Attachment 1 - Instructions and Basis of Award N/A Due to end of year closeout tasks and holiday time interference, could offers due date be extended?

The due date can and will be extended to January 5th, 2024 to allow for some flexibility but to also remain within the timeframe required to award and begin work.

Attachment 1 - Instructions and Basis of Award N/A Will a site visit be conducted?

A site visit will not be conducted as a full list of all trash and recycling receptacles as well as their sizes and locations have been furnished in Appendix F.

1.1.1.1. Municipal Solid Waste/1.1.1.2.1. Recycling pg 5

Can the government add a line item for Phase In / Phase Out, as the new contractor will need a period of time to distribute containers and transfer service?

Per Attachment 1, "Instructions and Basis of Award", pricing should be included within existing CLINs for any estimated equipment purchases or transition costs. A separate phase in/phase out line item will not be created following precedence set by the previous integrated solid waste management contract as well as other existing contracts on other Government bases.

1.1.10. Vehicle Weighing. pg 8 What is the availability of the on-base scale? There is no scale on base.

1.3.2. Disposal of Non-marketable Materials pg 9 Contractor would collect material that had previously been dropped at a MRF? Is this feasible?

Commodity rejection from a off-base material recovery facility would be brought to the CO or COR's attention by the Contractor as well as a proposed remedy for the rejection. In the event of a rejection, that is the only time that a pickup from an off-base material recovery facility would be contemplated.

1.1.1.2.1. Materials / 1.2.1. Materials pg 6, pg 8/9

Recyclable materials is listed twice in the PWS, with the inclusion of scrap wood, rags/textile wastes, batteries, and tires in 1.2.1. Does 1.2.1. refer to materials accepted at the Base Recycling Center only (1.2.3.)? Is the Base Recycling Center (1.2.3.) expected to be operated by the contractor?

There is no central base recycling center. All recycling containers are in designated areas outside of buildings as specified in Appendix F. The reference to the Base Recycling Center/Material Recovery Facility refers to the off-base material recovery facility only that is expected to be within the vicinity of Buckley SFB.

1.5. Report and Records pg 10

Due to data release timeliness from 3rd parties, could report due dates be moved from the 5th working day of the month to the 10th working day?

The due date for reports may be changed at a later date during discussions with the successful offeror after award has been made.

Table A2 pg 23 Are compactors (Base Exchange and Commissary) required, or could contractor utilize other container solutions?

Currently, offerors should structure their proposals per the PWS and Instructions to Offerors as is outlined with specifics on the compactors detailed in Appendix F. There is no intention at this time to change the usage of compactors as outlined in the PWS. However, any changes to compactors or possible alternative solutions to the need for compactors could be discussed by the successful offeror after contract award and during initial meetings.
