Section B: Description of the Supplies/Services Required

AFRL requires explosive powders from BAE Systems - Holston Army Ammunitions Plan for use in explosive processing operations conducted at AFRL/RWMEP.

Section C: Justification for Soliciting from a Single Source or Brand Name

AFRL/RWMEP requires the use of both MILSPEC HMX and RDX explosives powders in their explosive processing operations. BAE Systems - OSI at Holston Army Ammunition Plant (HSAAP) is currently the only CONUS producer and supplier of MILSPEC RDX and HMX explosive powders. A letter from Congressman Michael Turner dated 16 NOV 17 (attached) confirms that, “HSAAP is the Nation's sole explosive energetic plant…” No other CONUS vendors were identified after extensive market research that are capable of making and producing the MILSPEC explosive powders required by AFRL/RWMEP.

OCONUS suppliers are available but efforts to utilize an OCONUS supplier would require qualification of the explosive powders prior to acceptance, receipt, and utilization by the AF which would far exceed the cost and timeframe necessary to support AFRL/RWMEP's mission requirements.

Section D: Efforts to Obtain Competition

Based on detailed awareness of the market status for the production and procurement of MILSPEC explosive powders, a limited market research was performed via the internet to identify CONUS providers of MILSPEC explosive powders. HSAAP was the only candidate identified during this market research. Congressman Turner's letter (attached) confirms that that HSAAP is the sole CONUS explosive production facility for the US. HSAAP is recommended as the sole-source provider for the procurement of HMX and RDX powders.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Due to the respectively small market for the production of explosive powders, the choice of vendors is extremely limited. If vendors are identified in the future that meet the MILSPEC requirements and are able to produce the quantities needed to support the AFRL/RWMEP mission then RWME will be willing to consider use of these vendors once their materials have been verified to meeting the

MILSPEC.
