Vertical Transport Equipment QUESTIONS and ANSWERS
1. Is it my understanding that you only need the required documents that are listed below and no Technical?
ANSWER: A response to this solicitation should include those volumes listed in Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items Paragraph (a)(1). The volumes include the following:

2. You do not want to know how the Contractor would supply services for this RFQ?
ANSWER: The Solicitation establishes only two evaluation factors: Price and Past Performance. Offerors have the opportunity to provide past performance information on how they have provided elevator services on their recent and relevant contracts. Past Performance Information required per Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items Paragraph (a)(5) should include any information available (i.e. descriptive language, letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed projects for same or similar type contracts completed within the last three years as well as current projects nearing completion.
3. How would you know what they (small businesses) will do if you do not have a technical response from these contractors?
ANSWER: Offerors have the opportunity to provide past performance information on how they would supply services for this requirement. Past Performance Information required per Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items Paragraph (a)(5) should include any information available (i.e. descriptive language, letters, metrics, customer surveys, independent surveys, etc.) which demonstrates customer satisfaction with overall job performance and quality of completed projects for same or similar type contracts completed within the last three years as well as current projects nearing completion.
4. How did they get into the facilities services when they started out?
ANSWER: Question is not related to this requirement.
5. The response shall consist of three (3) separate parts???
ANSWER: Yes, a response to this solicitation should include those volumes listed in Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items Paragraph (a)(1). The volumes include the following:

6. Do you not believe a smaller elevator services company can do the same as a larger one that wins all the contracts all the time?
ANSWER: A Sources Sought Notice was posted through the Government-Wide Point of Entry (GPE) FedBizOpps.gov. The responses indicated that there were small businesses interested in this requirement. Additionally, a Dynamic Small Business Search (DSBS) was conducted that revealed small businesses available for this requirement. Based on the Market Research performed, this effort has been set-aside for small business.
7. You are requesting a favorable proposal review but only if you have larger elevator services with contracts worth 1 million dollars?
ANSWER: No, the Government is not requesting a favorable proposal review but only if you have larger elevator services with contracts worth $1,000,000. The Government will, however, evaluate Past Performance Information for relevancy using the following table:

8. Completed copies of provision 52.212-3, Offer Representations and Certifications need to be attached. What Volume do you want this presented in?
ANSWER: A completed copy is of provision 52.212-3, Offer Representations and Certifications and provision 252.209-7999, Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under and Federal Law, with their offer is to be included with the offer. The Offeror may include it in a location to their choosing.
9. In the pricing bid proposal you have 2 places to put prices for the elevator services . Some elevators are hydraulic and some are traction. These would be separate pricing?
On 14 December 2012, the Department of the Air Force implemented the mandatory use of Standardized Vertical Transportation Equipment Performance Statement for maintenance, repair, and inspection services on Vertical Transport Equipment (VTE). Additionally, the Department of Air Force outlined the below CLIN structure.

10. You have a total at the bottom that includes all line items, it should be CLIN 001 Total price with VTE separate from the Amount Column but adds up to CLIN 0001. Do you want a division of final price divided by 63 elevators?
ANSWER: No. The following is an explanation of the above CLIN pricing structure.
CLIN 0001 – The VTE Unit Price for Monthly Full Servicing is to be placed in the highlighted yellow block. There is no separate pricing for different items per the 14 December 2012 memorandum. Once a VTE Unit Price is entered, the spreadsheet will calculate an amount for VTE by multiplying the QTY 0f 63 by the VTE Unit Price. This Amount is then automatically rolled up to the Unit Price for Monthly Full Service. A total amount for Monthly Full Service is calculated by multiplying the QTY of 12 by VTE Amount to get an annual amount for full service maintenance.
CLIN 0002 – Alterations. Performance Work Statement Paragraph 2.1 notates that alterations (a.k.a. modernizations) are not covered in the full maintenance service arrangement as noted in CLIN 0001. Thus, the Government will determine case by case if a repair is considered within the scope of CLIN 0001 or falls in to CLIN 0002 – Alterations. The Government will fund CLIN 0002 as needed. The Offeror is not to propose anything for CLIN 0002. An amount of $1.00 is placed in the Bid Schedule for calculation purposes. This will be the same amount for all offerors.
CLIN 0003 – Over and Above. This CLIN is to provide the Government with the flexibility to cover items that do not fall specifically under CLIN 0001 or CLIN 0002. The Government will fund CLIN 0003 as needed. The Offeror is not to propose anything for CLIN 0003. An amount of $1,000.00 is placed in the Bid Schedule for calculation purposes. This will be the same amount for all offerors.
CLINS 0001, 0002, and 0003 are added together to get a Total Proposed Price for the Base and all Option years. The Total Proposed Prices for the Base and all Option years are then added together to achieve an overall proposed Total Contract Amount. This will be the Total Evaluated Price. This is notated in the BID SCHEDULE that is attached to the COMBO Synopsis/Solicitation.
11. Where is the hourly service rate for call backs after hours set pricing?
ANSWER: There is no hourly rate to be proposed for call backs after hours.
12. CLIN 0003 "Over and Above" what does this reference?
ANSWER: CLIN 0003 – Over and Above. This CLIN is to provide the Government with the flexibility to cover items that do not fall specifically under CLIN 0001 or CLIN 0002. The Government will fund CLIN 0003 as needed. The Offeror is not to propose anything for CLIN 0003. An amount of $1,000.00 is placed in the Bid Schedule for calculation purposes. 13. CLIN 0002 Alterations of what?
ANSWER: CLIN 0002 – Alterations. Performance Work Statement Paragraph 3.2 notates an alteration to an existing VTE is not included under this full maintenance service arrangement. Alteration/modernization will be covered on an over and above Contract Line Item or it may result in a modification to the contract. The typical alteration results in a betterment to the safe operation of the equipment. In the case of elevators, when an alteration is made, all affected safety requirements must be complied with. All work as part of an alteration is required to comply with specific requirements of the current ASME A17.1 Code edition. See ASME A17.1 for requirements.
14. Section 2.5: Can you please clarify that in the event that an elevator requires a part or component that is no longer available from the manufacturer, or otherwise not available from aftermarket sources, it will no longer be included under the normal obligation of repair as defined by the contract. In this situation, a modernization or upgrade is usually required to return the elevator into service.
ANSWER: In the event a component that has failed is no longer manufactured and a suitable alternative component is not available from a commercial source, the unit will become non repairable. The contractor of record will not be held responsible from that point of determination for any further repair to the effected unit.
15. During the site visit, it was discussed that the date of all 5 year load tests for all traction elevators will be published for review and estimation. Please provide clarification if /when this will be provided. Section 4.5 during the site visit, it was discussed that only elevators that were due for the 5 year load test should be tested. Please confirm.
ANSWER: All units on contract will have a current 5 year inspection as of award date. All units will require a five year inspection in the 2020 calendar year.
17. Can you please list any / all buildings that are considered to be barracks, long term or temporary housing?
ANSWER: Buildings 848, 858, 1323, 3054 and 3055 are dormitory type facilities.
18. In the body of the bid solicitation, “FAR 52.252-1 SOLICITATION PROVISIONS INCORPORATED BY REFERENCE” is listed. Under this section the following instructions are embedded in the text “The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer”. Please clarify if this can be completed post award by the successful vender.
ANSWER: Per FAR 52.252-1, “The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer.” As stated, the blocks must be completed and submitted with the offer.
19. Site C-6 has special entry procedures. Can you please address entry / escort wait times, and clarify that this duration will not exceed a predetermined amount of time?
ANSWER: Escort wait times at site C-6 shall not exceed 20 minutes. The contractor of record will be given the contact phone numbers associated with the facility to coordinate for an escort prior to proceeding to said facility. Upon arrival, the vendor will not be required to wait beyond 20 minutes for the escort and will be compensated for the service call.
20. Will certified payroll ( Form wh347) be required on this project?
ANSWER: No.
21. Can this proposal be submitted electronically via PDF ?
ANSWER: No. Addendum to FAR 52.212-1 Instructions to Offerors – Commercial Items paragraph (a)(1) notates that “for all volumes you must submit an original and two (2) hard paper copies and also place all volumes on a Compact Disc (CD”).
22. Question 2: The RFP (addendum 1) references a table in the proposal preparation instructions, (Addendum 1, line item #5, table 1.0 ) that has predetermined values for past performance relevancy. (See below) Can the scale be adjusted to make $250K Very Relevant?
ANSWER: No. The Government will evaluate Past Performance Information for relevancy using Table 1.0. For example, if an offeror submits a three (3) year effort for Past Performance evaluation and the Total Contract Value for all three (3) years together is $600K and notates similar scope and complexities then that submittal will be considered Relevant.
