FA2550-16-R-2000-Site Visit Questions/Answers
Question # 1- Ref: PWS Section 1.3.1.1 – Is the PM a roll and responsibility for one of the Crew Chiefs or a separate employee.
Answer #1 : The PM can be one of the CCHs but isn’t required to be. We are only concerned about whether or not the requirements are met. If the contractor wants to hire a full time PM or roll that function into a position that also fills other role, that is a decision for the company.
Question #2 – Ref: PWS Section 1.2.1.1 – There are 4 Mission Sets. All positions have to be capable of acting as CCH for each mission set. – Does this imply 4 CCH?
Answer #2 : This does not imply four individual crew chiefs.
Question #3 – Ref: ADDENDUM TO FAR 52.212-2 Section 1.2 Technical #3 – Is the additional employee required considered to be a CCH?
Answer #3: The individual contractor intelligence support needs to have sufficient background and experience to support mission requirements, but there is no CCH designation associated with the intelligence support position.
Question # 4 – Ref: Combined_Synopsis_527_SAS_Support_Services – both option 4001 – 4003 and
5001 – 50003 have the same Period of Performance but different quantity of months. Is this correct?
Answer #4: PoP for CLINs 5001, 5002, and 5003 revised to 1 OCT 21 - 31 MAR 22 in amendment
0001.
Question #5 - Does the government require contractors to operate government vehicles?
Answer #5: Contractors will not be required to operate government vehicles.
Question #6 – Travel and Surge CLIN’s are FFP. They have always been Cost Plus in the past. Will the
Government consider changing this to Cost Plus?
Answer #6: The Travel and Surge CLIN’s remain FFP.
Question #7. Ref: PWS 1.2.1.4 ON ORBIT ANTI-SATELLITE (ASAT). The contractor shall provide expertise in Rendezvous-Proximity Operations (RPO). The RPO SME position will be filled by a graduate of Advanced Orbital Mechanics or similar formal course in planning RPOs. The Aggressor On- Orbit ASAT mission requires RPO experienced contractors who have experience with maneuverable satellites to teach Aggressors to be RPO Mission Planners and Battle Managers to Air Force Space Forces. The Aggressors will partner with satellite owner/operators to provide contested space training focused on the Find, Fix, Track, Target, Engage, and Assessment process for co-orbital ASATs. Such operations require contractors that shall be able to plan maneuvers using Standard Tool Kit (STK) or similar RPO planning tools. Will the government provide STK or other RPO planning tool? What are they?
Answer #7: The government will provide any RPO planning tools, including STK if needed, to the contractor. The contractor will need to be able to utilize the software to plan maneuvers and teach RPO topics to space forces. Question #8. Ref: Combined Synopsis/Solicitation Addendum to FAR 52.212-1, pg 57. Information to Offerors: 1.2 The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. What is the "evaluation criteria, normally explained in a section M of a solicitation?"
Answer #8: Evaluation criteria are listed in Addendum to FAR 52.212-2, pgs 59-60 of combined synopsis/soliciation FA2550-16-R-2000.
Question #9 Ref: Combined Synopsis/Solicitation Addendum to FAR 52.212-1, pg 58. Information to Offerors: 1.5 “… All required clause fill-ins, pricing and past performance information must be received timely” What past performance information?
Answer #9: Reference to Past Performance removed from Addendum to FAR 52.212-1, pg 58, para. 1.5. in amendment 0001.
Question #10. Ref: Combined Synopsis/Solicitation Addendum to FAR 52.212-1, pg 60. Information to Offerors: Technical "In order to be considered technically acceptable, the contractor’s proposal shall include the following…” What is the evaluation criteria to ascertain acceptability? Similar to information that is normally provided in a section M of a solicitation.

Question #11: Over all – should be FFPLOE not FFP with Cost Reimbursement for travel Surge support, as required, is listed as FFP. How can you do an as required as FFP.
Answer #11: Historical information for travel & surge has been provided in the PWS Appendix C.
Question # 12: Page 60, Price: Evaluation phase (Section M): what is the criteria that the government is going to use to determine a technical proposal to be acceptable or unacceptable.

Question #13: For the proposal, does the Volume 1 page count include:
a. Cover page
b. Index
c. Phase-in plan
d. Acronym list
Answer #13: The Volume 1 page count will not include Cover Page, Index, Phase-In Plan or
Acronym list.
