Statement of Work for the Uninterrupted Power Supply (UPS) Maintenance Agreement with the Guided Weapons Evaluation Facility (GWEF)
1. Background
The Guided Weapons Evaluation Facility (GWEF), 782d Test Squadron (782 TS), 96th Range Group (96 RANG), 96th Test Wing (96 TW) at Eglin AFB, FL, has a base of Eaton Uninterruptable Power Supply (UPS) systems installed throughout the facility to provide electrical filtering and backup for critical test systems that can be damaged by the unexpected loss of power or fluctuations (e.g. "brown-outs"and "spikes") in the commercial power.
Objective
The objective is to establish a service agreement for preventative and emergency maintenance of the UPS systems. Service provider shall use Eaton Certified Technicians with access to manufacturer proprietary diagnostic software and routines. ·
Services Required
Annual UPS Preventive Maintenance (PM) examination during normal business hours (Mon-Fri 8AM-SPM):
| Provide trained repair personnel with manufacturer's proprietary system diagnostic tools for all PM visits |
| Repair and/or replace any damaged or defective components |
| Inspect all printed circuit board connections for cleanliness, swab contacts clean if necessary |
| Inspect all power connections for signs of overheating |
| Inspect all subassemblies, bridges and inverter legs for signs of component defects or stress |
| Inspect all AC and DC capacitors for signs of leakage |
| Review alarm logs to determine any chronic unusual events noted by the UPS |
| Provide input, output and internal voltage and current measurements via a detailed uniform format report for each UPS |
| Inspect for, and perform as required, any open engineering changes or manufacturer recommended firmware upgrades |
| Provide a Conttact Summary Report (Annual Maintenance) for each annual inspection (CDRL AOOl ) |
Annual Battery Preventive Maintenance examination of 5 of 8 battery strings (200 of 320 batteries) during normal business hours (Mon-Fri 8AM-5PM):
| Examine the UPS alarm log for alarms relating to possible battery issues |
| Visually inspect all batteries for excessive case distortion or post corrosion |
| Note and clean any connections which appear dirty, sulfated or corroded |
| Record charger output current and voltage and total string voltage |
| Record isolated voltage and internal impedance of each battery |
| Check ambient temperature and connection resistance of at least one negative connection on each of 10 battery trays |
| Re-torque connections of and re-measure any battery whose impedance seems unusually high vs others in the string |
| Create well-formatted report noting measured parameters, corrective actions taken and any resulting recommendations |
| Provide a Contract Summary Report (Annual Maintenance) for each annual inspection (CDRL AOOl ) |
Emergency Repair Service:
| Provide technically trained help desk services, 24 hrs/day, 7 days/week at no additional charge |
| Provide normal duty hour call-back services at no additional charge |
| Provide ONSITE emergency service response during THE NEXT BUSINESS DAY (Mon-Fri 8AM-5PM) after notification |
| Provide trained repair personnel with manufacturer's proprietary system diagnostic tools for all service visits |
| Provide parts replacement including faulty circuit boards, capacitors and fuses, etc., except faulty batteries |
| Provide battery diagnostic efforts in resolving any issue which may be battery related |
Ifone to four batteries are faulty, remove one or four and re-index the UPS to operate .on
39 or 36 batteries
| Include all travel, emergency parts' shipment and other expenses in the proposed cost |
| Maintain a complete parts inventory within one day transit distance of the site |
| Provide a Government Furnished Inspection Equipment Maintenance Report for each emergency repair service (CDRL A002) |

The GWEF currently has eight (8) Eaton Powerware UPS systems installed throughout the facility. Model and serial numbers follow.

S. Place of Performance
Work required to accomplish this task will be conducted at the Government Facility located at 211 W. Eglin Blvd., Eglin AFB FL 32542-5429.
6. Period of Performance
One base year plus three option years
