Section C: Justification for Soliciting from a Single Source
The UH-1N Helicopter test platform contains a newly designed Health and Usage Monitoring system (HUMS) that incorporates a GPS receiver which tracks aircraft position and time. In order to test this unit for aircraft navigation and position accuracy, an independent "truth source" is required that can deliver position and attitude which exceeds the unit in test. The NovAtel SPAN CPT7 meets this requirement, with an integrated, single enclosure solution unit. The SPAN CPT7 is a compact self contained unit that provides a dual antenna 3D position, velocity and attitude. A continuous, stable positioning 555 satellite channel solution incorporated with gyros and accelerometers coupled with the ability to have dual antenna inputs for self heading alignment that does not require velocity to initialize is required. Additionally, stringent footprint requirements are in place due to instrumentation space limitations thus mandating overall dimensions to no greater than 90 X 60 X 60mm. Also, compliance of MIL-STD -810G (Ch1) Method 512.6, 510.6, 514.7,513.7 and 516.7 and power consumption of less than 7 watts with input voltage ranging from +9 - +32 VDC. Previous versions of the SPAN CBT system have been approved and used on other aircraft test programs which makes the SPAN CBT extremely compatible with the HIEM data recording system, which cannot be changed. Our aircraft test instrumentation and data analysis team engineers are familiar with the SPAN CBT product operation data format. The test team have developed software tools and scripts which have been constructed, tested and are available that support our test mission. The SPAN CBT7 solution has already been incorporated into the current airworthiness instrumentation package which must be in-place before installation on aircraft. A change in solution will require a change to the instrumentation design and require a re-submittal for approval, pushing approval date at least six months after submittal, which will adversely impact the mission test schedule. For this test all six aircraft, owned by Sikorsky Aerospace during all Developmental Testing, must remain consistent. Each GPS/INS receiver must include the following:
a. Must provide GNSS and Inertial Navigation.
b. Must have Inertial Measurement Unit (IMU).
c. Must be capable of satellite signal tracking:
i. GPS LI CIA, LIC, L2C, L2P, LS.
ii. GLONASS LI C/A, L2C/A, L3, L5.
iii. BeiDou BI, B2
iv. Galileo El, E5, AltBOC, E5a, E5b
v. NavLC (IRNSS) L5.
vi. SBAS LI, L5.
vii. QZSS LI C/A, L1C, L2C, L5
viii. L-Band up to S channels.
d. Must have single point accuracy L1 to 1.5 Meters.
e. Must have single point accuracy L1/L2 to 1.2 Meters.
f. Must have gyroscope (IMU) performance of:
i. Input rate ± 200 deg/s
ii. Rate bias stability 3.5 deg/√hr
g. Must have accelerometer (IMU) performance of:
i. Range± 30 g
ii. Bias stability 0.1 mg
