Section B: Description of the Supplies/Services Required
The Air Force Technical Application Center (AFTAC) requires a new sole source purchase for Chemstations' CHEMCAD Software License Maintenance Agreement to include entitlement to all maintenance releases, automatic receipt of major upgrades, access to technical support via telephone hotline and e-mail, and special pricing incentives for additional Chemstations products. This request is for a new purchase order for the coverage period from 1 Mar 2019 through 29 Feb 2020 with three (3) option years.

Section C: Justification for Soliciting from a Single Source or Brand Name
AFTAC materials scientists and engineers receive chemical data from Battelle Memorial Institute (BMI). The format of the data output from BMI is in a format specific to Chemstations CHEMCAD applications. These specific applications are required to ingest (import) and interpret BMI provided data for on-site analyses to develop reports to higher level authorities. As stated in the letter dated 10 Jan 19 provided by the manufacturer, Chemstations is the sole developer and producer of CHEMCAD software. Additionally, Chemstations is the sole seller of the CHEMCAD software in the United States and is also the sole company or group providing support for CHEMCAD within the United States.
Section D: Efforts to Obtain Competition
The software developer "Chemstations" was contacted for a list of authorized resellers on 9 Jan 19. On 10 Jan 19, the developer provided a "Sole Supplier Letter" indicating they are the sole provider of this software and support within the United States.
Market research was completed via a search of DoD Enterprise Software Initiative (ESI) and Government Services Administration (GSA) websites for any resellers or existing contract vehicles that include this software and none were found.
This same requirement was previously purchased directly from Chemstations under contract number FA252115P0025 for a base with three option years and the same justification was used after market research and a sources sought did not provide any other vendors or resellers.

Section E: Steps to Preclude Future Single Source or Brand Name Awards
Due to AFTAC's unique relationship with BMI, unless/until BMI changes data producing sources AFTAC will continue to require these applications to perform required analyses to meet reporting requirements.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
