Justification and Approval (J&A) for Other Than Full and Open Competition
14 Nov 2017
I. Contracting Activity.
The Contracting Activity is the Operational Contracting Flight, AFTC/PZIOA, Eglin AFB, FL 32542-6862.
II. Nature and/or description of the action being processed.
The requirement is a FAR subpart 13.5 single source action that will result in a firm fixed price contract.
III. Description of supplies/services required to meet agency needs.
CLIN 0001: Name brand Planview software re-design consulting and tailored Planview management software user and administration training to support recent updates to the Air Force Seek Eagle Office's (AFSEO) management software system. AFSEO is incorporating financial management tools, reporting tools, and capacity planning tools in Planview to include restructuring of its work breakdown hierarchy. The additional capability requires refresher training for AFSEO resource managers, program managers, adminstrators, and leadership positions. Additionally, AFSEO Planview training must be tailored to its specific organizational standards and practices to accomodate its unique warfighter demands.
Services provided under this contract will include tailored curriculum development, training database development, instructor-led training, and remote advisory support.
Type of Funds: 3600 Total Cost:
POP: 12 weeks ADC
IV. Statutory authority permitting other than full and open competition.
41 USC 1901, as implemented by FAR 13.5 Simplified Procedures for Certain Commercial Items.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
The AFSEO has been using the Planview management software for the past seven years. Currently, Planview Inc. is the only organization that provides tailored Planview training and development support. No other entity offers Planview instruction or design support through a certified Planview instructor/consultant. The training requires a certified Planview instructor to design, develop, and present the AFSEO tailored Planview curriculum. Accepting instruction from a non-certifed traier will result in below standard training. The only method to remove the sole source requirement is to compete for a new program management software system. The cost of bringing an entirely new software system to AFSEO is estimated at for new software, migration of existing data, installation of new system, and retraining people on the new system. The cost of replacing with a new system far exceeds the value of sole-source training and re-design efforts.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
AFTC/PZIOAB posted a sources sought synopsis to FedBizOpps.gov (FBO) to identify potential sources; however, no alternative sources were identified.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer determines that the anticipated prices will be fair and reasonable based on commercial price

14 Nov 2017 lists and prior acquisition history. Anticipated costs will be determined fair and reasonable based on price analysis in accordance with FAR 13.106-(3)(a)(2).
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
In accordance with FAR Part 10, market research was conducted through various internet searches and contact with industry. AFSEO personnel spoke directly with Planview Inc. and conducted an online research survey which included that no other organization provides the required services. A sources sought synopsis was also posted to FBO.
IX. Any other facts supporting the use of Other Than Full and Open Competition.
X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
AFSEO will continue to monitor the commercial marketplace. At such a time when the existing software is eligible for replacement, a competitive solicitation will be attempted.
XII. Certification by the Contracting Officer.
