SOURCES SOUGHT/REQUEST FOR INFORMATION
**Notice to Offeror(s)/Supplier(s). Funds are not presently available for this requirement. The Government reserves the right to cancel this sources sought/request for information, either before or after the closing date. In the event the Government cancels this sought/request for information, the Government has no obligation to reimburse an offeror for any costs.**
The Department of Defense (DoD), United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Test Center (AFTC), Operational Contracting Division, is currently conducting market research seeking capabilities statement from potential sources, including small businesses (SB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned (EDWOSB), Woman-Owned (WOSB), Service Disabled Veteran Owned (SDVOSB) small business that are capable of providing a confined spaces fire trainer with the following minimum characteristics:
a) NFPA 1402 REQUIREMENTS: The Confined Space Trainer shall comply with the current edition of NFPA 1402: Guide to Building Fire Service Training Centers.
b) WIND LOAD SPECIFACTIONS: The confined space trainer shall be designed to meet 140 wind speed requirements.
C) BUILDING REQUIREMENTS: All materials to be at “best industry standards” “must be approved equal or better”. The contractor shall provide specifications to the government that clearly indicate the construction method, materials and equipment incorporated in the construction of the finished Confined Space Trainer.
D) PHYSICAL SECURITY: All exterior doors and hatches shall be able to be secured and locked when not in use. Signs shall be mounted to all entry doors indicating “Confined Space Trainer – Do Not Enter Without Fire Department Approval ” E) WARRANTY: Require a minimum 5 year warranty on the confined space trainer.

GENERAL SPECIFICATIONS:
1. DESIGN REQUIREMENTS – PRE-ENGINEERED CONFINED SPACE TRAINER
A) Description
1. Specification - The complete turnkey training system shall consist of tunnels, vaults, breaching panels, shoring panels, elevated concrete tunnel grades with descending hopper and special effects (sound, smoke, light and flooding) as listed in the general requirements section.
2. Foundation - A foundation shall be provided that meets or exceeds current industry standards and designed for rigorous live fire training. A gravel base will be placed under and or around the trainer facility and extend a circumference of 10 feet away from the trainer.
B) General Requirements
1. Concrete Breaching Vault - Vault one, at a minimum will be 6 feet x 8 feet x 6 feet is staged as confined space breaching trainer with breaching panel inserts on two sides and top. Handrail is provided at top of vault and a vertical ladder to access the top is also provided. Concrete tunnel pipes are connected at the 6 foot and 8 foot sides as 42 and 36 inch in diameter. One 42 inch x 8 foot concrete tunnel connects vault one through a breaching panel to the existing search and rescue trainer. One 42 inch x approximately 32 foot concrete tunnel connects vault two through a breaching panel. Another 42 inch concrete tunnel is connected to the 8 foot side which leads to the descending concrete tunnel runs.
2. Concrete Electrical Vault - Vault two, at a minimum will be 6 feet x 8 feet x 6 feet is staged as an electrical vault as is common in the area of installation. Entry is through the top via hot dipped galvanized stair case and handrail system and two 36 inch swing hatch covers similar to typical electrical vault hatches. Inside is an electrical swing arm disconnect and water control valve for isolation and lockout tag out operations. Egress and entry is also gained through confined space tunnels, a 36 inch concrete tunnel leads into the vertical confined space drop trainer. The other confined space 36 inch concrete tunnel leads approximately 32 feet into the breaching wall of vault one. Vault two shall have a smoke system cabinet at one side. Smoke is piped into vault one and two. All electrical is furnished and installed per NEC standards.
3. Vertical Confined Space Entry Vault Low Angle Rescue - Vault three, at a minimum will be 72 inch diameter x 100 inch tall concrete vault set up as the vertical drop confined space 30 inch entry trainer. This trainer also has a 16 foot x 16 foot hot dipped galvanized low angle repelling platform with certified 5000 pound repelling rails surrounding the platform. Attached to the platform is the 16 foot x 16 foot pitched ventilation and low angle rescue trainer. The vault also has access and egress ports 36 x 30 rectangle hatch at 24 inches off ground, a 36 inch concrete tunnel leading to daylight at 24 inches off ground descending 12 feet to ground, and a 36 inch concrete tunnel 24 inches off ground continuing 16 feet then making a 22 degree turn and continuing another 16 feet then entering vault 2
4. Horizontal Confined Space Tunnels and Transitions - Confined space concrete tunnel one, is a 42 inch diameter by approximately 40 feet long pipe. From the 42 inch concrete tunnel there are three descending concrete tunnel / pipe runs at 90 degree entry off the 42 inch tunnel. These are specified as 36”, 30”, and 24” inch x 12 foot runs to daylight. There is an additional 30 inch x 12 foot concrete tunnel / pipe exiting at 90 degree off the 36 inch descending concrete tunnel which again turns 90 degrees and continues back connecting into the 42 inch tunnel. From this entry there is a straight through connecting entry 30 inch x 12 feet into the side and of the existing modular search and rescue trainer already on site. Additionally there is a 24 inch x 12 foot connecting concrete tunnel from the 42 inch concrete tunnel into the existing search and rescue trainer.
5. Horizontal Entry and Egress - Each daylight termination as shown on the drawing has a galvanized continuous stainless steel hinged access panel which is connected to a poured in place 6 inch thick concrete end cap. This high strength concrete end cap is smooth and allows the hatch cover to seal and able to lock into the closed position.
6. Vertical Entry Hatches - Each vertical confined space entry point is a steel hot dipped galvanized circular hatch cover recessed so to eliminate a trip hazard and accidental falling through of the hatch itself. Vertical breaching hatch is recessed with a hot dipped galvanized frame structure to support concrete, steel, and wood breaching panels.
7. Support Structure - Each concrete tunnel / pipe run is supported from movement with a 12 inch poured in place concrete continuous thrust block. These blocks extend the length of the grade mounted tunnels. At elevated concrete tunnel / pipe runs, support pads are poured in place at connections and extend from grade to 1/3 of the concrete tunnel / pipe. Support pads are dimensioned 6 inches wider than the concrete tunnel / pipe they are supporting at each side of the support.
Structural Integrity and Standard Design Criteria:
· The trainer must NOT be made from a container.
· Materials used in the Construction of the Confined Space Simulator shall be of standard industry quality bearing the same warrantee and structural design criteria as commonly found in the industry. Pipes, Tanks, Doors, Hatches, and Hoppers, and cabinets shall be free of sharp objects and / or edges. All vertical openings must be capable of holding at a minimum 2500 lbs. of technical rescue equipment and personnel.
ADDITIONAL REQUIREMENTS:
CODE COMPLIANCE- All applicable codes and standards may apply. Due to the nature of the intended use of this training prop, means of egress, openings, and / or other features such as grab bars, safety railings, etc. which may or may not be present are not, nor intended to fulfill current code requirements. The trainer will purposely have designed non-typical connections, pipe lays, and hatches which are solely intended to provide various training activities to students under the controlled supervision of the instructor.
MATERIAL AND FINISHES- All materials use in the trainer shall conform to applicable ASTM specifications.
DELIVERY, INSPECTION, AND STORAGE- The Contractor shall be responsible for all delivery, inspection and storage of components before and during assembly of the trainer.
WARRANTY- The Contractor shall certify that the prop and its components have been designed to meet the contract specifications. The Contractor shall warrant the prop and components to be free of fabricating defects for a period of 5 years from the date of shipment. This warranty is limited to the replacement of defective parts.
Alternative solutions to the requirements listed above will be considered, but will be scrutinized by subject matter experts to ensure the viability of the proposed solution.
Proposals are not being requested or accepted at this time. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. No solicitation (Request for Proposal) exists at this time; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government’s discretion.
The NAICS Code assigned to this acquisition is 332312, Fabricated structural metal manufacturing, PSC 5445, Prefabricated Tower Structure, with a size standard of 500 persons. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set Aside is that small business prime contractors must perform at least 50% of the effort, as defined in FAR Clause 52.219-14.
Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e. SB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. The Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities.
Any information submitted by respondents to this sources sought notice is voluntary. This sources sought notice is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Respondents will not be individually notified of the results of any Government assessments. The Government’s assessment of the capability statements received will factor into whether any forthcoming solicitation will be conducted and if it will be issued as restricted or unrestricted.
CAPABILITIES STATEMENT: All interested vendors shall submit a capabilities statement that explicitly demonstrates their capability to provide the requirements stated in this notice. Small Business Concerns responses shall include information to identify how the small business intends to meet the full requirement as the prime contractor by providing any supporting information, such as subcontracting plans, teaming plans, or any other pertinent information. Additional information including business size status in relation to the size standard and the business socio-economic status shall not exceed five (5) pages.
All correspondence sent via email shall contain a subject line that reads “CONFINED SPACE TRAINER”. If this subject line is not included, the e-mail may not get through e-mail filters at Eglin AFB. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf, .doc, .docx, .xsls, or .xls documents are attached to your email. All other attachments may be deleted.
