PERFORMANCE WORK STATEMENT (PWS)
FOR
MUSIC DIRECTOR, CATHOLIC PARISH
14 August 2019

Performance Work Statement (PWS)

1. Title. Music Director for the Catholic Worship Community, herein called “Music Director,” consults, coordinates with and is monitored by the Resources and Requirements Catholic Priest or Designee.
2. Scope of Responsibilities. Music Director provides the music activities for the Catholic Worship Service. The Music Director shall provide labor and management to support the responsibilities outlined within this PWS. These responsibilities include, but are not limited to playing, practicing, and scheduling music for the various Catholic worship services in collaboration with the Catholic Priest.
2.1. Director services shall be required for rehearsals, liturgies, and special liturgies.
2.1.1. Special liturgies include but are not limited to: memorial masses, funeral liturgies, combined services, faith specific holidays, and occasional support for special events. These special liturgies could occur on any day of the week, to include week days.
3. Education and Experience. Music Director shall:
3.1. Have 2 or more years of college in music performance (or related field), or equivalent years of related experience in a chapel/church setting. The contractor must have experience and knowledge playing traditional Catholic music.
3.2. Be able to sight-read, improvise, and play music.
3.3. Possess the ability to develop and maintain a healthy and positive relationship with volunteers.
3.4. Be fluent in reading, writing, and speaking English in order to perform all responsibilities outlined within the PWS.
3.5. Have experience operating and troubleshooting sound systems.
4. General Responsibilities. Music Director shall:
4.1. Provide director support for the Catholic worship service at Buckley Air Force Base Chapel.
4.2. Provide support for a minimum of 1 rehearsals and 1 worship service each week for the Catholic Service.
4.3. Sing and lead congregation in worship.
4.4. Play an instrument appropriate for accompanying Catholic worship.
4.5. Prepare music in keeping with the respective liturgy worship service.
4.6. Organize and lead a choir.
4.6. Collaborate musical selections with the Catholic Priest and designated music accompanist.
4.7. Lead the choir and congregation in worship.
4.8. Coordinate all support requirements with the Catholic Priest or their designated representative.
4.9. Assist the Catholic Priest or their designated representative in developing the following in regards to Music Director Programs as appropriate: annual calendar of events, Chapel Tithes and Offerings Fund budget, appropriated fund budget, and core volunteer training requirements.
4.10. Return any and all United States (U.S.) Government owned music scores and equipment obtained in the performance of the required duties following the last service provided under the contract.
4.11. Not engage in the unauthorized duplication of copyrighted materials by photocopying or any other means that would expose the Government to liability for penalties under existing or future copyright laws.
4.12. Provide a temporary replacement due to leave of absence of sickness/illness as necessary to ensure 100% coverage for all responsibilities listed within this PWS. The replacement shall meet or exceed the qualifications of the Music Director. This shall be coordinated with and approved by the Deputy Wing Chaplain and/or their designee at the start of Music Director’s performance of approved replacement.
4.13. Ensure that all facilities used are properly secured, to include all doors and windows, following the conclusion of all rehearsals and worship services. In addition, the Music Director will ensure applicable music equipment (to include cords, microphones, DI boxes) are properly stored following each rehearsal and worship service.
4.14. Request and maintain all supplies and resources necessary for running the Catholic music program.
5. Specific Responsibilities. Music Director shall:
5.1. Arrive at least 60 minutes prior to the beginning of all services and 15 minutes prior to the beginning of each rehearsal. Adequate preparation must be made for the worship service to include musical warm up, review and correct (if applicable) all visual media (e.g., Microsoft PowerPoint presentation of musical arrangements for worship service), in coordination with the audio visual volunteer testing of sound equipment including sound checks of microphones.
5.2. Submit purchase/repair requests as needed for support of the music program to the Catholic Priest or their designated representative.
5.3. Be accountable for opening and securing any facilities used for rehearsals, and ensuring any space utilized is left in a clean and professional appearance.
5.4. Maintain a professional attitude and environment to include hygiene and appearance.
5.5. Select music that is consistent with the nature of the designated liturgy.
5.6. Provide arranged, improved, and/or scored music as appropriate for compatibility with the type of liturgy or other functions of the Catholic Priest’s program at which it was rendered.
5.7. Attend weekly meetings identified by the Catholic Priest or their designee regarding music support.
5.8. Provide lyrics and ensure proper formatting as needed for all liturgies as required.
5.9. Set up all sound system requirements and ensure they are powered and working correctly for all liturgies or events, to include rehearsals and performances.
5.10. Complete facility requests, as required, to reserve chapel facilities IAW local Chapel Operating Instructions (460 SW/HC OI 52-101). When completing facility requests, all facility requests must be approved by the Wing Chaplain or his/her designee before assuming space has been reserved for Catholic Music activities.
6. Criminal History Background Check. Music Director shall:
6.1. Submit completed background check applications to the Chaplain Corps background check program manager for processing. It is mandatory that all Music Directors working with children under the age of eighteen (18) undergo a background check investigation in compliance with DoDI 1402.5, Criminal History Background Checks on Individuals in Child Care Services, and AFI 52-101.
6.2. Have the right to obtain a copy of any background check pertaining to the individual and may request assistance if information is inaccurate
6.3. Re-accomplish a complete background check in the event of a break in U.S. Government service.
6.4. Ensure all volunteers working with youth below 18 years of age receive a background check as described in DoDI 1402.5, Criminal History Background Checks on Individuals in
Child Care Services, or applicable AFI. The Music Director will also ensure that each volunteer remains under Line of Sight Supervision until such a time as the volunteer receives a ‘favorable’ background check as notified by the background check monitor. There is no charge to the Music Director for these Criminal History Background Checks.
6.5. However, at all times while children are in the care of that individual and until background checks are complete, the Music Director shall be within sight and continuous supervision of a Chapel staff person whose background check has been completed, a chaperone, or parent/guardian.
7. Duty Hours. Music Director shall be required to be present for the following:
7.1. Duty hours and times for performance include all rehearsals, services, and special services. Requirements vary per season/month to fulfill this contract. The events over the course of 12 months shall not exceed 129 units.
7.2. Absences due to illness or family emergency will be dealt with on a case by case basis.
The Music Director shall not employ/sub-contract any person to perform any work required by this PWS without prior approval. Unless they have previously completed a background check, replacements must be approved by the Service Catholic Priest and, at a minimum, be supervised via Line of Sight requirements.
7.3. Rehearsals shall be held at an appropriate time to allow for maximum participation of volunteers.
7.3.1. Rehearsals shall be held separate from the 60 minute window prior to services and special services.
7.3.2. Duration of rehearsals shall be an appropriate length to ensure adequate preparation for performances at weekly services or special services (no less than 1 hour and no more than 3 hours in length). The length of rehearsal must be considerate of the time of volunteers participating therein.
7.4. Chapel Hours of Operation. To interact with Chapel staff, normal Chapel workdays are
Monday through Friday from 0730 to 1630 except US Federal Holidays and family days.
Regular meetings will not be held during the below US official holidays. Federal holidays are as follows:

7.5. Contractor will be granted base access during the hours of 0500-2200 on the days approved by Catholic Priest and Base Contracting Office to provide music support services only.
8. Other.
8.1. Liturgies. All liturgies celebrated are at the discretion and oversight of the Catholic Priest.
8.2. Contractor will be required to furnish themselves, and all others deemed required by the Chapel staff will be provided by the Government.
8.2.1 The U.S. Government will maintain proper care of instruments. Normal wear and tear will be acceptable. The Music Director(s) shall report to the Chapel staff on the condition of Government’s musical instruments and identify any needs for maintenance on them. The Music Director(s) will be responsible for repair or replacement of damaged equipment due to negligence or misuse.
8.3. Quality Assurance: The U.S. Government will evaluate the Contractor’s performance under this contract by monthly periodic inspections against Attachment 1, Service Summary Standards. This plan is primarily to ensure that the Contractor has performed IAW contract performance standards. These standards provide a systematic method to evaluate performance to include how the performance standards will be applied, the frequency of surveillance, and the acceptable quality levels for each of the metrics identified in Attachment 1. These standards are created with the premise that the Contractor is responsible for management and quality control actions to meet the terms of the contract while the Government is responsible for quality assurance actions.
8.5. Conflict of Interest. Due to the potential for the appearance of conflict of interest, the following regulation applies as stated in AFI 52-105, Chaplain Corps Resourcing, Conflict of Interest.
8.4. Inspections. The Contracting Officer and chapel staff may observe the Music Director(s) at any time to assure that the programs and services are operating in accordance with this PWS.
The Contracting Officer and chapel staff may inspect files and records at any time.
8.5. Keys. The Music Director shall establish and implement methods of making sure all keys/combinations issued to the Music Director by the Government are not lost or misplaced and are not used by unauthorized persons and all keys are returned upon contract termination.
8.5.1. The Music Director shall not duplicate any keys issued by the U.S. Government. The Music Director shall immediately report to the Chaplain any occurrences of lost keys. In the event keys, other than master keys, are lost the Music Director may be required, upon written direction of the Chaplain, to re-key or replace the affected lock or locks without cost to the U.S.
Government. The U.S. Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Music Director. In the event a master key is lost the U.S. Government shall replace all locks and keys for that system, and the total cost will be deducted from the monthly payment due the Music Director.
9.0 Estimated Number of Sessions: This position will require no more than 129, one and one half (1.5) hour, sessions during the contract period. These sessions normally will consist of:

c. Ash Wednesday
d. Holy Week (Holy Thursday, Good Friday, Easter Vigil)
e. Other Holy Days of Obligation
f. Funerals, memorial services, and other special services as designated by the
Contract Priest/Wing Chaplain or his representative
