FA252120B0021 – REPAIR SWSA OPERATIONS CENTER
DBEH 19‐1536
QUESTIONS AND ANSWERS
Question #1. Technical Specification/page/paragraph Section: 01 45 00.00/Page: 10/Paragraph:
3.4.2
A CQC System Manager with an Engineering or similar degree, with 10 years experience, is going to be virtually impossible to find for a 1 year project let alone a six month project and incredibly expensive. We request this be changed to someone with experience as a CQM with the CQM certification. This is not a highly technical project.
Answer #1. A CQC System Manager may be substituted with a CQM with CQM certification.
Question #2. Technical Specifications: Section: 01 78, 23 Operation & Maintenance Data:
Please clarify if this will need commissioning? The Section mentions Commissioning Authority Review and Approval. Usually a Commissioning Authority provides more than just a review of O&M data.
Answer #2. Total building commission is not required.
Question #3. Technical Specification/page/paragraph: Section: 09 30 10/Page: 8/Paragraph: 3.3
The specs call for a mudset wall installation. Is this the intent? In light of the concern over silica, there are new products that are light weight and silica free and are meant to render walls as much as ½” thick without using wire mesh and the workable mortar bed. The structure would need to be a cementuous board and not denshield.
Answer #3. Contractor may submit alternative products for review. It is probable that the alternatives could be approved during the submittal process.
Question #4. Technical Specification/page/paragraph: AD-101
Demolition Plan, Note 10, remove concrete slab and piping, at the west end of the building, there is a metal deck that the raised floor is sitting on. This is not shown on the plan. Also, the metal deck is painted. Do you know if the paint contains lead, other heavy metals, or PCB content?
Answer #4: On both the original drawings and revised drawings: Refer to Sheet AD-101, Detail A1, Note 3 regarding removal of metal sub-floor structure; refer to Sheet ENV-101 for location and material description (including paint colors) of hazardous materials; and refer to Sheet ENV-100 for hazardous materials procedures.
Question #5: Technical Specification/page/paragraph: AD-101
How far below the metal deck is the concrete that has to be cut and removed?
Answer #5: Approximately 6".
Question #6. Technical Specification/page/paragraph: CD-101
CLIN 0003 includes all work in connection to the Existing Utility Trenches. On page CD-101, note #1 says to remove the existing trench walls, fill, and compact. Note #2 says to provide new trench covers. What will the new trench covers lay on?
Answer #6: The existing trench walls are to remain as is. The only requirement is to provide new trench covers. Similarly, the metal blast door will not be replaced (CLIN 0004 was not selected). The requirement is to clean, prep, and paint it per the plans.
Question #7: Technical Specification/Drawings paragraph/page: CD-101, Key Notes #1 & #2
It is our understanding that Key Note #1 is to be included in CLIN 0003 and Key Note #2 is to be included in the base bid (CLIN 0001). Please confirm.
Answer #7: Confirmed. Keynote 1, refers to work related to CLIN 0003 (which was not selected) and Keynote 2 refers to work related to CLIN 0001.
FOR FURTHER CLARIFICATION, concrete trenches are to remain in place. Metal trench covers are the only item to be disposed and replace with new (refer to Spec Section 05 12 00 paragraph 2.1 Trench Access Door). Therefore, CLIN 0003 is no longer applicable to the For Construction package (refer to question #6 response, RFI #004-006 and response to question #8 below).
Question #8: Section B of the solicitation calls for pricing to be broken out into two CLINS;
however, Drawing G-003 shows four CLINs. Please Clarify
Answer #8: The customer did not select CLINs 0003 and 0004, so provide pricing for CLINs 0001 and 0002 only. As further clarification, CLIN 0003 was not selected so the existing trench walls are to remain as is. The only requirement is to provide new trench covers. CLIN 0004 was not selected so the metal blast door will not be replaced. The requirement is to clean, prep, and paint it per the plans.
Question #9: If the answer to any Q&A generates another Q&A, how are we to address this since the cut off for Q&As will have already passed.
Answer #9: The Program Manager has answered all questions to the best of his/her ability to ensure that no follow on questions are necessary and to give Bidders the most complete information in which to Bid. In the name of time, there must be a deadline. If a question is posed in which the government deems essential, there may be an amendment issued addressing the issue, otherwise, there will be no additional questions answered resulting in all Bidders basing their bid on the same information.
Question #10: Technical Specification/Drawings paragraph/page: 01 11 00.00 30 Paragraph 1.6 (Work Scheduling)
This paragraph states “Contractor shall allow for non-access days where construction activity is prohibited due to hazardous operations or launch activity.” Please advise how many days we are to allow for.
Answer #10: 20 No dig days were built into the 180 POP.
Question #11: Technical Specification/Drawings paragraph/page: Section 01 11 00.00 30 Paragraph 1.7 (Occupancy of Premises/Access Requirements)
This paragraph states “Building will be occupied during performance of work under this contract.” Is this accurate? With the scope calling for the removal of all electrical, plumbing, fire protection, asbestos remediation, heavy metal/PCB coating abatement, etc., we are not certain this can be done. Please advise if the existing utilities are configured to allow for the building to remain occupied while under construction.
Answer #11: Although there are no current occupants in the building, the government requires access throughout the project. Access/continuation of services were specifically for the COMM room, because of the systems routed through that area of the building. Access and timing throughout the building will be coordinated with the government by the contractor.
Question #12: Technical Specification/Drawings paragraph/page: 01 11 00.00 30 Paragraph
1.7.1.1 (Responsibilities)
This paragraph states “Unless otherwise stated, remove all furniture, equipment, curtains, drapes, pictures, blackboards, etc. as required to perform the work” and goes on to state “After
QUESTIONS AND ANSWERS
completion of work and prior to final acceptance, replace removed items in their original location.” Is this an accurate statement and, if so, please provide a detailed list of items requiring removal and reinstallation. Also, is there a location close by to store these items or will the contractor need to provide a storage location as the items will need to be removed from the building for the abatement process?
Answer #12: No, it is not accurate. Sentence shall read as follows, “final acceptance, re-install removed items in their original location or as indicated by the Contracting Officer”. Refer to note 13, DWG AD-101, where it indicates that the General Contractor (GC) shall remove and save for re-installation all equipment. Prior to equipment removal, GC shall coordinate with customer and Contracting Officer. List of items requiring removal & re-installation: All desks, chairs, lockers, bookshelves, tables, cabinets, refrigerator, whiteboard, corkboards, file cabinets, office partitions, and phones. GC shall provide an environmentally controlled and secure (i.e. lockable) storage area within the site premises. Storage shall be as specified on Spec section. GC shall coordinate storage location with the Contracting Officer.
Question #13 Technical Specification/Drawings paragraph/page: 01 11 00.00 30 Paragraph 1.8.1
This paragraph states that storage areas may require fence and screening as required by the Government. Please clarify if this is going to be a requirement.
Answer #13: These are not required. Refer to answer #12 above.
Question #14: Technical Specification/Drawings paragraph/page: 01 11 00.00 30 Paragraph
1.11.3 & 1.11.3.1
Specification Section 01 11 00.00 30, paragraph 1.11.3 states salvageable items are listed below in the paragraph entitled “Salvage Items”; however, there is no list and paragraph 1.11.3.1 (Salvage Items) states “Removed items shall be inspected by the Contracting Officer to determine whether salvageable or debris.” Please identify what items are to be salvaged and include the size, weight, and description of what the items are so we can evaluate the cost associated with this task.
Answer #14: In the revised specifications, 1.11.3.1 is marked “removed”. There is no list of Salvaged materials. If GC has questions or clarifications on items meant to be saved/reinstalled or disposed, he/she shall coordinate with Contracting Officer and customer, prior to item removal.
Question #15: Technical Specification/Drawings paragraph/page: 01 11 00.00 30 Paragraph
1.11.4 (Waste Disposal)
This paragraph states “Non-salvageable material and debris shall be removed from work areas and disposed of daily.” Does this mean that all dumpsters are to be removed from the site at the end of each workday?
Answer #15: 1.11.4 is a standard provision to prevent the accumulation of debris and trash on-site. It does not require daily removal of dumpsters. It does however go on to reference 01.57.19, which applies to environmental controls when applicable.
Question #16: Technical Specification/Drawings paragraph/page: 01 30 00 Paragraph 1.3 (Color Boards For Air Force Projects)
