STATEMENT OF WORK

FOR

SUPPLY AND INSTALL TELESCOPING CAMERA MAST

13 AUGUST 2018

1. DESCRIPTION OF SERVICES.

1.1. General Description of Work. The contractor shall provide all equipment, tools, and materials necessary to replace an existing telescoping mast camera system on the Eglin Mobile Emergency Operations Center (MEOC). The contractor shall be responsible for the removal of existing equipment and the installation and integration of the new telescoping mast camera system.

1.2. Removal of Existing Camera and Mast Equipment. The contractor shall remove all existing camera mast network equipment not needed to make the system operational and functioning to the below outlined characteristics.

Equipment removal may include but is not limited to the following items below. (All existing equipment is still the property of the USAF/Eglin Fire Emergency Services to manage as required.)

- Cabling

- Cable trays/runs/duct work

- Connectors or plugs

- Converters (power, frequency, channel)

- Routers

- Switches

- Power supplies

1.3 Installation of New Camera and Mast Equipment. The contractor shall provide, install, and integrate an all new camera mast system, as outlined in the salient characteristics identified below, and as needed to make the system operational to the advertised and requested specifications. Equipment installation may include but is not limited to the following items below.

- Cabling

- Cable trays/runs/duct work

- Connectors or plugs

- Converters (power, frequency, channel)

- Routers

- Switches

- Power supplies

1.3.1 Required Salient Characteristics. In accordance with FAR 52.211-6, Brand Name or Equal, all equipment provided under this requirement shall meet or exceed the following characteristics:

Silent Sentinel Aeron Searcher IP or Equal:

Thermal Imager with;

- A minimum of a 640x512 with 15mm-330mm continuous zoom lens

- A minimum micron pixel count of 15

- A spectral band capable of attaining 3-5 um

- A minimum optical zoom of 22x

- A minimum field of view of 32.0 to 1.6, f/4

- A minimum frame rate of 30 Hz

- A low vibration linear cooler capable of lasting at least 20,000 hours of use

Optical Camera with;

- An optical image sensor of at least 1/2.8

- An optical signal system of at least 1080p

- An optical total pixel count of at least 2.13 megapixels

- An optical lens with a minimum of a 30x optical zoom, and a ratio of 4.3mm (wide) to

129.0mm (tele)

- A digital zoom capability of at least 12x

- An angle of view of at least 63.7 wide to 2.3 (T)

- A minimum illumination of 50 IRE, color 0.6 lux, and 0.01 lux mono

- An auto focus capability for both color and thermal

- An image stabilization capability

Mechanical / Environmental / Communications with;

- At least 2 embedded encoders for the HD camera and thermal imager

- Constructed out of a die-cast hard anodized, powder coated aluminum casing with A4 stainless steel fittings

- A pan rotation of 360 degrees with a continuous pan speed of at least 180 degrees/sec

- A minimum tilt rotation capability under the following conditions; upright: +90 degrees; inclined: -68 degrees to -30 degrees; inverted: -90 degrees; tilt speed: up to 180 degrees/sec

- Actuation powered with stepper motors with optical encoders

- Drive powered with a belt system

- A maximum weight of 20 pounds

- A minimum environment rating of IP 67

- A temperature functioning range of -20 degrees Celsius to +60 degrees Celsius

- A minimum programming capability of 127 presets and 16 tours

- A minimum repeatability of 0.05 degrees

- A communication rating of RS485/IP

- Utilize Pelco-D protocols

Will-Burt 15 Meter Stiletto AL Mast System or Equal:

Telescoping Mast with;

- A minimum extended height of 49 ft.

- A maximum nested height of 105 in.

- A minimum payload capacity of 350 lbs.

- A maximum weight of 490 lbs. (including any control boxes and cables

- A maximum tube diameter of 10 in.

- A minimum nested survival wind speed of 62 mph

- A minimum extended survival wind speed of 30 mph

- A maximum powered deployment time of 150 seconds

- Utilizes 28 VDC power in accordance with Military Standard 1275

- A maximum footprint of 17.56 in. x 11.19 in. / 44.6 cm x 28.5 cm

- A Typical Payload Sail Area – 8 sq. ft. / 0.74 Sq. m / CD = 1.5

1.3. Inspection of Services. The Government Representative will be inspecting the quality of work performed throughout the installation period. The goal of the inspection process is to ensure that the removal and installation is being performed as defined in this Statement of Work (SOW). Government Representatives will not direct the contractor or contract employees to perform any work outside of the scope of the contract.

1.4. Place of Performance. The contractor shall perform the services IAW the SOW at Eglin Air Force Base, FL.

1.5. Government Furnished Services.

The government will provide emergency medical services, security, police, and fire protection, and utility services under this contract.

1.5.1 Emergency Medical Services. Eglin AFB will provide emergency medical services for Contractor personnel in performance of services under this contract base IAW Air Force Instruction (AFI) 41-115 Chapter 1. The Contractor shall reimburse the Government for treatment provided at the current reimbursement rate for non-authorized user IAW AFH 41-114, paragraph 42. The Contractor shall provide to the 96th Medical Group, the name of a physician and/or hospital to which injured personnel can be transferred for further treatment and care after receiving initial emergency treatment on base. All mishaps will be promptly reported to the base safety office through the Government Representative.

1.5.2 Security Police and Fire Protection. Phone number for Security Forces Squadron, (850)882-2000; Fire Protection, 911.

1.5.3 Utilities. The government will provide electricity, water and sewage at no additional cost to the contractor when accessible. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish requirements under this SOW.

1.7. General Information. The Contractor shall perform the services required under this contract during the following hours: 0600 CT – 1530 CT Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor will not be reimbursed when the Government facility is closed for the above reasons.

1.7.1. The following are recognized Federal Holidays (no work will be performed).

New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day

*If the holiday falls on a Saturday, it will be observed on the preceding Friday. If the holiday falls on Sunday, it will be observed on the following Monday.

1.7.3. Contractor Personnel. The Contractor shall utilize employees possessing adequate training, skills, and knowledge to perform the requirements of this contract. The Government reserves the right to restrict any Contractor employee who is identified as a potential threat to health, safety, security, general well-being, or the operational mission of the installation and its population. The consumption of alcoholic beverages or illegal drugs by Contractor personnel, while on duty, is strictly forbidden. The Contractor shall immediately remove any employee who is under the influence of alcohol or drugs. Each Contractor employee driving a privately owned vehicle on the installation must carry minimum liability insurance as required by the State.

Contractor employees shall adhere to all posted speed limits and shall not use hand-held cellular telephones while driving on the installation for phone calls or texting. Use of seatbelts is mandatory. Any Contractor employee cited for driving under the influence will have their driving privileges immediately revoked.

1.7.4. Enterprise Contractor Manpower Reporting Application. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/ Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mill.

1.7.5. Audit. This contract may be subject to audit by any and all cognizant government agencies.

The contractor shall make available all records, which it maintains with respect to these contract, to such agencies.

1.7.6. Freedom of Information Act (FOIA). All official government records affected by this contract are subject to the provisions of the FOIA (5 U.S.C. 552/DoD 5400.7-R/AF Supplement).

Any request received by the contractor for access/release of information from these records to the public (including government/contractor employees acting as private citizens), whether oral or in writing, shall be immediately brought to the attention of the CO for forwarding to the Base FOIA Manager to ensure proper processing and compliance with the Act.

1.7.7. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

1.7.8. Notification of Debarment/Suspension Status. The contractor shall provide immediate notice to the CO in the event of being suspended, debarred or declared ineligible by any other federal department or agency, or upon receipt of a notice of proposed debarment from another DoD Agency, during the performance of this contract.

1.7.9. Correspondence. The government singularly identifies each project with a contract number at time of award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The government issued contract number is to be referenced on all official communication starting upon notice of award.

1.7.10. Post Award Conference. The contractor agrees to attend any post award conference convened by the CO IAW FAR Part 42.5. These meetings shall be at no additional cost to the government.

1.7.11. Fire Prevention. The contractor shall take all necessary precautions to prevent fires in the units and contractor-furnished and government-furnished facilities while performing any work under this contract. In the event fires do occur, the contractor shall immediately notify the Base Fire Department at 911. The contractor shall then notify the requiring activity and the CO. The contractor shall brief and document its employees monthly in fire safety issues and procedures in reporting fires.

1.7.12. Inclement Weather. If the base closes due to inclement weather, the contractor will be released, by the installation commander, with the general population of the base at no decrement to contract price. The contractor will follow the local procedures for reporting in inclement weather as advertised on local television and radio stations.

1.8. Safety. It is the contractor's responsibility to ensure its employees and managers have a comprehensive understanding of and full compliance with OSHA requirements. Detailed information is available on the OSHA website at http://www.osha.gov. It is the contractor's sole responsibility for compliance with OSHA, Public Law 91-596. The contractor shall comply with all federal, state and local laws including Air Force Instructions for the protection of their employees while working on an Eglin Air Force Base and the Eglin Military Reservation. The protection of contractor employees is exclusively the obligation of the contractor. Contractor shall manage all work areas to ensure the safety of base personnel, or visitors in or near the areas.

Contractor must ensure that personnel are properly trained on the equipment they are tasked to operate. The contractor shall develop site specific mishap reporting procedures which result in damage to government property or injury to Air Force personnel. These procedures are to be included in the safety and health plan for review. In accordance with AFI 91-202, AFMC Supplement, Safety Program, the contractor shall submit a Safety and Health Plan to Contracting for review and acceptance by the safety office prior to contract award.

1.8.1. The Contractor shall furnish personal safety equipment for its employees in performance of this contract. Safety equipment includes shoes or boots, eyewear, hard hat, and gloves.

1.8.2. Contractor employees shall be subject to substance abuse testing as a result of a mishap investigation when an individual’s actions or inactions are suspected as factors in a mishap sequence. The Contracting Officer may identify the employees to be tested and the drugs and substances for which those employees must be tested. The service provider shall accomplish the specified testing using a certified medical substance abuse testing facility. Results of the test(s) shall be provided to the Government solely for the purpose of completing an investigation.

1.9. Security Requirements. The Contractor shall obtain base identification and vehicle passes, if required, for all Contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or Contractor-furnished, Contractor identification badges while visiting or performing work on the installation.

1.9.1. The Contractor shall submit a written request on company letterhead to the Contracting Officer listing the following: contract number, location of work site, start and stop dates, and names of employees and sub-contractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The Contracting Officer will endorse the request and forward it to the issuing base pass and registration office or security forces for processing. The base pass requests shall be submitted to the contracting officer 5 days before access will be required. When reporting to the registration office, the authorized Contractor individual(s) should provide a valid driver’s license, current vehicle registration, and valid vehicle insurance certificate, to obtain a vehicle pass.

1.9.2. During performance of the contract, the Contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return to the Contracting Officer credentials and vehicle passes for any employee who no longer requires access to the work site.

1.9.3. The contractor shall comply with all base security regulations and with actions dictated by force protection condition changes/measures. For real-world situations/exercises, changes to force protection conditions could impact contractor performance of work and can include denial of access to the installation to perform work.

1.9.4. Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within contractor-owned or privately owned vehicle while on Air Force installations.

1.9.5. The contractor shall report suspicious activity (refer to Eglin AFB Contractor Antiterrorism Awareness pamphlet) to Security Forces at 850-882-2000 in a timely manner.
