Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 460 CONF/LGCB Purchase Request/ Identification Number:
Project/Program Name: Pharmacy Script Center Estimated Contract Cost (including Options):
$25,788.00 Base Plus Two Option years
Section B: Description of the Supplies/Services Required
This requirement is to provide the parts, labor, and warranty to maintain the ScriptCenter and ScriptLockers.
Section C: Justification for Soliciting from a Single Source
The decision to award this contract under Other Than Full and Open Competition, IAW FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Asteres, Inc is the only vendor currently marketing this type of patient self-dispensing pharmaceutical product for use by the DoD and has proprietary rights as the OEM for all hardware and software, and service under several patents.
Section D: Efforts to Obtain Competition
Market Research was created using the following methodology: the Medical Logistics Service Contract Manager (SCM), Mr. Chad Redder, surveyed local market capabilities through 1) internet-based research on open-source websites such as Google; and 2) inquiring for sources/data with Maxwell AFB and Fairchild AFB. These bases provided (1) potential vendor and sole source documentation for Asteres Inc. Asteres Inc. is the incumbent contractor for FA2543-14-P-0008. The maintenance and software license is proprietary to Asteres.
Section E: Steps to Preclude Future Single Source Awards
For the reasons stated in Section D, Asteres Inc is the sole manufacturer marketing this type of patient self-dispensing pharmaceutical product. Asteres has only authorized qualified technicians to maintain the equipment.
If a similar requirement comes up again, thorough market research and synopsis to determine validity of a sole source will be conducted. If not valid, competition will be sought to the maximum extent possible.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
