SECTION I - DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.0. Description of Services/Introduction

This Performance-Based Work Statement (PWS) describes services required for security escort services to support the Schriever AFB Base Information Transport Initiative (BITI). BITI is an Air Force wide program to upgrade bases network infrastructure by incorporating state-of-the art technology.

1.1. Overview/Scope

The Contractor shall provide non-personal services to by provide oversight of the BITI workforce, when applicable, uncleared personnel in the performance of their duties in the Restricted and non-Restricted areas of Schriever AFB.

1.2. General Requirements

1.2.1. The Contractor shall report all Contractor labor hours (including sub contractor labor hours) required for performance of services provided via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance for each government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the Electronic Contractor Manpower Reporting Application (ECMRA) help desk.

1.2.2. The Contractor shall interface with and support other Contractors and Government agencies in support of O&M pertinent to the Contractor’s AOR as identified in PWS scope. This includes providing administrator or equivalent level access to equipment or to personnel authorized by the Government.

1.2.3. The Contractor shall respond IAW written and oral Government directives to short notice taskings, prioritize work accordingly, and notify the Government when complete.

1.2.4. All plans and documents required by this PWS shall be submitted for Government review and acceptance prior to implementation.

1.2.5. The Contractor shall provide Monthy Activity Reports (MARs) to the Contracting Officer Representative (COR), Government Program Manager (GPM), and Contracting Officer (CO) and maintain the records IAW records management procedures in the work centers. (CDRL A004)

1.2.6. The Contractor shall maintain a Points of Contact (POCs) list and shall provide this list upon Government request.

1.2.7. The Contractor shall provide security escort services during nornal duty hours (0700 -1700) Monday through Friday.

1.2.8. Contractor Identification

1.2.8.1. The Contractor shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and by displaying distinguishing badges or other visible identification for all meetings with government personnel. In addition, the Contractor shall appropriately identify themselves as Contractor employees in telephone conversations and in formal and informal written correspondence.

1.2.9. Personnel Security Requirements

1.2.9.1. The Contractor shall provide personnel with the necessary clearances. All Contractors shall have a minimum Security Clearance of Secret. The Contractor shall possess required clearances and certifications on contract full-up performance date.

1.2.9.2. The Contractor shall sign and comply with the installation Visitor Group Security Agreement (VGSA). The VGSA is an agreement between the Installation Commander and the Contractor that describes the conditions that must be met to gain access to the installation and sensitive information. The government will provide initial and follow-up security procedures training to Contractor personnel who work in controlled and restricted areas.

1.2.10. Contractor ancillary training requirements: Not applicable.

1.2.11. Federal, State, and Local Laws

1.2.11.1. The Contractor shall perform the requirements of this contract in such a manner as not to violate any federal, state, or local laws, to include all Code of Federal Regulations (i.e. Occupational Safety and Health Act, Environmental Protection Act, etc.).

1.2.12. Federal Holidays

1.2.12.1. The following Federal Holidays are observed by this installation.

New Year’s Day, January 1st or the Friday preceding or Monday following Martin Luther King’s Birthday, 3rd Monday in January President’s Day, 3rd Monday in February Memorial Day, Last Monday in May Independence Day, July 4th or the Friday preceding or Monday following Labor Day, 1st Monday in September Columbus Day, 2nd Monday in October Veteran’s Day, November 11th or the Friday preceding or Monday following Thanksgiving Day, 4th Thursday in November Christmas Day, December 25th or the Friday preceding or Monday following

1.3. Support Services: Not applicable.

1.4. Emergency, Contingency and Exercise Situations

1.4.1. General

1.4.1.1. During emergency, contingency, and exercise situations the Contractor shall comply with the local installations’ Disaster Preparedness Plan and all Operations Plans, as supplemented, and as requested through the COR and Functional Commander (FC)/Functional Director (FD). The Government reserves the right to perform or supplement performance of contract functions with Government personnel during periods of disaster, war emergencies, police actions, or acts of God.

1.4.2. Exercise and Inspection Support

1.4.2.1. The level of Contractor participation for any given exercise or inspection will be defined by the Government to meet exercise objectives. This requirement includes Contractor personnel on duty. Exemptions for Contractor personnel involvement in exercises may be provided by the 50th SCS/CC when required. The Government reserves the right to perform installation-wide exercises. The Contractor shall support evaluation/inspection teams. The Contractor shall provide written inputs for the Government’s final inspection and exercise reports. Overtime is not authorized for Contractor participation in inspections and exercises.

1.5. Transition Program

1.5.1. Phase-In

1.5.1.1. Phase-In is required only when the Contractor is not the same as the incumbent Contractor. The Contractor and incumbent Contractor shall cooperate with each other and with the Government to ensure a smooth and orderly transition. Phase-In activities shall be accomplished during the Government-defined Phase-In period.

1.5.1.2. Phase-In Transition: The Contractor shall work with the incumbent Contractor to establish procedures to ensure support is transferred without any mission impact. The Contractor shall be permitted over-the-shoulder observation of incumbent Contractor in the work centers.

1.5.1.3. All Contractor Phase-In personnel shall be identified to the Government and shall have appropriate clearances necessary to assume responsibilities identified in this PWS IAW DD Form 254-Contract Security Classification Specification, DoD.

1.5.1.4. The Contractor shall complete all necessary actions during the Phase-In period in order to begin contract performance on contract start date.

1.5.2. Phase-Out: Not applicable.

1.6. Safety

1.6.1. Provisions of AFFARS Clause 5352.223-9001:

1.6.1.1. In performing work under this contract on a Government installation, the contractor shall:

1.6.1.1.1. Take all reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel performing or in any way coming in contact with the performance of this contract; and

1.6.1.1.2. Take such additional immediate precautions as the contracting officer may reasonably require for health and safety purposes.

1.6.1.2. The contracting officer may, by written order, direct Air Force Occupational Safety and Health (AFOSH) Standards and/or health/safety standards as may be required in the performance of this contract and any adjustments resulting from such direction will be in accordance with the Changes clause of this contract.

1.6.1.3. Any violation of these health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the Default clause of this contract.

1.6.2. Specifically, the contractor shall:

1.6.2.1. Maintain a safe and healthful working condition for all Contractor personnel and must ensure conformance with standards developed under US Public Law 91-596, the OSHA of 1970, and State Occupational Safety and Health (OSH) Standards, American National Standards Institute (ANSI), and National Fire Protection Association (NFPA) standards. If a conflict occurs, the Contractor shall apply the more stringent standard. Allow the Base Safety Office to monitor all operations to ensure the safety of Government property. Follow Air Force traffic regulations.

1.6.2.2. Provide a Safety Plan for their employees not later than twenty (20) calendar days after contract award. The Contractor shall provide a preliminary draft. The contractor has ten (10) calendar days, after receipt of Government comments, to prepare and deliver final plan. The Contractor shall provide an updated copy as changes and updates occur.

1.6.2.3. Report all mishaps involving Government property or equipment damaged by the Contractor to the COR, CO, or GPM no later than the end of the next duty day.

1.6.2.4. Be responsible for resolving all regulatory citations, request for delays, and variances and exemptions to OSHA. The Contractor is solely liable for fines, penalties, or other liabilities resulting from the Contractor’s failure to comply with these standards. Reimburse the Air Force for any damage to Air Force property determined by the CO to be in the Contractor’s fault.

1.6.2.5. Inform the COR, CO, or GPM of any identified safety hazards which expose personnel to possible injury, illness, or any possible damage to Government equipment or property.

1.6.2.6. Mishaps Investigation. The Government has the authority to conduct investigations of mishaps in Government facilities or to participate in the Contractor’s investigation of Contractor mishaps. The Contractor shall participate in, and cooperate with, Government mishap investigations as requested.

1.6.2.7. Safety Inspections: Within the 50 states and US territories, Air Force Contractors operating Air Force facilities located on or off Air Force installations, are subject to enforcement authority by Federal and State safety and health organizations. Authorized safety and health officials from states without OSHA approved occupational safety and health plans may be subject to the exceptions contained here, also exercise jurisdiction over Contractors operations.

1.7. Security Requirements

1.7.1. Compliance. The Contractor shall comply with all SAFB security requirements. SAFB is a controlled/restricted area and special security procedures are utilized to deter espionage, sabotage, and theft of Air Force resources. The Contractor shall be responsible for security of his work areas in cooperation with applicable base agencies. All Contractor personnel must have legal United States residency and work authorization status. Contractors will be responsible to verify legal work status in accordance with US Code, Section 274a. 2., regarding I-9 (Employment Eligibility Verification Form).

1.7.2. Vehicle Passes. The Contractor shall request vehicle passes for all vehicles used in the performance of this contract through the 50 SCS Security Manager. The Contractor shall provide proper state registration, proof of insurance, valid driver’s license, and proof of vehicle emissions testing in order to register the vehicle and drive on base. All vehicles will be used in accordance with AFI 31-204, Air Force Motor Vehicle Traffic Supervision. All vehicles attempting to gain access to SAFB must be available for inspection. Large commercial vehicles will present themselves at the SAFB West Entry Gate for inspection prior to gaining access to SAFB.

1.7.3. Restricted Area Unescorted Entry. Since this contract requires frequent access to the SAFB restricted area. Unescorted entry to the SAFB restricted area is required for completion of the contract; the Contractor will request a National Agency Check (NAC) through the 50 SCS Security Office. The Government shall conduct and cover the cost of the actual NAC, which will be submitted through 50 SFS/S5AC (Personnel Security office). Upon favorable adjudication of the records check results, interim unescorted entry may be granted pending completion of NAC. Unescorted entry based on a favorable records check will be limited to Area 7. Individuals may be granted interim unescorted entry based on a favorable local agency check and submission of the NAC.

1.7.4. Restricted Area Escorted Entry. All contractors will be required to have the required clearance to enter and escort in the SAFB restricted area.

1.7.5. Access to Classified Information: Not applicable.

1.7.6. Denying entry to SAFB. The installation commander reserves the right to deny entry to SAFB to any person whose NAC is unfavorable or upon disclosure of information that indicates the individual’s continued entry to SAFB is not in the best interest of the USAF. Additionally, the violation of, or deviation from established security procedures by any Contractor employee may result in the confiscation of restricted/controlled area badges and denial of future entry to SAFB.

1.7.7. Verify identity before entry. 50th SFS personnel will verify the identity and entry authorization of each Contractor employee and vehicle, and may conduct a search of any baggage, articles, or vehicles on SAFB.

1.7.8. Visitor badges: Not applicable.

1.7.9. Reporting of lost badges. The Contractor shall immediately report the occurrence of lost badge(s) to the COR, who will in turn report to SFS. If the COR is not available, the loss shall be reported directly to 50th SFS within one duty day of loss. Replacement badge will not be issued until reporting procedures are satisfactorily completed.

1.7.10. Cost associated with badges etc. All costs incurred by the Contractor associated with security requirements (with exception of the NAC investigations) including submission of necessary security investigation paperwork, and routine entry/exit delays are to be anticipated by the Contractor and shall be included in the price of the contract.

1.7.11. Photography. Not applicable. The contractor will not have a need to take photographs within the restricted area.

1.8. Quality Performance Program Requirements

1.8.1. Quality Assurance: The Government will periodically evaluate the Contractor's performance by appointing a representative(s) to monitor performance to ensure services are received. The Government representative will evaluate the Contractor's performance through intermittent on-site inspections of the Contractor's quality control program and receipt of complaints from base personnel. The Government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or because of repeated customer complaints. Likewise, the Government may decrease the number of quality control inspections if performance dictates.

1.8.2. Quality Control Program: The Contractor shall establish, through an independent function, a quality program which shall encompass all aspects of the contract. The Contractor shall implement the quality program in accordance with the Quality Program Plan (QPP). (CDRL A006)

1.8.3. Quality Control (QC): The Contractor shall develop and maintain a QC inspection system that encompasses all functions of the contract. The QC inspection system shall satisfy the requirements in the Inspection of Services clause in the RFP and resultant contract and shall be designed to keep the Contractor's management informed of all issues affecting quality. The QC records of inspections shall indicate the nature and number of observations made, the number and type of deficiencies found, and the nature of corrective action taken as appropriate.

SECTION III – GOVERNMENT FURNISHED PROPERTY (GFP) / GOVERNMENT FURNISHED EQUIPMENT (GFE)

3.1. Government Furnished Property. Not applicable. The contractor will not be provided government furnished property.

3.2. Government Furnished Facilities. Not applicable. The contractor will not be provided government facilities.

3.3. Government Furnished Furniture. Not applicable. The contractor will not be provided government furnished furniture.

3.4. Government Furnished Equipment. Not applicable. The contractor will not be provided government furnished equipment.

3.5. Government Furnished Parking. No reserved parking spaces are provided as part of the PWS.

3.6. Government Furnished Services. The following services will be made available and paid for by the government to the extent described below.

3.6.1. Telephone Services. The government will provide local and Defense Switching Network (DSN) telephone service. A list of telephone numbers and access capability will be provided under separate cover. The government shall provide all maintenance service on government provided phone lines and instruments and will relocate subject service when the relocation is approved by the government. Government provided telephone service shall be used for official calls necessary in the performance of the PWS. All commercial long distance expenses shall be the contractor’s responsibility. The Contractor shall provide his or her own non-Government telephone service through off-base switching equipment for personal or unofficial business.

3.6.2. SAFB Police and Fire Protection. The government will provide police and fire protection.

3.6.3. Medical. In the event of an emergency on SAFB, the government or its agent will respond and transport contractor employees to a local medical facility, if necessary.

3.7. Contractor Furnished Property and Services. Except for those items or services specifically stated in section 3.1, the contractor shall furnish everything needed to perform the PWS according to all its terms. The following mentioned requirements are not all inclusive of the contractor furnished items and services required in the performance of the PWS.

3.7.1. Contractor Vehicles. All contractor vehicles, if applicable, shall meet local, state, and federal safety and insurance requirements, at no additional cost to the government. Vehicle state licensing shall be the responsibility of the contractor and shall be provided at no cost to the government.

3.7.1.1. Operator License Requirements. All contractor vehicle operators shall possess a valid state driver’s license. This license shall meet the federal, state, and local highway system requirements for the type of licenses required for the activity being performed to include specialty license and/or commercial driver’s license. This licensing requirement is the responsibility of the contractor and shall be provided at no additional cost to the government.

3.7.1.2. Employee Vehicles. All employee vehicles shall meet local, state, and federal safety and insurance requirements. Employees shall comply with base traffic regulations.

3.7.1.3. Employee Parking. Parking in many locations on the SAFB is limited. Employees shall park their personal vehicles in designated employee parking locations only.

B.0. APPENDIX B – DEFINITIONS

Advisory Publication (A in Appendix E) - An advisory publication is included in the contract to provide information only. An advisory publication is not directive upon the Contractor. If an advisory publication requires compliance with one or more publications or parts of other publications, the referenced publication(s) or referenced part(s) is/are neither mandatory nor advisory upon the Contractor unless the reference document is included in Appendix D.

Bidder’s Library - Allows bidding Contractors access to all applicable documentation in a centralized location. The content of the Bidders Library includes items such as the following:

1. GFE/GFP listings

2. Schematics, specifications, red-lined drawings, blue prints

3. Operating Instructions (OIs), Service Level Agreements (SLAs), Memorandums of Agreement (MOAs), Memorandums of Understanding (MOUs), Letters of Agreements (LOAs).

4. Master Document Listing

5. All documentation that is deliverable based on the requirements of the PWS (CDRLs)

Contractor Acquired – Items reimbursable under the contract with the COs approval.

Contracting Officer Representative (COR) - A functionally qualified, Government person responsible for surveillance and reporting of Contractor performance. Individual who monitors a Contractor and who is involved in every aspect of a contract to ensure the Contractor is in compliance with that contract.

Letter of Agreement (LOA) – A document designed to provide a clear statement of expectations, establish responsibilities, and standardize procedures between two entities desirous of doing business with each other.

Memorandum of Agreement (MOA) - A non-legally binding document containing cooperative working arrangements between two entities desirous of doing business with each other.

Memorandum of Understanding (MOU) - A non-legally binding document containing cooperative working arrangements between two entities desirous of doing business with each other.

Operations Security (OPSEC) –A process of identifying, analyzing and controlling critical information indicating friendly actions associated with military operations and other activities to: Identify those actions that can be observed by adversary intelligence systems; Determine what specific indications could be collected, analyzed and interpreted to derive critical information in time to be useful to adversaries; Select and execute measures that eliminate or reduce to an acceptable level the vulnerabilities of friendly actions to adversary exploitation.

Services Summary (SS) –A Performance Measurement section contained in the PWS which summarizes the performance objective (service required) and performance threshold (specific standard) required.

C.0. APPENDIX C – PUBLICATIONS

C.1. GENERAL INFORMATION: The publications listed in this appendix are generally referenced in the PWS. The Directive/Guidance (D/G) column indicates the extent of Contractor compliance with the publication that is prescribed by the PWS. A “D” in the column means the publication is a “directive publication”, that requires mandatory compliance by the Contractor. A “G” in the column means the publication is a “guidance publication”. These publications provide guidance for the Contractor to perform particular tasks or operations in a manner compatible with Air Force procedures. However, the Contractor is required to comply with the intent of the publication. Additionally any procedures developed by the Contractor shall be compatible with the intent of the “G” publications.

C.1. Mandatory Publication (“M”) - A mandatory publication is one in which compliance is required. If a mandatory publication requires compliance with one or more publications or parts of other publications, the referenced publication(s) or referenced part(s) is/are advisory upon the Contractor as they apply to the original mandatory publication, unless the referenced publication is also included in Appendix D as a mandatory publication. Supplements to a mandatory publication are also mandatory when called out.

C.2. Guidance Publications (“G”) – Publication for guidance use only.

C.3. Publication Revisions. The publications listed in Appendix D undergo continual revision. The Contractor shall review all revisions, changes, and supplements for any cost impact (increase/decrease in work) and shall advise the CO within 30 days of revisions. Upon such notification, the Government will review the changed requirement(s) and provide direction. Any changes affecting Contractor cost shall be covered under the “Changes” clause via a modification. Changes that are merely administrative in nature shall be accepted and performed accordingly. When revisions, changes or supplements involve safety, classified control or mission degradation, notify the CO by message within 24 hours of receipt of the publication and advise whether a cost impact has been created.
