Single Source Justification (Simplified Acquisition)

Page 1 of 1Updated: 9 Jun 16

Section A: General Contract Information

Contracting Activity: AFTC/PZIOAA

Project/Program Name: Evinrude Boat Motors

Purchase Request/Identification Number:

Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This requirement calls for two each 250 HP Evinrude outboard motors and four each 200 HP Evinrude outboard motors. These motors are required, as the currently owned motors are at the end of there usability.

Section C: Justification for Soliciting from a Single Source or Brand Name

The 7th SFG(A) Diver Maritime Operations Training Detachment (MOTD) currently has certified technicians that are only certified to work on Evinrude motors. As a result, Evinrude motors are the only brand of motors they are allowed to work on without voiding any warranties in place. The cost in time and money to re-certify the MOTD technicians on a different brand would cost a minimum of twelve weeks and $20,000.00. The result of re-certifiying the technicians on a different brand of motor would still restrict competition to whatever brand they have been trained on.

Section D: Efforts to Obtain Competition

Multiple vendors have been found to sell Evinrude motors and competition is anticipated.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

The brand of motors that the MOTD technicians are certified to work on will dictate the brand of motors that are required by the 7th SFG(A) MOTD. At the time that all of the technician's certifications expire, different brands could be considered.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
