Section A: General Contract Information
Contracting Activity: AFTC/PZIOA-D
Project/Program Name: Monarch Analyzer B1 Lab

Section B: Description of the Supplies/Services Required
PZIO received a purchase request from the 16th Electronic Warfare Squadron/B-1 Laboratory for a Monarch triple-screen rugged portable system.
Section C: Justification for Soliciting from a Single Source or Brand Name
According to AFI 10-703, Electronic Warfare Integrated Reprogramming, the B-1Laboratory has a requirement to test EW systems mission data in response to changing threats. Urgent changes should, as a goal, reach the field within 72 hours.
Emergency changes, initiated during combat operations, will necessitate 24-hour operations, with the goal of releasing the required change within 24 hours. The results of these tests have a direct impact on the B-1 mission capability and survivability.
The units used to accomplish this task in the past are not functional and have been rendered obsolete due to the lack of repair capabilities. The desired Monarch analyzer will adequately capture, store and analyze real-time signals in the time and frequency domains simultaneously. No other analyzer is capable of providing the desired capabilities.
Section D: Efforts to Obtain Competition
Market research was performed to identify potential sources for a device capable of fulfilling the requirement. Analyzers from multiple manufacturers were studied and found lacking in capabilities. All equivalent systems have been assessed. The Monarch systems was confirmed to be the only product line capable of meeting all needs.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Through every available means, 16 EWS will continue to monitor market information and technical publications to determine whether any other source can meet the agency's needs. In addition, minimum requirements for any future acquisition of similar nature will be shared with industry to encourage other manufacturers to begin producing similar compatible products.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
