I. Contracting Activity.

II. Nature and/or description of the action being processed.
AFRCL, as part of Air Force Technical Application Center (AFTAC), located at Patrick Air Force Base (AFB), FL, requires equipment from Mirion Technologies (Canberra), Inc. to replenish existing and outdated equipment for the complete measurement count room system in accordance with AFRCL's capital equipment replacement plan. Procurement funds (3080) have been allocated for this firm fixed-price, brand name requirement.
III. Description of supplies/services required to meet agency needs.
Replenishment equipment must be purchased to maintain the required readiness of this described measurement system. The equipment required to replenish this system includes:
* High purity germanium gamma detectors (Qty 3)
* Cryocyclers (Qty 2)
* Lynx digital multichannel analyzers (MCAs) (Qty 2)
* 1200 mm2 a PIPS alpha detectors (Qty 20)
* 2-detector Alpha Analyst modules (Qty 3)
* 4-detector LB4200 drawer module (Qty 1)
* Spare LB4200 detector windows (Qty 4)
* Shipping and Handling Estimated Total:
ALL replenishment equipment must work with the current measurement system which is controlled by Canberra hardware and software.
AFRCL's complete measurement count room system currently includes:
* 32 high purity germanium gamma detectors
* Cryocyclers and shields for each of the gamma detectors
* 40 gas flow proportional counters controlled by 3 Canberra LB4200 counting systems
* 44 alpha detectors controlled by two Canberra Alpha Analyst systems
IV. Statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition for this requirement is AFFARS 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) "For sole source acquisitions using simplified acquisition procedures that exceed the simplified acquisition threshold but do not exceed $7M".
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
All of the instruments and their controlling software of AFRCL's complete measurement count room system are made by Canberra. As a result, the count room's processes rely on all of its instruments working properly within this current configuration, which commonly rely on hardware that is proprietary to Canberra. This is particularly true of the Alpha Analyst 2-detector modules, LB4200 drawer modules, and the LB4200 detector windows. Moreover, count room analysis of gamma data requires detectors fully characterized for the application of In Situ Object Counting Systems (ISOCS) algorithms for cascade and source-less efficiency corrections, which are also proprietary to Canberra. A sole source letter from the manufacturer is on file from Canberra confirming this information. Finally, the actual physical configuration of the measurement system's gamma detectors places physical constraints on the geometry of the gamma detectors; constraints which can only be met by Canberra. The result, Canberra is the only vendor that

Multiple vendors have been identified as authorized resellers of Mirion/Canberra equipment. Therefore, this requirement will be restrictive to brand name.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Detailed efforts were made to examine the potential of various sources to meet the needs of the laboratory's complete measurement count room system when it was originally purchased in Fiscal Year 2013 (Contract Number:
FA252113P0093). However, now that the lab has purchased its system from Canberra, equipment replenishment needs are largely tied to Canberra equipment due to the need of this equipment to properly interface with proprietary Canberra hardware and software.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Based on past experience of similar purchases and market research conducted in the form of Internet searches and phone calls to known sources of these supplies, the Contracting Officer anticipates competitive quotes when the solicitation is posted. Therefore, in accordance with FAR 13.106-3(a)(1), the Contracting Officer will base price reasonableness on competitive quotations or offers. However, if only one response is received, the Contracting Officer will employ procedures outlined in FAR 13.106-3(a)(2) to determine price fair and reasonable by comparing prices to the independent Government estimate and previous purchases of same or similar items.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
While Ortec, a subsidiary of Ametek, Inc., is the only other commercial vendor of equipment similar to that employed by AFRCL's complete measurement count room system, they were unable to provide all portions of the equipment needed to replenish this count room system and could not meet the full requirement. Only Canberra is able to fully replenish AFRCL's complete measurement count room system.
While this is a brand name requirement, multiple vendors have been authorized to resell this equipment. In the past, this type of equipment has been set aside for small businesses to fulfill the requirement. A couple of these small businesses include:

IX. Any other facts supporting the use of Other Than Full and Open Competition.
None.
X. List of any sources that expressed, in writing, an interest in the acquisition.
Both Canberra and Ametek/Ortec were contacted during the market research process. The budgetary estimate from Ametek/Ortec confirms that they are unable to fully meet this procurement's requirements. Additional budgetary estimates were received from B&H International, a reseller of Canberra equipment, and another directly from the manufacturer, Canberra.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
AFTAC's AFRCL and its network of laboratories are always performing market research in search of technologies for radiation measurement count room configurations. There are a very limited number of users that require analysis
