RFI Questions and Responses

1. Are we replacing 2x4 fixtures with 2x2's or 2x4 LED's?

Government Response: Replace with 2x4 LED

2. Can as-built drawings be provided for existing lighting and branch power?

Government Response: Attached available drawings on a CD

3. Need existing lighting drawings to provide new lighting design.

Government Response: Attached available drawings on a CD

4. What are the sizes of the existing UPS systems?

Government Response: 1.5 MVA. This UPS power is shared with other loads.

5. Is the contractor provided containers for recyclables?

Government Response: Yes. Environmental Office provides a recycle container.

Contact the environmental office.

6. Does the user want Occupancy sensors in all fixtures or just where they are controlled now?

Government Response: Just where they are controlled now.

7. Are the existing fixtures return air fixtures? And do the replacements need to be?

Government Response: no. they are not return air fixture.

8. The existing Lighting did not look to be supported with Grid wire, will the new lighting be?

Government Response: Seismic wires shall be installed in accordance with UFC 3- 310-04 2013 c1 Seismic Design of Buildings.

9. Is the contractor responsible for all escorts?

Government Response: yes. Contractor provides their own escorts.

10. Is there a requirement for the emergency egress lighting?

Government Response: emergency lighting is required. One-for-one replacement.

11. Is there any requirements for the LED recessed cans or is an LED Lamp an option to install rather than replace the fixture?

Government Response: replace existing recess can lamps with LED lamps where it is possible.

12. Is the contracting team looking for a 1 for 1 retrofit solution or do we have the flexibility to redesign the space and try to eliminate lights?

Government Response: not quite understand the question. It is one-for-one replacement. No retrofit solution is allowed. Replace lighting fixtures. Recess can lamps can be replaced with LED lamps.

13. If we eliminate 2x4 lights do you want the contractor to provide ceiling tiles or do you have extras?

Government Response: no elimination of 2x4 lights. It is one-for-one replacement.

14. Can we please get a physical count on the number of battery backup lights in each of the spaces?

Government Response: Refer to the drawings provided for count of emergency lights.

15. If the CAD drawings are not accurate / available, should we just bid off the exact scope of work in the RFP?

Government Response: yes

16. Can the contracting team please confirm that this is an open product spec? We'd like to confirm that the bidder has the design flexibility to choose the best fixture or retrofit kit product for the application.

Government Response: no retrofit kit is allowed. Yes, bidder has the design flexibility to choose the best UL-listed LED fixtures.

17. Are the fixtures required to be DLC or buy American?

Government Response: buy American and green procurement

18. Can we get the exact size of the existing recessed cans dimensions?

Government Response: refer to drawings provided

19. Can we get an exact count of how many fixtures are in hard ceilings vs. drop and the makeup of these? We need to know how many 2x4 and recessed cans respectively are in hard ceilings.

Government Response: refer to drawings provided

20. It looks like none of the existing 2x4 fixtures have hanging wires. Can the contracting team please confirm that the winning bidder will need to provide seismic wires and how many seismic wires are required at this facility per fixture?

21. Can the anchors for the seismic wires be shot in?

Government Response: yes

22. Can the contracting team please confirm that they will require the winning contractor to lock out the electrical at the panel vs. at the local switch level?

Government Response: it is required to lockout and tag out at the panel.

23. When will we be able to perform this work? Night, day, swing shift?

Government Response: Day only. The SOW shows the working time.

24. Which of the contractor’s key personnel as listed in section 01 31 01 are required to be on site full time?

Government Response: quality control and safety officers.

25. Can the superintendent fulfill the roles of: Installation Construction Manager, Job Foreman, Site Safety and Health Officer (SSHO), and Quality Control Officer if they meet the requirements of each?

Government Response: Yes, if he is qualify and has experiences to do so.

26. Is an Environmental Officer required for this project?

Government Response: no.

27. Can the government please provide drawings for this project showing existing lighting layout, hallway dimensions, circuitry, and emergency light locations?

Government Response: available Drawings attached.

28. Can the government please provide ceiling heights for hallway areas?

Government Response: refer to drawings provided.

29. What is the voltage for lighting?

Government Response: 277 V

30. What is the color of ceilings, walls, and carpet in hallways?

Government Response: white. Contractor shall confirm exact color.

31. Some fixtures looked like return air type. Can government specify which ones?

Government Response: there is no return air type.

32. Is the existing ceiling grid ¾” or 9/16”?

Government Response: ¾”. Contractor shall confirm exact size.

33. Will wireless control be allowed for controls systems?

Government Response: no

34. Will dimming capabilities be required? If so, at what levels and capacity?

Government Response: no dimming.

35. Are stairwells to be included in the proposal?

Government Response: Yes. Lights in stairwell are included.

36. Are existing fixtures supported with ceiling wire per current code

Government Response: not all existing fixtures supported with ceiling wire per current code. Seismic wires shall be installed in accordance with UFC 3-310-04 2013 c1 Seismic Design of Buildings.

37. If new ceiling wires are required is the ramset method of installation acceptable.

Government Response: Seismic wires shall be installed in accordance with UFC 3- 310-04 2013 c1 Seismic Design of Buildings.

38. Are the CAD drawings up to date and accurate?

Government Response: No.

39. What are the size of the down lights to be replaced (e.g. 4", 6", 8")?

Government Response: minimum 6". Prefer 8”.

40. Can you provide more information on the requirement for controls? Are we looking to replace with Dimming/Occupancy/Scheduling controls? This is hall way lighting so we would not think they want the lights to turn off at any point. More likely it would be dimming to a certain level then maybe all off on the weekends.

Government Response: Occupancy sensor and manual switch. No dimming.

41. In the Statement of work under section 3.11 it states: The panel that feeds power to the lighting panels are to be new “Eaton Brand Commercial grade Electrical Panels or UL listed equivalent”. Are we to infer that the requirement is asking us to replace the main panel and not just the secondary lighting panels?

Government Response: secondary lighting panels only.

42. Are we to infer that the requirement is asking us to replace the main panel and not just the secondary lighting panels?

43. Please provide the record drawings that at a minimum show the lighting to be replaced.

Government Response: drawings attached

44. It was mentioned at the site visit that the stairwell lighting is to be replaced. These fixtures do not fit a description of any of the fixture types to be replaced in the SOW.

Please clarify if the stairwell fixtures are to be replaced under this solicitation.

Government Response: stairwell lighting fixtures shall be replaced with compatible LED lighting fixtures.

45. Please clarify whether this project is to be priced based on the counts given in the SOW or the actual counts. If the pricing is to be based on actual fixture counts please provide drawings showing the fixtures and locations of these fixtures so that accurate counts can be priced.

Government Response: the counts in the SOW is only a reference. Contractor has to confirm the exact count of lights to be replaced.

46. It was observed at the site visit that many of the light fixtures lacked independent support system. Please clarify whether it is a requirement under this solicitation to meet the code required independent support system for the light fixtures that are to be installed.

Government Response: Seismic wires shall be installed in accordance with UFC 3- 310-04 2013 c1 Seismic Design of Buildings.

47. Is the material provided to be “Buy American Act” compliant and is so which FAR is applicable.

Government Response: buy American and green procurement

48. Please clarify whether labor is to be compensated in accordance with the Davis Bacon Wage Determination or whether labor is to be compensated in accordance with a service contract.

Government Response: Yes

49. Please specify if 2x4 lay-in LED Troffers are authorized for grid ceiling.

Government Response: Yes.

50. Please clarify how long we can expect it to take to obtain contractor clearance badges.

Government Response: in average it takes about one month. It may take longer depending on conractors.

51. It was observed at the site visit that many of the light fixtures lacked independent support system. Please clarify that new light fixture installation includes installation of independent support system where it is currently not present.
