Fixed Wing Insertion Training

308 RQS

STATEMENT OF WORK

SECTION I.

1.1. BASIC SERVICES

--Contractor shall provide one (1) x fifteen (15) day course (19 June 2017-30 June 2017) of instruction for a maximum of 16 x 308th Rescue Squadron personnel each course. The overall intent of the training is to give the 308 RQS operators the ability to understand the mechanics; methodology as well as the Tactics, Technics, and Procedures (TTPs) of conducting tactical HAHO operations on multiple Unknown/Unmarked drop zones as a team. The training will encompass planning, mission prep and execution of such operations and give a solid understanding of what is needed to conduct HAHOs in a combat environment. Furthermore the Contractor will coordinate Crash Rescue services to enable Military Aircraft to land at designated airport multiple times during the training.

A. COURSE GENERAL TOPICS:

• HAHO Grouping and Canopy Control

• Advanced Aerial Navigation

• Rig an Electronic Navigation Board System for MFF/DBSL Operations

• Program and Electronic Navigation Board System for MFF/DBSL Operations

• Compute the HARP for a HAHO Operation Utilizing Electronic Navigation Equipment

• Specialized Weapons and Equipment Rigging

• Perform JMPI on an MFF/DBSL Parachutist

• NVG Rigging and Employment

• Perform MFF/DBSL Operations with NVGs, Special Weapons & Equipment and

Portable O2 System

• Perform an MFF/DBSL HAHO Parachute Jump Utilizing Electronic Navigation &

Combat Equipment

• Operate the Electronic Navigation System while Under Canopy

• Maneuver Ram Air Canopy to Designated Point on the Drop Zone Utilizing Electronic

Navigation Equipment

• Perform a Blind Drop for an MFF/DBSL Operation

• Rough Terrain Landing

B. COURSE DESCRIPTION:

• The course needs to provide training that will give the 308 RQS the ability to understand the mechanics; methodology and TTPs of conducting tactical HAHO operations on multiple Unknown/Unmarked drop zones as a team. The training will encompass planning, mission prep and execution of such operations and give a solid understanding of what is needed to conduct HAHOs in a combat environment.

1.2 PERFORMANCE REQUIREMENTS

The instructors shall have extensive knowledge in Military Free Fall HAHO NVG operations.

The instructors shall also be familiar with AFMAN 11-411/11-420, AFI 13-217 and AFI 11-410 ACC Sup. They shall also have over 10 years of experience in special operations, and have prior experience instructing special operations forces. Additionally, instructors should be a graduate of USA Tactical Infiltration Course, hold as a minimum, SL and MFF/DBSL JM rating.

Instructors must be proficient and capable to utilize military parachutes such as the SOV-3 parachute systems.

IAW AFI 11-410 Paragraph 8.7.2, “US citizens not covered by the Federal Employees’ Compensation Act (FECA) must sign the hold harmless agreement contained in Attachment 4.

US citizens who are not employed by the DoD must be members of the United States Parachute Association, possess a D-license, and be certified for the skill being accomplished. At no time will the scope of operations exceed the parachutist’s certifications or guidelines, as they apply to the jumper.”

Contracting company will provide signed copies of hold harmless agreements, USPA license and qualification certificates prior to commencing airborne operations.

Authorized Trainers - Ref. AFMAN 11-411

“The initial train the trainer qualifications will be done by Soldiers who have completed the Tactical Infiltration course at Yuma Proving Ground (completion dates inclusive from January 2010) or through members of the MFF/DBSL School Tactical Application Detachment. Once initial training throughout the force has commenced, any current MFF/DBSL Jumpmaster who has completed the approved NVG training support package may administer MFF/DBSL/NVG training.”

1.3 SALIENT CHARACTERISTICS

a) Contractor must provide a minimum of a 15,000 square foot facility for packing multiple

MFF/DBSL parachutes, store/fill oxygen equipment and with direct access to aircraft and loading area.

b) Contractor must posses a USPA D-license, have over 10 years of experience in special operations, prior experience instructing special operations forces, a graduate of USA Tactical Infiltration Course, and hold both SL and MFF/DBSL JM rating.

c) Contractor has completed the Tactical Infiltration course at Yuma Proving Ground or been trained by members of the MFF/DBSL School Tactical Application Detachment.

d) Contractor will provide reliable subject matter expert instructors that have been validated and must be willing to move throughout the training area with 308 RQS members for the duration of the training period.

e) Contractor must provide coordination with local rescue and EMS system if needed should an accident occur during training iterations.

f) Contractor must provide suitable and appropriate instructional aides to be used by instructors for demonstration and training purposes.

g) Contractor must provide at least one (1) instructor for 16 students. Contractor must provide Video equipment for De-Briefs.

h) Contractor must provide multiple Drop Zones that are current and listed on the ZAR.

i) Contractor must conduct operations within 50 miles of a JPADs Drop Zone.

j) Contractor must provide coordinate and provide lodging and per diem for Instructors, Pilots and Riggers to meet training objectives.

1.4 SPECIFIC TASKS AND PERIODS OF PERFORMANCE

The following is a detailed course itinerary: Note that some deviations from the itinerary may occur due to time, personnel, or environmental limitations.

a) Day 1-2: Perform Day MFF/DBSL NVG upgrade training consisting of slick, equipment, oxygen and NVG jumps. Estimated one jump daily with a follow-on PR scenario, unless weather or any other unforeseen safety factors are present.

b) Day 3-15: Perform Night MFF/DBSL NVG upgrade training consisting of slick, equipment, oxygen and NVG jumps. Estimated one jump nightly with a follow-on PR scenario, unless weather or any other unforeseen safety factors are present.

The following are the projected periods of performance for the detailed course of instruction:

Note that some deviations from the itinerary may occur due to time, personnel, or environmental limitations and every effort will be made to communicate all changes 21 days prior to implementation.

a) Course #1: Training Days 1-15: 19-30 June 2017

1.5 Contractor shall provide the following services during the duration of training:

a) Contractor will provide reliable subject matter expert instructors that have been validated and must be willing to move throughout the training area with 308 RQS members for the duration of the training period.

b) Contractor must provide coordination with local rescue and EMS system if needed should an accident occur during training iterations.

c) Contractor must provide suitable and appropriate instructional aides to be used by instructors for demonstration and training purposes.

d) Contractor must provide at least one (1) instructor for 16 students.

Contractor must provide Video equipment for De-Briefs.

e) Contractor must provide coordinate and provide lodging and per diem for Instructors, Pilots and Riggers to meet training objectives.

1.6 Contractor shall provide/coordinate the use of the following:

a) Area suitable for classroom discussions/training with digital media capabilities.

b) Special equipment and group gear as appropriate/necessary.

c) Contractor must provide a minimum of a 10,000 square foot facility with direct access to aircraft and loading area.

d) Contractor must provide multiple Drop Zones that are current and listed on the ZAR.

e) Contractor must conduct operations within 50 miles of a JPADs Drop Zone.

f) All training locations will be within 400 miles of Davis-Monthan AFB.

SECTION II.

2.1. GOVERNMENT FURNISHED PROPERTY AND SERVICES

a) The 308 RQS will provide SOV-III Parachutes (minimum of two per student and instructor).

b) Contractors will be allowed to utilize government parachute systems for all training.

c) Contractors are authorized to perform jump operations and flight duties out of aircraft provided in contract.

d) Altimeters

e) Oxygen Systems

f) O2 consoles

g) Night Vision Goggles

h) All required Radios

i) Required USAF Aircrew Flight Equipment supervisors (riggers).

j) A qualified 308 RQS unit AFE technician will be assigned as the on-site supervisor during all repack operations.

k) 308 RQS unit AFE personnel will conduct all required in-process inspections during packing operations.

l) IAW AFI 11-410 Paragraph 8.7.2, the 308 RQS will coordinate “approval authority for US citizens not employed by the DoD to perform official parachute jumps from aircraft owned, leased or operated by the USAF” with the MMC/A3.

m) Contractors are provided and authorized to utilize 308 RQS (government) parachute systems and associated accessories to accomplish the specified training

n) Individual and team equipment and uniforms will be provided as needed.

o) Streamers, wind drift indicators, and deployable drop bundles as needed

p) Any oxygen equipment required by parachutists or safeties to perform HALO/HAHO operations.

2.2. TRANSPORTATION

a) The 308 RQS will provide all necessary transportation to and from the training area as appropriate for attending members.

SECTION III.

3.1 SAFETY REQUIREMENTS.

In performing work under this contract, the contractor shall:

a) Conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work.

b) Perform work in a safe manner as required by all governing military and civilian regulations.

c) Include a clause in all subcontracts to require subcontractors to comply with the safety provisions of this contract as applicable.

d) In the event of an accident/mishap, take reasonable and prudent action to establish control of the accident/mishap scene, prevent further damage to persons or property, and preserve evidence until released by the accident/mishap investigative authority through the contracting officer.

e) If the government elects to conduct an investigation of the accident/mishap, the contractor shall cooperate fully and assist government personnel in the conduct of investigation until the investigation is completed.

f) Include a clause in each applicable subcontract requiring the subcontractor's cooperation and assistance in accident reporting and investigation.

3.2. CONTRACTOR PERSONNEL

a) Contract Manager: the contractor shall provide a contract manager and alternate contract manager (responsible in the absence of the contract manager) who shall be responsible for the performance of the services. The names of the contract manager and alternate(s) shall be provided to the Commanding Officer (CO) in writing prior to the beginning of the first performance period. The contract manager and alternate(s) must be able to read, write, speak, and understand English.

b) The contract manager or alternate shall be available during normal duty hours to discuss problems. After normal duty hours the manager or alternate shall be available within four

(4) hours.

c) Contractor Employees: the contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population.

d) Contractor personnel shall present a neat appearance and be easily recognized as contractor employees. This may be accomplished by wearing distinctive clothing bearing the name of the company or by wearing appropriate badges, which contain the company name and employee name in English.

e) The contractor shall not employ any person who is an employee of the U.S. Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DOD 5500-7-R Joint Ethics Regulation. The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64- I06.

f) The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station, change in duty hours or deployment.

g) Military Reservists and National Guard members may be subject to recall to active duty.

The absence of these personnel could adversely affect the contractor's ability to perform;

however, their absence at any time shall not constitute an excuse for nonperformance under this contract.
