SOURCES SOUGHT SYNOPSIS

LIGHTNING WARNING APP DEVELOPMENT

PATRICK AIR FORCE BASE, FL

1. This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL

BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will not be notified of the results of the evaluation.

2. Project Description: The 45th Space Wing/45 CONS is seeking sources for a cellular phone application which can interface with the Eastern Range lightning system, and provide warning to personnel based upon their GPS location. The app will warn personnel of a lightning strike within a configurable distance of their current location, and within a configurable time (default is 5 nautical miles within the last 20 minutes).

Current limitation is the app must use the lightning data provided by the Eastern Range lighting system, which both lightning aloft and cloud-to-ground lightning. Other sources of lightning data are unacceptable, even if there is an advertised capability of both lightning aloft and cloud-to-ground lightning. Preferred to be able to configure data to accept lightning data from other sources; examples include, but are not limited to Earth

Networks total lightning, the National Lightning Detection Network, USPLN, and Nowcast.

The app must not make the physical location of the users known to outside government sources.

The status must be updated no less frequently than every 30 sec, but a faster update rate is preferred.

Preferred to have a map (visual) display of all lightning activity for a configurable amount of time (default is 30 min)

Preferred to have the ability to turn on and off weather radar visual data.

3. The Government requests the following in response to this posting:

a. Capability Statements not to exceed one page in length.

b. Feedback on the anticipated project parameters described in paragraph 2 above.

c. Information regarding an appropriate delivery schedule for this project.
