I. Contracting Activity.

II. Nature and/or description of the action being processed.

Procurement of missile (Nano-Puck) transmitters manufactured by Quasonix, Inc. This Nano-Puck transmitter was developed in 2009 for use with an existing missile telemetry pack design. This action will result in a firm-fixed price commercial purchase order.

III. Description of supplies/services required to meet agency needs.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Only one manufacturer, Quasonix, is capable of providing the supplies required at the level of quality required because the equipment is unique and highly specialized. This Nano-Puck missile transmitter from Quasonix Inc is required since it is the only transmitter that will meet the form, fit, function, and performance requirements of existing Man-Portable Airborne Defense System (MANPADS) missile unencrypted telemetry packs.

The 96 Range Support Squadron, Electronics Design and Development Flight (96RANSS/RNRE), supports the of Man-Portable Air Defense Systems (MANPADS) type shoulder fired missiles. The 96RANSS/ RNRE developed a small missile unencrypted data telemetry pack in 2009 for MANPADS counter measure live fire testing.

It would not be in the best interest of the Government to award this contract to another manufacturer. To develop, test qualify, and get approval of an alternate transmitter at this point is time (1+ years) and cost prohibitive The time it would take to test and approve an alternate would result in work stoppage of mission critical missile counter measures systems and needlessly put the war-fighter in harm's way.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The commercial market was researched for an existing item that meets form, fit, function, and performance requirements of the Quasonix equipment. None were found. Due to the non-standard nature of the form, fit, and function of the currently fielded, currently available transmitters, any alternate transmitter would have to go through a design and development phase which would cost significant time and money, causing work stoppage.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Price will be determined fair and reasonable in accordance with FAR 13.106-3(a)(2).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted. Quasonix is the only equipment immediately available that meets mission requirements in form, fit, function, and performance requirements. Market research is continuously conducted via periodic searches and symposium/conference attendance such as the International Telemetry Conference (ITC) held annually. One local small business was identified with the possible potential for the development of the capability in the future; however, it cannot provide the required equipment now that meets the form, fit, function, and performance requirements of the Quasonix equipment.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Other manufacturers to develop an alternate transmitter to the Quasonix Nano-Puck are being considered for the near future, but an alternate would take additional time, money, and testing. However, the is moving away from unencrypted data links. This may be one of the last purchases of the legacy Nano-Puck for unencrypted use.
