The hardware required to maintain and calibrate equipment within the USRL are specific and best supported utilizing the requested source of Keysight Technologies PNA-L Network Analyzer (N5239A), MXA Signal Analyzer (N9020B), and a verification kit (85053B).

This is a new order. It is a sole source award to:

III. Description of supplies/services required to meet agency needs.

PMEL calibration equipment for Combat Electromagnetic Environment Simulator (CEESIM).

PMEL Equipment to include:

300kHz to 8.5 GHz PNA-L Network Analyzer MXA Signal Analyzer, multi-touch operating system, windows embedded standard 7 enhanced noise performance

3.5 mm Verification kit.

IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.

FAR 8.405-6 requires an ordering activity to justify its actions when restricting consideration of schedule contractors to fewer than required in FAR 8.405-1 or 8.405-2. The authority for this action is FAR 8.405-6(a)(1)(i)(B), "Only one source is capable of responding due to the unique or specialized nature of the work."

Keysight best meets the requirements for the acquisition of this product for the United States Reprogramming Lab (USRL) due to the availability of desired features and options, expandability, dependability, and compatibility with existing laboratory equipment. These items are actually integrated into the F-35 simulators. They hook directly to other components that talk/pass data through them. They are approved for use within our system. Approval is signed at SAF/IA as these components are used in a classified environment. The use of Keysight's PNA-L Network Analyzer and MXA Signal Analyzer ensure efficient integration into existing lab equipment in a time critical testing environment. Lastly it would not be in the best interest of the government to award this contract to another manufacturer and create deficiencies in the current USRL operational schedule for the attainment of the USAF F-35 Initial Operation Capability (IOC).

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

Market conditions and previous contract actions show that the prices are fair and reasonable. Based upon the competition and market research the contracting officer has determined it is in the best interest of the government, price and other factors considered.

VI. Description of the market research conducted and the results, or explain why market research was not conducted.

Market research was conducted and Keysight Tech. is the only company that produces and distributes this particular analyzer.

VII. Other facts supporting the justification.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.

Keysight Tech. is the only company that provides these products which meet the Government's specification requirements.

The 53WG/513 Electronic Warfare Squadron will continue to conduct market research to identify alternate solutions and/or sources capable of providing the requested items.
