Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

AFRL/RWMW requires a Fixed Price Service Maintenance Agreement covering the maintenance and repair of the EDAX equipment attached to the FEIQuanta 200 FEG SEM. The EDAX equipment consist of a Silicon Drift Detector with cooling pump, high speed camera with forward scatter detector and related hardware and software. This equipment is integrated into the SEM for performing material characterization by providing both elemental composition and crystallographic results. The contract must include the following: trained personnel who are factory qualified technicians to repair the EDAX equipment; labor travel and living expenses for the repair and preventative maintenance visits; original equipment manufacturer (OEM) replacement parts, including software updates; minimum of one scheduled preventative maintenance per contract period, to include performance checks, alignments and any adjustments arising from normal usage; emergency repair service as required; and unlimited telephone support during normal working hours.

Section C: Justification for Soliciting from a Single Source

IAW FAR 13.106-1(b)(1) EDAX Inc. has exclusive licensing agreements to provide services for the Pegasus-Hikari/A40 System for X-ray analysis. They're the sole source provider of field service, various parts and assemblies for repair, service and maintenance for the EDAX system. The operating software is proprietary to EDAX Inc. and Orientation Imaging Microscopy and their technicians are the only authorized source with the service password to allow them to perform service adjustments and alignments to insure the detector and electron microscope interface are performing at the original factory specifications.

Section D: Efforts to Obtain Competition

EDAX is the only vendor with access to many proprietary components capable of providing service, supplies and software updates required to keep the EDAX equipment operating at factory specifications.

Section E: Steps to Preclude Future Single Source Awards

At this time no other known sources meets our requirements. We will continue to conduct market research for any future requirements if any.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
