records affected by this contract are subject to the provisions of the FOIA (5 U.S.C. 552/DoD 5400.7-R/AF Supplement). Any request received by the contractor for access/release of information from these records to the public (including government/contractor employees acting as private citizens), whether oral or in writing, shall be immediately brought to the attention of the CO for forwarding to the Base FOIA Manager to ensure proper processing and compliance with the Act.
1.6.6. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
1.6.7. Notification of Debarment/Suspension Status. The contractor shall provide immediate notice to the CO in the event of being suspended, debarred or declared ineligible by any other federal department or agency, or upon receipt of a notice of proposed debarment from another DoD Agency, during the performance of this contract.
1.6.8. Correspondence. The government singularly identifies each project with a contract number at time of award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The government issued contract number is to be referenced on all official communication starting upon notice of award.
1.6.9. Post Award Conference. The contractor agrees to attend any post award conference convened by the CO IAW FAR Part 42.5. These meetings shall be at no additional cost to the government.
1.6.10. Fire Prevention. The contractor shall take all necessary precautions to prevent fires in the units and contractor-furnished and government-furnished facilities while performing any work under this contract. In the event fires do occur, the contractor shall immediately notify the Base Fire Department at
911. The contractor shall then notify the requiring activity and the CO. The contractor shall brief and document its employees monthly in fire safety issues and procedures in reporting fires.
1.6.11. Inclement Weather. If the base closes due to inclement weather, the contractor will be released, by the installation commander, with the general population of the base at no decrement to contract price.
The contractor will follow the local procedures for reporting in inclement weather as advertised on local television and radio stations.
1.7. SAFETY. It is the contractor's responsibility to ensure its employees and managers have a comprehensive understanding of and full compliance with OSHA requirements. Detailed information is available on the OSHA website at http://www.osha.gov. It is the contractor's sole responsibility for compliance with OSHA, Public Law 91-596. The contractor shall comply with all federal, state and local laws including Air Force Instructions for the protection of their employees while working on an Eglin Air Force Base. The protection of contractor employees is exclusively the obligation of the contractor. Contractor shall manage all work areas to ensure the safety of base personnel, or visitors in or near the areas. Contractor must ensure that personnel are properly trained on the equipment they are tasked to operate. The contractor shall develop site specific mishap reporting procedures which result in damage to government property or injury to Air Force personnel.
1.7.1. The Contractor shall furnish personal safety equipment for its employees in performance of this contract.
1.8. SECURITY REQUIREMENTS. The Contractor shall obtain base identification and vehicle passes, if required, for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or Contractor-furnished, Contractor identification badges while visiting or performing work on the installation.
1.8.1. The Contractor shall submit a written request on company letterhead to the Contracting Officer listing the following: contract number, location of work site, start and stop dates, and names of employees and sub-contractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The Contracting Officer will endorse the request and forward it to the issuing base pass and registration office or security forces for processing. The base pass requests shall be submitted to the contracting officer 5 days before access will be required. When reporting to the registration office, the authorized Contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate, to obtain a vehicle pass.
1.8.2. During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return to the Contracting Officer credentials and vehicle passes for any employee who no longer requires access to the work site.
1.8.3. The contractor shall comply with all base security regulations and with actions dictated by force protection condition changes/measures. For real-world situations/exercises, changes to force protection conditions could impact contractor performance of work and can include denial of access to the installation to perform work.
1.8.4. Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within contractor-owned or privately owned vehicle while on Air Force installations.
1.8.5. The contractor shall report suspicious activity (refer to Eglin AFB Contractor Antiterrorism Awareness pamphlet) to Security Forces at 850-882-2000 in a timely manner.
