STATEMENT OF WORK FOR
MOBILE SURVEILLANCE TOWER
EGLIN AFB, FL.
26 June 2018
1. DESCRIPTION OF SERVICES. The contractor shall provide all supplies, materials, equipment, tools, labor, personnel, transportation, supervision, management, and training necessary to provide the FLIR SkyWatch brand name (OR EQUAL) Mobile Surveillance
Towers on Eglin AFB, FL.
2. INSTALLATION and TRAINING. The contractor will furnish 3 ea. mobile surveillance towers, and provide for delivery, setup, installation and training.
3. SALIENT CHARACTERISTICS.
3.1.1. Minimum The ability to be transported by ball and hitch (No-Vehicle)
3.1.2. Minimum of 27’ high vantage point
3.1.3. Minimum 360° unobstructed surveillance visibility
3.1.4. Minimum climate A/C and heat for climate comfort
3.1.5. Minimum Rapid deployment - safely raises and lowers in no more than 90 seconds
3.1.6. Single operator efficiency
3.1.7. Minimum Horizontal and Extra outrigger brace strength to prevent bending in high winds
3.1.8. Minimum wind rating 60 MPH
3.1.9. Minimum Quick one-person setup for raising and lowering
3.1.10. Minimum LED floodlights on every side for visibility at night
3.1.11. Minimum Under cab safety camera for safety and intruder detection
3.1.12. Minimum Strobe light, descent and ascend alarm for safety.
3.1.13. Minimum Tinted windows
3.1.14. Digital wind-speed meter
3.1.15. Minimum tower will provide own power from Generator through diesel gas and must be able to provide suitable power regardless of climate
3.1.16. Minimum Public address system with 100-watt speakers and full-function siren
3.1.17. Minimum 12 months parts & labor warranty
4. Contract Manager. The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates, who shall act for the contractor when the manager is absent, shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate or alternates must be able to read, write, speak, and understand the English language.
5. Contractor Employees. Contractor personnel shall comply with all installation and facility safety and security regulations, as well as, the health, safety, and security provisions of the contract. Contractor personnel shall report security or safety problems to the Security Police or Contracting Officer (CO) as appropriate.
6. Place of Performance. Contract performance will occur on Eglin AFB.
7. Installation Security Requirements.
7.1 Contractor Base Pass and Identification, Special Clearances, and Vehicle Passes. The contractor shall work with the end user to obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished contractor identification badges while visiting or performing work on the installation.
7.2 Contractor-owned Vehicle Searches. Contractor-owned vehicles are subject to 100% security search prior to installation access.
7.3 Traffic Regulations. Contractor personnel shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on Eglin AFB.
7.4 Weapons, Firearms, and Ammunition. Contractor personnel are prohibited from possessing weapons, firearms, or ammunition, on themselves or within contractor-owned vehicles or privately owned vehicles while on Hurlburt Field.
7.5 Reporting Requirements. Contractor personnel shall immediately report any information or circumstances of which they are aware may pose a threat to the security of
Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information to an appropriate Government authority.
7.6 Safety. Contractor personnel shall comply with all applicable laws and safety regulations. Compliance with Occupational Safety and Health Administration (OSHA) and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities.
7.8 Materials storage and clean up. The contractor’s materials and equipment shall be stored and protected after end of each day. Storage facilities area to be provided by contractor at an approved Government location. Clean up and removal of all debris, spoil and waste shall be accomplished at the end of each day’s work. Disposal shall be off base upon completion.
8. Warranty The contractor shall provide any OEM pass through warranty and standard commercial warranties applicable to the products being purchased at no cost. This shall apply to new, refurbished and remanufactured equipment.
9. Installation The only time that installation services can be procured is when the services and cost are included in the price of the product as sold commercially. In the rare instances where installation services are required/offered, the contractor shall provide installation support related to the applicable products(s) as defined in the PO. In those instances, the DD Form 254

SPECIFICATION) requirements will be addressed in the individual PO and only at the security level necessary.
