STATEMENT OF WORK
OMA Soldier and Family Enrichment Training Events
7th Special Forces Group (Airborne)
Eglin Air Force Base, Florida
1. BACKGROUND: 7th Special Forces Group (Airborne) fully believes in mission readiness.
This mission readiness includes healthy and thriving families that can meet the high operations tempo, multiple deployments, needs and demands of the 7th Group mission. This event supports this mission and ensures the strengthening and readiness of family wellness inside of the 7th
Group. These events will supplement the unit's Command Master Religious Support Plan.
2. OBJECTIVE: 7th Special Forces Group (Airborne) is seeking a contract with a resort located within a 2 hour/120 miles drive of Eglin AFB, FL (Zip code 32542) that can support upcoming Family Enrichment oriented events. The Period of Performance would be one year plus one option year. This would entail 10 events consisting of 22 hotel rooms for 2 nights, a meeting space that will accommodate up to 100 personnel and child care space to accommodate up to 40 children ages 0-12. The exact dates for each event will be coordinated on a 30 day lead basis. This training event necessitates the procurement of lodging, meals, beverages, session/breakout rooms, child care, and audio-visual support. These events will typically, but not exclusively run from Friday evening to Sunday morning.
Registration will be conducted through Government Personnel and forwarded to the hotel during the coordination process.
3. GENERAL REQUIREMENTS:
LOCATION:
a. The hotel shall offer the following at no additional cost: parking, fitness room, TV w/remote control, and wireless internet access.
b. The hotel shall provide meals from in-house caterer for all meals. The caterer shall provide a children's menu for dinner. Meal Vouchers or meal cards for local restaurants or in house restaurants may be substituted for catered meals at the approval of the 7th Special Forces Group representative (Facilitating Chaplain).
c. The hotel shall provide free beach access to the Gulf of Mexico.
d. The hotel shall have walking access or shuttle to multiple shops, stores, and restaurants within 1.5 miles of the hotel.
e. The hotel shall be large enough in order to provide lodging for all participants, staff, and leadership within the same building complex.
f. The hotel shall provide a check-in time of 1500 (3:00 pm) and a check out time of
1200 (12:00 pm).
g. All costs and prices shall be within the Government per diem rates for FY18.
h. For operational and security situations no display of US Army, Special
Operations, or Special Forces shall be displayed to the public. No names, ages, or number of participants shall be released to any person or agency not in official association with Eglin AFB, Ft Rucker, or 7th Special Forces Group.
i. The hotel will have a spa with massage, salon, manicure, and pedicure services available at cost to participants.
ROOMS:
a. Room counts included in the event requirements are approximate and may vary.
Hotel shall be flexible and adjust if the requirement changes. All sleeping rooms must be located in one complex and be accessible by elevator.
b. The resort shall provide one conference space for training purposes that can accommodate up to 50 people comfortably. The conference room may double as the dining area. This conference space shall be without any barriers that should obstruct the view of the presentation of the conference facilitator or any other program presenter. Barriers include, but are not limited to pillars, walls, screens, plants, and decor. A multi-tiered room is permissible if no barriers obstruct the view.
c. The resort shall provide enough space to accommodate childcare workers to run an efficient and safe program for 40 children ranging in ages from 0-12 years old.
d. All meeting space and child care space shall be located in the same building.
e. All guest rooms shall be equipped with bathtubs with the exception of specifically requested ADA adaptive rooms.
f. All rooms shall be clean prior to check in.
g. Participants shall not be required to pay out of pocket fees that are included in this event.
h. Credit card will not be required at check-in for incidentals.
i. Participants may choose to pay for hotel amenities not included in the cost of the event.
CHILDCARE:
a. Childcare provider shall provide enough childcare personnel to provide supervision for 40 children age 0-12 years old. The childcare workers to child ratio will be dependent on the event and how many children are present.
4. SPECIFIC REQUIREMENTS:
Hotel Shall Provide the Following:
a. Sleeping rooms that can sleep 2 adults and 2 children at a minimum at or below government per diem rate for 2 nights. The Government will only pay for the actual rooms used.
b. One (1) conference room for 45 people with 8 round tables and 45 chairs; for 3 days
(Friday Sunday) with Podium, table for projector, and screen (minimum size 6'X6').
c. Coffee, an assortment of tea and ice water will be provided during meeting sessions in the training room.
d. Breakout room for youth activities to accommodate all ages to include 0-12 years old, for up to 75 personnel (children and child care workers included) with 4 3x6 tables with 36 chairs; and additional 20 chairs available if needed. A room divider is highly recommended in order to segregate infants and toddlers from older children. Room shall be able to accommodate audio and video capabilities to play movies. A registration table and chair shall be located outside of the activities room.
e. Hotel will meet Federal Emergency Management Agency and Fire Safety Act requirements.
Childcare Providers Shall Provide the Following:
Enough trained personnel to safely supervise 40 children ages 0-12, age appropriate activities such as crafts, inflatable slides and/or bounce houses, etc., to entertain and educate children, age appropriate movies or shows with the rating of PG or G. Childcare will supervise and assist children in eating dinner for one night. Number and ages of children are approximate until final registration form is completed. All childcare providers must have the appropriate training and background checks IAW DOD Instructions 6060.02, August 5, 2014. Childcare for OMA events are categorized as "Supplemental Child Care. Services include short-term alternative child care options in approved settings on and off installation".
MEALS:
DAY 1
1 - Dinner meal for 50 adults/teenagers (ages 13 and above). Meal will consist of at least 2 choices of Protein, grain, starch, vegetable, salad, dessert, and beverages. A cash bar will be made available near the proximity of the dinner at the resort.
1 - Dinner meal for 40 children (ages 0-12 years) from a children's menu. Meal will consist of a protein, grain, vegetable, starch, dessert, and beverage for children. Children will eat with adults.
DAY 2
1 - Breakfast meal (full, hot breakfast) for 90 people. Children will eat with the adults.
1 - Lunch Meal for 90 people. Children will eat with adults
1 - Dinner meal for 40 children for a children's menu. Children will eat in the childcare room.
DAY 3
1 - Breakfast meal (full, hot breakfast) for up to 90 people. Children will eat with the adults.
AUDIO VISUAL:
1- Podium
1- Table for projector placement 1- AC power strip
1- Projection Screen
1- House sound for computer audio 1- Optional: Microphone, Projector.
*Wireless Internet Connections to all rooms for duration of conference*
NOTES:
Conference room and childcare areas shall be made available and set up no later than 4 hours prior to the event on day 1 and remain available until 1200 day 3. Checkout shall be at 1200 on day 3. Childcare providers will be available during the scheduled childcare times. Schedule of events will be provided to the Hotel by the 7th Special Forces Group representative.

6.0 CONTRACTOR MANPOWER REPORTING
6.1. Beginning on October l , 2013 all new contracts, task orders, and delivery orders above the simplified acquisition threshold that are reported in FPDS-NG, and all military interdepartmental purchase requests and interagency acquisition agreements above the simplified acquisition threshold shall include the statement of work language below. Also include this language in any modifications to existing contracts with a Contract Line Item (CLIN) that includes services provided for requirements in support of, or benefit to, USSOCOM that have a duration of greater than or equal to one year.
6.2. STATEMENT OF WORK LANGUAGE:
"The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the U.S. Army Special
Operations Command (USASOC) via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address:

"Reporting inputs will be for the labor executed during the period of performance during each
Government fiscal year (FY), which runs October 1 through September 30. While inputs may may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www.ecmra.mil/.”
