Section B: Description of the Supplies/Services Required

This requirement is to purchase one (1) Unmanned Aerial Vehicle (UAV) Factory Penguin B Airframe complete with necessary Hitec servos, 3W 28i two-stroke engine package, 80W on-board generator system, 7500cc volume fuel tank, heavy duty landing gear upgrade, pitot/static assembly, and the universal swappable payload mount.

Section C: Justification for Soliciting from a Single Source

The UAV Factory Penguin B airframe is currently a proprietary COTS system manufactured and produced solely by UAV factory. UAV Factory has several US distributors such as Troy Built Models and NexuTech.

During market research it was determined that the Penguin B UAV was the only COTS UAV system that fit the research needs of AFRL/ RWWV as it is the only UAV compatible with current autopilot and payload systems currently in use by AFRL. The Penguin B UAV can also be modified as necessary for research purposes. No other COTS UAV offers the technical documentation and integration support for AFRL's autopilot systems at this time.

The overriding factor in acquisition of this brand name is that the Penguin B UAV is also being used by other AFRL directorates thus allowing RWWV the opportunity to use lessons learned and training from other directorates. No other UAV would allow RWWV to leverage off other research resulting in more cost to the government due to duplicate research methods. It is essential that Penguin B UAV brand products be used to ensure compatibility and prevent duplication of costs to the government.

Section D: Efforts to Obtain Competition

Market research was performed through Internet searches and discussion with other technical persons familiar with Penguin B UAV capabilities. Internet research revealed multiple types of UAV models (Predator A, Predator B, Altair, Fire Scout and so on). None, however can meet the strict requirement of 100% compatibility with the existing AFRL Penguin B UAV.

Section E: Steps to Preclude Future Single Source Awards

AFRL will continue to monitor the industry through perusal of trade journals, technical symposiums and contact with industry representatives. Any future requirements will be researched and if a product meeting the requirements is identified then a competitive acquisition for the requirement will be considered.
