Section B: Description of the Supplies/Services Required
Purchase of the acquisition and installation of Signals Defense SD 2500/SD 2510 security film at the AFTAC Headquarters located at Patrick AFB, FL. The security film must mitigate the largest amount of eavesdropping and espionage threats for this classified facility and the film must match existing material previously installed.
Section C: Justification for Soliciting from a Single Source or Brand Name
AFTAC has a current requirement to fulfill the second phase of the procurement and installation of SD 2510 window film treatment, fused with Llumar Deluxe solar film, to protect their facility from outside visual and radio frequency detection to protect their classified mission.
This phase will comprise of approximately 4,000 square feet of film to be applied to the 3rd level of the AFTAC facility (building 10989). The contractor will be responsible for measurements, site preparation, tools, materials and personnel to complete this requirement.
The film must meet TEMPEST (top secret classification) requirements for the directive ICD 705 and the DoD Infrared and Radio Frequency (RF) Emanation Protection Standards. The product shall be ASTM F3057-14 tested and exceeds IC requirements for RF attenuation. From a Technical Surveillance Counter-Measure (TSCM) perspective, the films should mitigate the largest amount of eavesdropping and espionage threats possible.
A letter from Signals Defense' President, Mr. Eric Kuczynski, states the following:
Signals Defense currently maintains its proprietary information with respect to its RF and Infrared (IR) attenuation window films and interlayers, in addition to US Patent #s 7177075, 7295368, 7405872, and 756850. They do not have an installation or dealer network with the US (with the exception of the State of California and New York City). All Signals Defense window film installation is contract and performed under the direct supervision of Signals Defense for all projects within the US.
Signals Defense products are not available for material-only purchase by window film dealers/installers. Signals Defense will sell full turnkey project services (materials and labor) to contractors, which may include window film dealers.
Section D: Efforts to Obtain Competition
Futron, Inc. carries Signals Defense products on it's GSA Schedule 84 contract and is the only provider of these products on any GSA Schedule. However, once the quote was received, it was not in accordance with their GSA contract and was priced as open market.
Additionally, a sources sought was posted to see if other manufacturers could produce an equivalent or better product with no responses.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research will continue to be performed to determine if other sources are available prior to restricting competition on

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
