Section B: Description of the Supplies/Services Required

Acquire an Ortec High Purity Germanium (HPGe) Spectrometer to replace an inoperable detector that will provide the ability to analyze samples collected in the field. The period of performance will be 60-70 days after the award is made.

Section C: Justification for Soliciting from a Single Source

This is a justification for a brand name acquisition. Two Ortec HPGe detectors are used by Air Force Technical Applications Center (AFTAC)/21Surveillance Squadron (SURS). Ametek manufactures the Ortec brand equipment that the customer currently uses. The purchase of other than the Ortec detector would result in a detector without the ability to use current AFTAC Maestro software and data systems. Maestro software is a multichannel analyzer emulation software that is compatible with gamma and alpha spectroscopy systems such as the Ortec multi-channel analyzers. The Government believes that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Air Force's requirement. Maintaining continuity with the current detector reduces overall technical, schedule and cost risk, and ensures there will be no degradation to the AFTAC mission.

Section D: Efforts to Obtain Competition

The Government purchased an HPGe detector from NOVISYS LLC in 2016, FA2521-16-P-0137. Sources identified from quotes provided on a previous solicitation for the same item were contacted via phone/email to ensure that they are capable of bidding in order to fulfill competition requirements for a small business set-aside.

Based on the information listed above, there is reason to believe that multiple companies will be available for competition when solicited via FedBizOpps.

Section E: Steps to Preclude Future Single Source Awards

If the Government were to pursue replacing all current detectors, additional market research would be conducted to identify all possible sources of these detectors. Currently, the Ortec brand is what is preventing this requirement from being anything other than brand name as that is the detector that is compatible with all other parts of the equipment and the software that allows compatibility.
