PERFORMANCE WORK STATEMENT
for
351st BATS, Government Owned Vessels, Engines, and Trailer Maintenance
351st BATS Kirtland Air Force Base
Albuquerque, New Mexico Date: 3 Dec 17
1. Scope: Contractor shall provide and conduct routine maintenance on government owned vessels, engines, and trailers identified below for 351st Battlefield Airmen Training Squadron (BA TS), POP: 1 Jan 18 – 31 Dec 18. The contractor must be with 50 miles of Patrick AFB, FL to minimize commute times and ensure timely access for any repairs; scheduled and emergencies. The contractor shall furnish all personnel to accomplish work required by this contract and ensure that maintenance services provided on all government vessels are conducted according to factory brand specifications or as deemed necessary by the boat and engine manufacturer.
2. The contractor shall provide maintenance on the following government owned vessels, engines, and trailers located at Bluepoints International Fisheries Inc.

3. Maintenance activities consist of the following:
3.1. The contractor shall ensure government owned vessels, engines, and trailers are maintained in accordance with manufacturer factory scheduled and unscheduled maintenance specifications.
3.1.1. BOSTON WHALER 100 HOURS SERVICE:
Boston Whaler 100hrs Service Check Includes:
Lubricate all lubrication points - lubrication more frequently due to operation in saltwater; change engine oil and replace oil filter (oil should be changed more often if operating in adverse conditions such as extended trolling); Remove and inspect sparkplug for corrosion and replace when necessary - replace at 100hrs inspection or at end of fiscal year (whichever comes first). Apply a thin coat of anti-seize on the threads prior to installation; inspect the T-Stat for corrosion or broken spring (T-Stat should be closed completely at room temp); Check the low pressure fuel filter for contaminants - Replace as needed; Replace the high pressure fuel filter; check engine timming set-up; check valve clearance and adjust as necessary; check the corrosion control anodes; drain and replace the gear case lubricants; lubricate the driveshaft splines; run engines and bring up to temp.
3.1.2. BOSTON WHALER 300 HOURS SERVICE:
Boston Whaler 300hrs Service Check Includes:
Lubricate all lubrication points - lubrication more frequently due to operation in saltwater; change engine oil and replace oil filter (oil should be changed more often if operating in adverse conditions such as extended trolling); Remove and inspect sparkplug for corrosion and replace after the first 300 hours or 3 years. Apply a thin coat of anti-seize on the threads prior to installation; inspect the T-Stat for corrosion or broken spring (T-Stat should be closed completely at room temp); Check the low pressure fuel filter for contaminants - Replace as needed; replace the high pressure fuel filter; check engine timming set-up; check valve clearance and adjust as necessary;
check the corrosion control anodes; drain and replace the gear case lubricants; lubricate the driveshaft splines; replace the water pump impeller; remote control models-check control cable adjustment where applicable; Check tightness of bolts, nuts, and other fasteners; check for loose or damaged wiring; inspect the timming belt; check the power trim fluids; inspect the battery; check power steering fluids when applicable; replace water pump impeller (replace more often if overheating occurs or reduced water pressure is noted); check power trim fluid; replace the high pressure inline fuel filter & alternator drive belt. Run engines and bring up to temp.
3.1.3. MOTOR 100 HOURS SERVICE
Motor 100hrs Service Check Includes:
Fuel filter diaphragm, O-ring, spark plugs, O-Ring T-Stat, Gasket T-Stat, Thermostat;
corrosion block 12,high performance gear lube and waste disposal fees.
3.1.4. MOTOR 300 HOURS SERVICE
Motor 100hrs Service Check Includes:
Fluid filter, diaphragm, O-ring, spark plugs, O-Ring T-Stat, Gasket T-Stat, Thermostat;
water pump kit, chrome cup and plate kit, corrosion block 12,high performance gear lube and waste disposal fees.
3.1.5. ANNUAL MAINTENANCE OF TRAILERS
Annual Maintenance of Trailers Include (but not limited to):
-Coupler; hitch and hitch ball are of the same size. -Coupler and safety chains are safely secured to hitch of tow vehicle. -Wheel; lug nuts are properly tightened, wheel bearings are properly adjusted and maintained. -Tires are properly inflated and in good order. - Lights; all trailer lights are operational order. -Trailer brakes and springs are properly adjusted and in working order. –Vessel Batteries to include battery being fully charged, cleaned and operable (terminals, cables and connections). Running of motor approximately 10-30 minutes on hose or in water. -Ensuring all electronics are operational. -All around checkup of fasteners, bolts screws, belts etc to ensure proper running and maintenance of vessel and trailers.
3.2. Government owned vessels, engines and trailers will be stored at Bluepoints International Fisheries Inc and the vendor will be required to retrieve property and obtain access to the facility in order to provide maintenance as required per this contract.
3.3. The contractor shall ensure all factory/manufacturer directed recalls are conducted on provided government vessels, engines and trailers.
3.4. The contractor shall maintain service and repair and/or remove damage or unserviceable parts and associated equipment for the duration of the contract. The contractor shall notify the Contracting Officer and Det 1, 342 TRS point of contact of any repairs or services required on government vessels, engines, trailers other than the required scheduled and unscheduled maintenance required in accordance with manufacturer factory specifications. Any repair or services cannot commence until given the authority to do so by the Contracting Officer through contract modification.
4. After diagnostic review of each boat listed above, the contractor shall provide the government with an estimate outlining parts and part numbers, if required, and detail of repair needed prior to any work/repairs being completed. The government will provide a modification to the contract outlining the authorized services that can be conducted on the government vessels.
5. Contractor shall maintain batteries to include batteries being fully charged, cleaned, and operable prior to Det 1, 342 TRS operations. Contractor shall also maintain terminals, cables, and connections.
6. Det 1, 342 TRS training operations are conducted five times a year for duration of 3 weeks.
The contractor shall maintain communications with Det 1, 342 TRS for scheduling requirements and ensure all vessels and trailers have received the maintenance prior to Det 1, 342 TRS operations. Det 1, 342 TRS shall coordinate with contractor at least 14 days prior to operational training.
7. The government will provide maintenance service logs for those government vessels that are available to provide to allow the contractor to view the maintenance conducted before contract award. The contractor shall maintain maintenance logs for each government owned vessel, engine, and trailer and provide to organization upon request.
8. Once the contractor has taken possession of the government vessels, the contractor has 5 working days to complete the required work in accordance with the maintenance schedule recommended by the manufacturer (unless some foreseen circumstance arises and is coordinated with the Government).
9. Insurance required to in order to retrieve access to government vessels located at Bluepoints International Fisheries Inc. Contractor shall be required to have $1,000,000 Insurance Certificate in the name of the outside entity that will be storing the government owned property.
Additionally, in addition to prove of workers compensation and a business license tax receipt. A vendor packet will be provided from the outside entity to obtain access to storage facility.
Required documentation shall be submitted to the Contracting Officer at contract award.
10. The government has the authority to add or replace additional government vessels, engines, or trailers inventory identified above. A modification will be provided to the contractor adding the preventative maintenance required with the established prices agreed upon at contract award.
If government vessels, engines, or trailers are removed from the inventory, the government will notify the contractor of services no longer required and thus shall be removed from the contract.
CONTRACTOR SERVICE OUTLINE
Contractor Service Outline
At every 100 hours on motor:
100 HOURS SERVICE TO INCUDE: Lubricate all lubrication points. Lubricate more frequently when operating in saltwater; Change the engine oil and replace the filter (Oil should be changed more often if operating in adverse conditions such as extended trolling); Inspect and clean spark plugs; In saltwater, remove and inspect the spark plug for corrosion and replace as necessary; Apply a thin coat of anti-seize on the threads prior to installation; Check the low pressure fuel filter for contaminants - Replace as needed; Replace the high pressure fuel filter;
Drain and replace the gear-case lubricant; Lubricate the driveshaft splines; Run engines and bring up to temp
At every 300 hours on motor:
300 HOURS SERVICE TO INCUDE: Lubricate all lubrication points. Lubricate more frequently when operating in saltwater; Change the engine oil and replace the filter (Oil should be changed more often if operating in adverse conditions such as extended trolling); Replace Spark Plugs - apply a thin coat of anti- seize on the threads prior to installation; Inspect the t-stat for corrosion or broken spring (T-stat should close completely at room temp); Check the low pressure fuel filter for contaminants - Replace as needed; Replace the high pressure fuel filter;
Check engine timing set-up; Check valve clearance and adjust as necessary; Check the corrosion control anodes; Drain and replace the gear-case lubricant; Lubricate the driveshaft splines;
Replace the water pump impeller; Remote control models - check control cable adjustment where applicable; Check tightness of bolts, nuts, and other fasteners; Check for loose or damaged wiring; Inspect the timing belt; Check the power trim fluid; Inspect the battery (where applicable); Check power steering fluid when applicable; Replace the water pump impeller (Replace more often if overheating occurs or reduced water pressure is noted); Check power trim fluid (where applicable; Replace the high pressure in-line fuel filter; Replace the spark plugs after the first 300 hours or three years (After the initial 300 hours, inspect and replace the spark plugs every 300 hours and replace as needed); Replace the alternator drive belt. Run engines and bring up to temp.
