Performance Work Statement
Protestant Religious Education Coordinator 18 June 2019
Section 1 INTRODUCTION:
1.1 Purpose: The purpose of this Performance Work Statement (PWS) is to obtain a Protestant Religious Education Coordinator for the 460th Space Wing Chaplain Corps at Buckley AFB, CO. The position is, on average, 25 hours a week but the exact work schedule is to be arranged with the 460th Space Wing Chaplain (460th SW/HC), and/or designee, and may be adjusted to meet mission requirements. Work in this Performance Work Statement must be completed before submitting for pay in Wide Area Work Flow (WAWF).
1.2 Organizational Location: 460th Space Wing (460th SW), Air Force Space Command (AFSPC), 460th SW/HC, 16401 E A-Basin Ave. Buckley AFB, CO 80011- 9509.
1.3 Scope: This PWS addresses a series of qualifications, responsibilities, and actions necessary to provide Religious Education for the 460th Space Wing Protestant Community. The Protestant Religious Education Coordinator will provide quality religious education beginning with preschool children and be ongoing through Protestant Adult Religious Education to meet the mission and objectives of the Buckley AFB, Protestant Chapel Program as described in the following Air Force Policy Directives (AFPD) and Air Force Instructions (AFI):

The contractor shall comply with any new updates and/or amendments to the aforementioned AFPD and AFI’s. The contractor works under the supervision of the Wing Chaplain and/or his/her designee in cooperation with the Protestant Service Pastor and other staff members. The contractor is primarily responsible for planning, organizing, and coordinating the Protestant Religious Education program for infant, toddler, pre-school, Pre-school, Elementary School, Junior High School, and High School Education and adult studies and programs and events. This may also include
18 July 2019 single service members residing in the dorms on Buckley AFB. This may include an annual Vacation Bible School and supervising all Protestant Religious Education, for the Protestant Community.
Contractor may plan or supervise other religious education programming, including adult education, in coordination with the Protestant Service Pastor and approval of the Wing Chaplain. When advised by the Wing Chaplain, the contractor may should the Protestant Service Pastor with the planning, organizing, and coordination of Protestant lay activities. Areas of assistance may include special ecumenical and Protestant community activities, registration and record keeping, liturgical ministry schedules, and other Protestant Community related activities approved through the Wing Chaplain.
1.4 Qualifications:
1.4.1 Minimum of a bachelor’s degree in education, youth ministry, or equivalent, or at a minimum of five years, working in a similar or related field. Academic and work related references documenting past work performance and character is required. Previous experience as a Religious Education Coordinator is highly desirable.
1.4.2 Must demonstrate ability to fulfill the duties listed in this Performance Work Statement (PWS).
1.4.3 Prior experience working with children, age’s infant to 18 years old, in a group setting.
1.4.4 Demonstrate a strong knowledge of Protestant faith, practice, and traditions.
1.4.5 Ability to perform the required services with little to no direction.
1.4.6 Demonstrate ability to work in cooperation with Chaplain Corps leadership, other contractors, parishioners, and volunteers.
1.4.7 Must be able to work in a pluralistic environment (see 1.5.1.) which is not a normal requirement in local churches.
1.4.8 Must have basic computer skills including the use of Microsoft Windows and Microsoft Office programs.
1.4.9 Must be able to conduct administrative requirements in verbal and written clarity using English as the primary language and clearly communicate in English.
1.4.10 Applicant must complete a personal background check. Mandatory disqualifying criteria include any conviction of sexual offense, a drug felony, a violent crime, or a criminal offense involving a child or children.
1.4.11 Background Check: Working with children is a very sensitive issue in today’s work climate. Extreme care must be taken to hire someone with an excellent background. Contractor will undergo a complete background check in accordance with DODI 1402.5.
1.4.11.1 In accordance with DODI 1402.5 paragraph E6.4.1.4., the contractor may NOT begin work before the completion of a adjudicated background checks.
1.4.11.2 In accordance with DODI 1402.5 paragraph E6.6.2. payment of the background check is the responsibility of the requesting Service or agency (e.g., Buckley AFB chapel).
1.4.12 National Accreditation Check: In order for the contractor to use the base network, he or she will complete all the paperwork and forms necessary for a National Accreditation Check. The cost of the check will be paid for by the government. The contractor shall also complete the Informational Awareness Training, including passing a final test, within three (3) days of starting the position.
1.5 Definitions: For the purpose of this PWS, the following definitions are provided for clarification:
1.5.1 Pluralistic: The existence of different ethnic, religious, or political backgrounds within one society/community.
1.5.2 Protestant Service Funds or Chapel Tithes and Offerings (CTOF):
Voluntary offerings, contributions, and other non-appropriated assets of the Protestant Community at Buckley AFB.
1.5.3 Protestant Community at Buckley AFB: All subjects on Buckley AFB, as well as Protestant retirees, civilian employees of Buckley AFB, and families who use the services of the 460th SW/HC (hereafter referred to as “The Protestant Community”).
1.5.4 Volunteers: Those who serve the mission requirements of The Protestant Community without benefit of pay. They include but are not limited to, religious education teachers, fellowship coordinators, ushers, counters, and liturgical ministers.
Section 2 DUTIES:
2.1 Primary Responsibilities:
2.1.1 Work with the Protestant Service Pastor and/or the Deputy Wing Chaplain to prepare and present to the Wing Chaplain for approval, an annual budget for all Protestant RE programs and events to be funded out of the Appropriated or the Chapel Tithes & Offering Funds 6 months out; plan and order curriculum 3 months out; and plan and publicize a calendar of events 3-6 months out pending the events.
2.1.2 Recruit teachers, teacher aids, and volunteers (i.e. song leader, craft coordinator, snack coordinator, etc.) for Religious Education (RE) program. Also be prepared to lead RE classes (i.e. Children’s Church, VBS, AWANA commander/teacher, etc.) during volunteer shortages.
2.1.3 Work with NCOIC, Chapel Operations or his/her designee to ensure teachers or substitutes have a secured background check and are cleared to work with children 17 years of age and younger; are properly trained, equipped, and present to teach/lead all scheduled classes. Oversee and secure Chapel facility before, during, and after Protestant RE programs. Also substitutes must meet all requirements in accordance with section 1.4.
2.1.4 Enroll and keep records of all Protestant RE students. Attendance figures will be turned into the NCOIC, Chapel Operations or his/her designee to validate attendance and ensure accurate record keeping for AFCCARS on a weekly occurrence.
2.1.5 Acquire and maintain all supplies and resources necessary for running the Protestant RE program to include Adult Bible Studies and Events, Vacation Bible School, children’s church programs, and other religious education programs as applicable. This includes filling out either/or both the Appropriated Funds request or the Chapel Tithes & Offering Funds request to ensure purchases are made on time.
2.1.6 Within the first month of being hired the contractor will submit to the Protestant Service Pastor or Deputy Wing Chaplain a list of at least two (2) qualified substitutes for approval in case of an emergency or planned absence.
The substitute will be compensated by the contractor.
2.1.6.1 Ensure a substitute with at least equal qualifications listed in 1.4 is provided.
2.1.6.2 The Protestant Service Pastor and/or Deputy Wing Chaplain must be notified by contractor or substitute of a planned absence, at least two
(2) weeks in advance.
2.1.6.3 Substitutes will be required to attend all previously scheduled Protestant RE events in the absence of the Protestant RE Coordinator.
2.1.7 Complete facility requests, as required, to reserve chapel facilities IAW local Chapel Operating Instructions (460 SW/HC OI 52-101). When completing facility requests, all facility requests must be approved by the Wing Chaplain or his/her designee before assuming space has reserved for Protestant activities.
Responsible for all set up prior to the events, clean-up following events and ensuring security of the Chapel facility as outlined in the current Facility Use Guidelines.
2.1.8 Coordinate with the NCOIC, Chapel Operations or his/her designee in initiating and maintaining annual background checks on all teachers, substitute teachers, and helpers 18 years of age or older.
2.1.9 Develop, execute, oversee and record the entire Protestant Religious Education Program by coordinating the Infant, Toddler, Pre-school, Elementary School, Junior High School, and High School Education programs as well as Adult Studies, programs and events. This could include single service members residing in the dorms on Buckley Air Force Base.
2.1.10 Protestant RE will be present at the Protestant Religious Education facility when classes are in session, to provide for the administrative needs of students, teachers, and parents.
2.1.11 Attend staff meetings and Protestant Parish Council meetings as required by the PWS.
2.1.12 Contractor will have set and published office hours, on average, 25 hours a week but the exact work schedule is to be arranged with the 460th Space Wing Chaplain (460th SW/HC), and/or his/her designee, and the Protestant Service Pastor, and may be adjusted to meet mission requirements. The work schedule will include any meetings, trainings, purchasing of supplies, office hours, and programming where attendance is necessary to completing duties in this PWS.
The set and published office hours will be approved by the Wing Chaplain and/or designee in coordination with the Protestant Service Pastor.
Section 3 GENERAL INFORMATION:
3.1 Period of Performance: Contract period is the base year (15 September 2019 – 14 September 2020) plus four (4) renewable option years (12 months) at the discretion of the government. At the discretion of the contracting officer, this contract may be extended for six (6) months upon giving contractor notice any time within 30 days of contract expiration date.
3.2 Appearance and Conduct: Maintain a neat, clean and well-groomed professional appearance and conduct in a business-like manner. Able to work in a religiously pluralistic environment and have a willingness to work with people of diverse faith expressions. Must preserve any confidential issues seen or heard within the Chapel staff or facilities.
3.3 Rates of Pay: The contractor shall submit a monthly invoice via Wide Area Work Flow (WAWF) for services rendered. The Wing Chaplain or his/her designated representative will verify the invoice and approve it for payment within five (5) days via the WAWF System.
3.4 Invoice: Contractor shall be required to invoice through the WAWF system at https://wawf.eb.mil. More information regarding WAWF will be provided upon contract award or by contacting the Contracting Office. The contractor must have current registration through the System for Award Management (SAM), www.sam.gov.
3.5 Materials and Equipment: The government will provide all necessary equipment, supplies and materials mutually agreed upon for the fulfillment of this contract.
Requests for supplies/equipment are processed according to procedures established by the Wing Chaplain.
3.6 Pass and Identification. The contractor shall ensure the pass and identification items (valid driver’s license, current vehicle registration, and current insurance) required for the contract performance is obtained for employees and non-government owned vehicles with the Buckley AFB Security Office/Visitors Center.
3.7 Visit Authorization: Once hired, before the first arrival of the first duty day, the contractor must e-mail an Entry Authorization List (EAL) to 460 CONF/PKB no later than three (3) days prior to start, listing their full name and company name of all individuals who will be visiting the installation. The EAL must provide the purpose of the visit, the date (1 September 2019 through 31 August 2020), and a Point of Contact (POC). The Buckley Visitor Control Center hours of operation are Monday – Friday, 6:30 AM to 4:30 PM. Access to Buckley AFB before the first day must be obtained during these hours. Upon receipt, the EAL will be given to the Buckley AFB Security Office/Visitors Center for issuance of a Visitor/Vehicle Pass.
3.8 Disposition of EAL: Upon receipt, the EAL will be given to the Buckley AFB Security Office/Visitors Center for issuance of a Visitor/Vehicle Pass.
