Procurement of 25 specially developed missile (E-Puck) transmitters manufactured by Quasonix, Inc. Part #: QSX-VSH1-1100-01-

NE-01EP-VP-GN.

Section C: Justification for Soliciting from a Single Source or Brand Name

Only Quasonix is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The requested equipment is the only equipment 100% compatible with the existing baseline equipment.

The 96 Range Support Squadron, Electronics Design and Development Flight (96RANSS/RNRE), supports the Tri- Service community in the testing of Man-Portable Air Defense Systems (MANPADS) type shoulder fired missiles. The 96RANSS/RNRE developed a small missile data telemetry pack using the recently developed (and NSA approved) Miniature Airborne Encryption Unit (MAEU) for safe guarding MANPADS counter measure performance during live fire testing. The MAEU (developed under IDIQ contract FA9302-12-D-0004-0056, Edwards AFB) has only been tested and approved, to date, to be used with one data transmitter, the E-Puck from Quasonix.

The E-Puck transmitter from Quasonix requested for purchase is the only approved transmitter for use with the MAEU.

It would not be in the best interest of the government to award this contract to another manufacturer. To develop, test, and get approval of an alternate transmitter at this point is time (2+ years) and cost prohibitive. The time it would take to test and approve an alternate would result in work stoppage of mission critical missile counter measures systems and needlessly put the war-fighter in harm's way.

Section D: Efforts to Obtain Competition

Market research was conducted. Other manufacturers to develop an alternate transmitter to the Quasonix E-Puck are being considered for the future, but an alternate would take additional time, money, testing, and NSA approval, and is unfeasible at this time. Previous award FA282318P0083 was competed as a brand name requirement, but only one (1) quote, from Quasonix, was received.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

These E-Puck transmitters were developed for use with a recently NSA approved Type-1 Miniature Airborne Encryption Unit (MAEU). The E-Puck is the only transmitter currently approved by the NSA to use with the MAEU encryptor. The requiring activity will continue to evaluate other equipment to determine if future efficiencies/economies can be gained. At that time, a competitive acquisition will be pursued.
