I. Contracting Activity.

II. Nature and/or description of the action being processed.

Procurement of specially developed missile Miniature Airborne Encryption Unit (MAEU) manufactured by L-3 Technologies, Inc. This action will result in a new, firm-fixed price purchase order.

III. Description of supplies/services required to meet agency needs.

Encryptor data unit for DoD missile live fire testing. This device is a COMSEC device. The MAEU was developed under Indefinite Delivery-Indefinite Quantity (IDIQ) Delivery Order (DO) FA9302-12-D-0004-0056 for small missile applications and is an NSA Type-1 encryptor.

IV. Statutory authority permitting other than full and open competition.

(FAR 6.303-2(b)(4))

AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901)

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Only one brand is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The requested equipment is the only equipment 100% compatible with the existing baseline equipment.

The 96 Range Support Squadron, Electronics Design and Development Flight (96RANSS/RNRE), supports the tri-service community in the testing of Man-Portable Air Defense Systems (MANPADS) type shoulder fired missiles. The 96 RANSS/RNRE developed a small missile data telemetry pack using the recently developed (and NSA approved) Miniature Airborne Encryption Unit (MAEU) for safe guarding MANPADS counter measure performance during live fire testing. The MAEU was developed under IDIQ contract FA9302-12- D-0004-0056 (Edwards AFB) specifically for MANPADS testing.

The MAEU from L-3 Technologies requested for purchase is the only approved encryption device for use with the 96 RANSS/RNRE (Eglin AFB) missile telemetry pack that supports the tri-service DT/OT community. It would not be in the best interest of the government to award this contract to another manufacturer. To develop, test, and get approval an alternate encryption unit at this point is time (four years) and cost prohibited ( ).

The time it would take to test and approve an alternate would result in work stoppage of mission critical missile

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

The Miniature Airborne Encryption Unit (MAEU) was specifically developed by L-3 Technologies for the 96 RANSS, Eglin AFB under a then existing IDIQ contract maintained by Edwards AFB. L-3 Technologies is the only source for this device.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Price will be determined fair and reasonable in accordance with FAR 13.106-3(a)(2).

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The Miniature Airborne Encryption Unit (MAEU) was specifically developed by L-3 Technologies for the 96 RANSS, Eglin AFB under a then existing IDIQ contract maintained by Edwards AFB. L-3 Technologies is the only source for this device.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.

None

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

L-3 Technologies is the industry leader in this type of equipment and has the required trust and working relationship with the NSA. The MAEU will be on the next IDIQ through Edwards for this type of equipment. However, that will likely not be in place unit CY 2019. The need for these for testing missile countermeasures for the war-fighter is now.
